The Utilities Division is responsible for public health and safety, as well as safeguarding the
environment, by providing crucial safe water and wastewater services. This position is part of the
team that provides services necessary for human health, economic stability, and overall societal
well-being. At the core of the mission of providing these services includes commitment to providing
excellent customer service to our citizens, business partners, regulatory agencies, and other
county divisions.
MAJOR FUNCTION
The Utility Lead System Reliability Operator (Mechanical) – assist system reliability supervisors
in overseeing the operation, maintenance, and repair of mechanical systems and lift station
infrastructure within the utility department. This position ensures the safe, efficient, and
compliant functioning of wastewater, reclaimed water and water systems, supervises skilled
personnel, coordinates preventive and corrective maintenance programs, and supports capital
improvement projects. The role requires strong technical expertise, leadership, and a commitment to
public service.
This position plays a key role in ensuring the reliability of essential utility services,
regulatory compliance, environmental stewardship, and public health and safety.
ILLUSTRATIVE DUTIES
• Supervises system reliability operators in the maintenance, modification, repair, and service of
lift stations, Water/Wastewater treatment plants, wells and all Public Utilities equipment;
provides leadership and expertise for other technicians and crews.
• Supervises the operation of lift stations including scheduling of daily or weekly inspections
and reviewing electronic and hard copy data to ensure proper performance of all maintenance
inspections and tasks required.
• Provides technical advice and trains new employees on all aspects of maintenance and repair work
for the department; supervises, oversees, and ensures the quality of a regular preventative
maintenance program.
• Makes visual inspections and evaluates equipment and work to determine proper repair, service,
and maintenance needs of station mechanical and electrical apparatus; identifies areas that need to
be addressed, ensures appropriate work is completed, and facilitates the return to full operation.
• Establishes, develops, and implements methods, standards, and procedures of repair; updates
techniques and trains staff on appropriate application; monitors general industry trends and
recommends changes where appropriate.
• Supervises, leads, directs, and oversees the repair, modification, and replacement of pumps,
motors, and components; observes and oversees the monitoring of valves, control systems, and
electrical panels.
• Prepares daily records and paperwork to track all activities and work done; enters information
into County asset management program, tracks daily hours, notes locations, and reports on results;
monitors employee work and ensures quality.
• Determines, procures, and disburses parts and equipment; tracks necessary purchases or material
needs, and ensures successful purchasing.
• Obtains vendor quotes and prepares all necessary documentation required to purchase parts,
equipment, service and supplies needed to complete all work assigned.
• Performs other duties as assigned.
KNOWLEDGE, ABILITIES AND SKILLS
• Knowledge of machines and tools, including their designs, uses, repair, and maintenance, asset
management software
• Supervising, training, coordinating, and leading other utilities System Operators
• Theories and practices of the electrical trade
• Utilities system operations
• Operation of various types of pumps and of hydraulic, pneumatic, and electro- mechanical
equipment
• Ability to perform physical work indoors/outdoors, requiring bending, lifting up to 75 lbs.,
climbing, color vision, and hand-eye coordination.
• Record keeping, report preparation, filing methods, work orders, timesheets and records
• Ability to use Microsoft Office Programs and computers and general office equipment
• Maintains accurate reports and equipment for Wastewater and Water facilities and activities
while using (Computerized Maintenance Management System) CMMS on computers and/or tablets. Plan,
organize, review and guide the Mechanic, to include Mechanic On-Call lists.
• Performing heavy mechanical service and repair work in adverse conditions
• Assist in preparing accident or incident reports
• Monitoring/Assessing performance of yourself, other individuals, or organizations to make
improvements or take corrective action
• Motivating, developing, and directing people as they work, identifying the best people for the
job
• Determining causes of operational, mechanical, or electrical errors and deciding what to do and
who to include in response
• The ability to understand, follow, and provide oral and written instructions
• The ability to Participate in a rotating System Reliability On-Call Supervisor Rotation
Schedule.
• The ability to adhere to County and department rules, regulations, and policies
• Ability to lead and mentor technical staff, assign tasks, and monitor quality and
compliance.
• Independently ambulate, drive, climb, bend, stoop, sit, and stand as required by job
tasks
• Ability to fill in for the System Reliability Supervisor (Mechanical)
MINIMUM QUALIFICATIONS
• Graduate of an accredited high school or possess an acceptable equivalency diploma.
• Five (5) years of experience (10,400 hrs.) in the utility infrastructure maintenance or
industrial maintenance field.
• Florida Wastewater Collection “A” Certification required. Florida Department of Environmental
Protection (FDEP) Water/Wastewater/Distribution Treatment Level “A” Certification may be
considered.
• Must obtain the Certified Maintenance Reliability Technician (CMRT) Certification.
• Must have a valid driver’s license and be able to secure a valid Florida driver’s license within
30 days of of employment within this classification.
• A comparable amount of related training or experience may be substituted for the minimum
qualifications except for the licensing and certifications.
SPECIAL REQUIREMENTS
• Standby and on call rotation are required for emergency work in this classification.
All employees will be required to work before, during, or after an emergency. During an emergency,
employees may temporarily be assigned to work and perform duties outside the normal scope of
their position, location and work schedule to fit the needs of the County and its citizens.

The role requires strong technical expertise, leadership, and a commitment to <br>public service.</p><p>This position plays a key role in ensuring the reliability of essential utility services, <br>regulatory compliance, environmental stewardship, and public health and safety.</p><p><strong>ILLUSTRATIVE DUTIES</strong><br>• Supervises system reliability operators in the maintenance, modification, repair, and service of <br>lift stations, Water/Wastewater treatment plants, wells and all Public Utilities equipment; <br>provides leadership and expertise for other technicians and crews.<br>• Supervises the operation of lift stations including scheduling of daily or weekly inspections <br>and reviewing electronic and hard copy data to ensure proper performance of all maintenance <br>inspections and tasks required.<br>• Provides technical advice and trains new employees on all aspects of maintenance and repair work <br>for the department; supervises, oversees, and ensures the quality of a regular preventative <br>maintenance program.</p><p>• Makes visual inspections and evaluates equipment and work to determine proper repair, service, <br>and maintenance needs of station mechanical and electrical apparatus; identifies areas that need to <br>be addressed, ensures appropriate work is completed, and facilitates the return to full operation.<br>• Establishes, develops, and implements methods, standards, and procedures of repair; updates <br>techniques and trains staff on appropriate application; monitors general industry trends and <br>recommends changes where appropriate.<br>• Supervises, leads, directs, and oversees the repair, modification, and replacement of pumps, <br>motors, and components; observes and oversees the monitoring of valves, control systems, and <br>electrical panels.<br>• Prepares daily records and paperwork to track all activities and work done; enters information <br>into County asset management program, tracks daily hours, notes locations, and reports on results; <br>monitors employee work and ensures quality.<br>• Determines, procures, and disburses parts and equipment; tracks necessary purchases or material <br>needs, and ensures successful purchasing.<br>• Obtains vendor quotes and prepares all necessary documentation required to purchase parts, <br>equipment, service and supplies needed to complete all work assigned.<br>• Performs other duties as assigned.</p><p><strong>KNOWLEDGE, ABILITIES AND SKILLS</strong><br>• Knowledge of machines and tools, including their designs, uses, repair, and maintenance, asset <br>management software<br>• Supervising, training, coordinating, and leading other utilities System Operators<br>• Theories and practices of the electrical trade<br>• Utilities system operations<br>• Operation of various types of pumps and of hydraulic, pneumatic, and electro- mechanical <br>equipment<br>• Ability to perform physical work indoors/outdoors, requiring bending, lifting up to 75 lbs., <br>climbing, color vision, and hand-eye coordination.<br>• Record keeping, report preparation, filing methods, work orders, timesheets and records<br>• Ability to use Microsoft Office Programs and computers and general office equipment<br>• Maintains accurate reports and equipment for Wastewater and Water facilities and activities <br>while using (Computerized Maintenance Management System) CMMS on computers and/or tablets. Plan, <br>organize, review and guide the Mechanic, to include Mechanic On-Call lists.<br>• Performing heavy mechanical service and repair work in adverse conditions<br>• Assist in preparing accident or incident reports<br>• Monitoring/Assessing performance of yourself, other individuals, or organizations to make <br>improvements or take corrective action<br>• Motivating, developing, and directing people as they work, identifying the best people for the <br>job</p><p>• Determining causes of operational, mechanical, or electrical errors and deciding what to do and <br>who to include in response<br>• The ability to understand, follow, and provide oral and written instructions<br>• The ability to Participate in a rotating System Reliability On-Call Supervisor Rotation <br>Schedule.<br>• The ability to adhere to County and department rules, regulations, and policies<br>• Ability to lead and mentor technical staff, assign tasks, and monitor quality and <br>compliance.<br>• Independently ambulate, drive, climb, bend, stoop, sit, and stand as required by job <br>tasks<br>• Ability to fill in for the System Reliability Supervisor (Mechanical)</p><p><strong>MINIMUM QUALIFICATIONS</strong><br>• Graduate of an accredited high school or possess an acceptable equivalency diploma.<br>• Five (5) years of experience (10,400 hrs.) in the utility infrastructure maintenance or <br>industrial maintenance field.<br>• Florida Wastewater Collection “A” Certification required. Florida Department of Environmental <br>Protection (FDEP) Water/Wastewater/Distribution Treatment Level “A” Certification may be <br>considered.<br>• Must obtain the Certified Maintenance Reliability Technician (CMRT) Certification.<br>• Must have a valid driver’s license and be able to secure a valid Florida driver’s license within <br>30 days of of employment within this classification.<br>• A comparable amount of related training or experience may be substituted for the minimum <br>qualifications except for the licensing and certifications.</p><p><strong>SPECIAL REQUIREMENTS</strong><br>• Standby and on call rotation are required for emergency work in this classification.<br> </p><p><strong>All employees will be required to work before, during, or after an emergency.
