These responsibilities are&#160;completed in cooperation with and under the leadership of the Director of Residential. The Director of Residential will be responsible for all Community Service operations in the absence of the Director.</span></p>\r\n\r\n<p style=\"margin-left:0in;margin-right:0in;\"><span style=\"font-size:12pt;\"><strong>ESSENTIAL FUNCTIONS</strong></span></p>\r\n\r\n<ul>\r\n\t<li><span style=\"font-size:12pt;\">Assesses, plans, implements, and monitors policies, procedures, and systems to ensure compliance with federal, state, and local regulations governing the operation of residential services, including but not limited to: Individualized Residential Alternatives and Intermediate Care Facilities.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Assists the Director of Community Services to assess, plan, implement and monitor policies, procedures, and systems to ensure compliance with federal, state, and local regulations governing the operation of day habilitation, prevocational, supported employment, Access-VR, and New Frontier.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Works with the Director of Community Services and the leadership team to ensure department vision is aligned with the agency mission and set long-term goals for&#160;Community Services.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Directly supervises the Operations Coordinators, Assistants, Nurse Administrator and BIS Coordinator.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Delegates responsibilities to department management staff to ensure the efficiency of day-to-day operations and program effectiveness.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Ensures that the health, safety, and habilitation needs of the people we support are addressed in an&#160;individualized manner. The Director of Residential. will meet with families to educate, inform and respond to matters related to their relative, services or the organization.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Interviews, hires, orients, trains and completes performance evaluations for supervisory staff.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Assesses and evaluates staff development needs and ensures that all such needs are adequately and routinely addressed through utilization of internal and external agency resources.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Determines need for contracting of clinical services and ensures that services provided are appropriate and of high quality, provides input into the establishment of independent contractor agreements and oversees their implementation.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Directs related planning and development activities, including but not limited to site finding, individual screening and acceptance, budgeting and staffing.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Assists and helps oversee the start-up and operation of all Developmental Disabilities residential services.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Ensures completion of all pre-operational requirements in accordance with regulatory, accreditation and program standards as well as&#160;individual and family need.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Directs and monitors all facility operations to ensure adherence to all agency and related policies and procedures, program standards and level of service commitments.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Establishes budgets for each program or service in conjunction with the Director of Community Services, Finance Department and Executive staff.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Ensures reporting of allegations of abuse, neglect and incidents to the appropriate external parties (Justice Center, OPWDD) and internally.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Ensures the maintenance and up-keep of residential sites in accordance with health and safety standards.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Works with Human Resources regarding recruitment, staff performance, conflict resolution, grievance and other matters ensuring adherence to agency policies.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Collaborates with directors of other departments to ensure that residential programs are meeting regulatory requirements and quality programming.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Develop and maintain sound controls and systems for billing and other compliance matters.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">Serve as an organizational representative for Birch.</span></li>\r\n\t<li><span style=\"font-size:12pt;\">May be assigned other tasks and duties reasonably related to job responsibilities.</span></li>\r\n</ul>",
