    "description": "<h2>Responsibilities & Qualifications</h2>\n<p>We are seeking a<strong> Sr. Business Systems Analyst</strong> to join our team supporting the FBI’s National Security Branch.</p>\n<p><strong>REQUIRED QUALIFICATIONS</strong>:  </p>\n<p> </p>\n<p><strong>Experience</strong></p>\n<ul>\n <li>8 years’ experience with National Security operations and USIC functions, roles, and components, including the intelligence cycle.</li>\n <li>8 years’ experience with National Security mission sets, FISA policy, and case management.</li>\n <li>8 years’ experience with IC mission sets, FISA policy, and case management.</li>\n <li>Possess relevant certifications, such as ITIL, AGILE Product Owner, Project Management (CAPM/PMP), and/or CBAP.</li>\n <li>6 years’ experience with data related issues such as ETL processes, storage, access controls, indexing, entity extraction/resolution, analysis, and sharing.</li>\n <li>6 years’ experience working in a federal interagency environment, including collaboration with multiple U.S. government departments and agencies on joint programs.</li>\n <li>Demonstrated experience supporting government agencies, customers, or contracts within federal environments. This includes the Intelligence Community (IC), Department of Defense (DoD), Federal Civil agencies, and military organizations. Prior experience supporting the same or similar contract, with an in-depth understanding of the customer environment, requirements, and operational landscape, is highly desirable.</li>\n</ul>\n<p><strong>Education</strong></p>\n<ul>\n <li>Bachelors and/or Master’s degree from an accredited college or university in Computer Science, Management Information Systems, or related computer science technical degree.</li>\n</ul>\n<p><strong>Clearance</strong></p>\n<ul>\n <li>Top Secret Security w/ SCI Eligibility</li>\n</ul>\n<p><strong>RESPONSIBILITIES</strong></p>\n<ul>\n <li>Support national security system development, including FISA, NSL, NDRR system project management, FISA user requirements gathering, NSL system design, complex data conversion, documentation, training, and deployment.</li>\n <li>Regularly assess complex technical systems and monitor systems development efforts to assess risks, ensure alignment with current cloud and other technology trends, identify and recommend areas for improvement, cost savings, consolidation, and retirement/replacement for the Government.</li>\n <li>Advise the Government on emerging vulnerabilities and corrective measures regarding emerging technology, and enterprise systems, networks, and databases.</li>\n <li>Meet with stakeholders and serve as an interface for the collection, tracking, and management of operational user requirements for multiple IT capabilities and systems.</li>\n <li>Assist product backlog management by analyzing technical and functional systems, creating Agile user story documentation in JIRA with acceptance criteria, broken down into smaller tasks, that identifies key issues/ problems.</li>\n <li>Collaborate with the software developers and DevOps team on the context of the project, define and document requirements in JIRA as epics, features, and user stories.</li>\n <li>Draft national security business and functional documentation for the FISA system, legal process applications, Sentinel requirements, intelligence collection applications, that includes but is not limited to JIRA user stories, acceptance criteria, use cases, concepts of operation, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and standard operating procedures. </li>\n <li>Support strategic planning efforts for IT programs.</li>\n <li>Prepare reports, briefing materials, talking points, Power BI reports, and other documents, often on short notice, for management regarding IT issues.</li>\n <li>Use expert communication (written, oral, and presentation), conflict resolution, and negotiation skills to provide transparency and project updates that informs key stakeholders, such as program managers, line managers, and executive-level management.</li>\n <li>Analyze and resolve business and management issues, providing recommendations and specialized subject matter expertise.</li>\n <li>Provide expert guidance, technical support, and troubleshooting assistance regarding Technical Bridge applications (FISA, NSLs, NDRRs, etc.) as well as other proprietary applications to clients via phone, email, in-person and by remote access tools.</li>\n <li>Represent the agency at meetings clearly documenting proceedings and follow-up actions.</li>\n <li> </li>\n</ul>\n<p><strong>COMPETENCIES  </strong></p>\n<ul>\n <li>Establish Focus</li>\n <li>Change Management</li>\n <li>Develop Others</li>\n <li>Oral Communication </li>\n <li>Written Communication </li>\n <li>Interpersonal Awareness</li>\n <li>Build Relationships</li>\n <li>Analytical Thinking</li>\n <li>Conceptual Thinking</li>\n <li>Strategic Thinking</li>\n <li>Technical Expertise</li>\n <li>Initiative</li>\n <li>Foster Innovation</li>\n <li>Results Oriented</li>\n <li>Teamwork </li>\n <li>Customer Service </li>\n</ul>\n<h2>Overview</h2>\n<p>WORK ENVIRONMENT </p>\n<p>The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of the job. The salary range displayed is an estimate and will be determined based on several factors, including the individual’s combination of education, knowledge, skills, competencies, and experience, as well as contract parameters and organizational requirements.
