COMPETITION :   202603 POSITION TYPE:  Term TERM : to March 31, 2028 (with possibility of extension – funding dependent) SCHEDULE : Full-time (75 hours bi-weekly) COMPETITION CLOSE DATE:   Open Until Filled ABOUT INUVIALUIT REGIONAL CORPORATION (IRC) IRC was created in 1984 to represent the Inuvialuit and their rights and benefits obtained under one of Canada's oldest comprehensive land claim agreements. With assets over $1 billion, not including vast land holdings, IRC is responsible for corporate investment, land management, and a broad range of social, cultural, and economic programs and services benefiting Inuvialuit. Its subsidiaries have interests in grocery, manufacturing, property management, transportation, and significant dealings in the oil and gas industry. Since its inception, IRC has experienced considerable growth, and its structure and operations have become increasingly complex. Combining local government and service delivery, community development, investment, and operating business divisions, all managed by a single back office, the organization has an array of complexities for the executive staff to navigate. There is an emphasis on fostering understanding, healing, and resilience in a region brimming with unique social challenges and immense potential for transformative change. JOB SUMMARY Since the early 2000s, the Inuvialuit Settlement Region (ISR) has experienced a longer ice-free season, immerging tourism, and an increase in shipping, research opportunities, and recreational traffic. There has also been a growing interest in resource extraction. The changing seascape has resulted in changing local marine priorities, which must be identified and adapted to. The Marine Policy Advisor will be responsible for advancing IRC’s current policies and their implementations concerning the Beaufort Sea and the Arctic Ocean. They will act as a liaison between Inuvialuit and the territorial and federal governments, while advocating for IRC’s marine priorities and self-determination. They will develop and maintain a cooperative relationship between Inuvialuit and the territorial and federal governments to further IRC’s marine initiatives. They will be members of territorial and national committees and working groups following IRC’s policies, priorities, and best practices. They will also prepare speaking points and responses related to marine issues in the region as needed. The Advisor will facilitate special projects as needed with the Marine Program Coordinator based on science gaps and IRC’s marine priorities. These collaborations and independent efforts will also serve to create and implement new marine policies for IRC. They will also lead implementation plans and draft funding proposals for current and future programs. QUALIFICATIONS Applicants must be/have: EDUCATION: The ideal candidate for this position will have successfully obtained a Bachelor of Arts in Political Science or equivalent, with a minimum of 2 years related experience OR College diploma in a related field and a minimum of 5 years of related work experience Master’s degree in a related field is preferred EXPERIENCE Experience conceptualizing and creating policies. Experience implementing policies. Experience working with Indigenous communities and organizations. Familiarity with marine activities in the Inuvialuit Settlement Region. Familiarity with the role the ocean and waterways play in the Inuvialuit Settlement Region. Experience conducting data analyses and associated reporting. Experience leading or participating in Inuvialuit Knowledge sharing activities. SKILLS & ADDITIONAL QUALIFICATIONS Knowledge of the Inuvialuit Settlement Region, the Inuvialuit Final Agreement (IFA), and the cooperative management structures established according to the IFA. Competency in Microsoft (Excel, Word, Project). Ability to establish and maintain effective relationships with a variety of organizations, other staff, and client groups. Ability to communicate effectively, both orally and written, with diverse audiences. Ability to plan, schedule, supervise, conduct, evaluate, and report on projects and programs. Tact, Judgement, cultural sensitivity, and behavioral flexibility are required attributes. Strong willingness to learn about marine programs, policies, and related systems. Self-reliant. Willingness to travel within and outside the Inuvialuit Settlement Region.
