Description

Position Summary: Reporting to the University President, the Director of the Office of Equal Opportunity (OEO) and Title IX will coordinate and prioritize prompt and thorough Title IX and EEO/Title VII and other investigations conducted by an external entity contracted with the university, which includes: receiving reports and serving as the primary administrative liaison to external investigators, facilitating communication, documentation exchange, and scheduling; to support adherence to institutional policies and applicable laws and regulations, without influencing investigative findings or outcomes. In addition, in close collaboration with a wide range of on- and off-campus entities and colleagues, the Director will spearhead efforts to carrying out the University's Title IX-based prevention, education (including Dating Violence, Sexual Assualt, and Stalking (DVSAS) prevention), and awareness responsibilities which include, but are not limited to: supporting progressive and effective awareness in sexual assault prevention and bystander intervention, training programs for students and employees, education for students, faculty and staff, and the community about Title IX trends and issues, and data collection and assessment. In this role, the Director will help strengthen a culture that supports a safe and respectful environment on campus by ensuring the university's response to all forms of discrimination, harassment, and equity issues - including those based on sex, gender, and all other protected classes -  are effective, timely, thorough, and follow all legal and ethical mandates. The OEO collaborates with campus and community partners. Including such partners as law enforcement, counseling centers, victim advocates, victim services, student conduct, student services, as well as other entities and initiatives, to ensure impacted parties are aware of and receive appropriate referrals.  Additionally, the Director helps lead efforts to educate the campus community on available resources and the distinct functions of each service. Provide proactive conflict management by facilitating and/or supervision of mediators who provide informal resolution processes, including structured mediation, restorative practices, facilitated dialogues, and conflict coaching  for matters that do not directly implicate Title IX, EEO/Title VII, or other institutional policy violations. The Director develops, implements, and maintains the University’s Equal Opportunity Employment Affirmative Action (EOE/AA) Plan. This position advises department personnel to ensure compliance with EOE guidelines, fostering a workplace free from discrimination and harassment. Additionally, the Director partners with Human Resources and Talent Acquisition to ensure all recruitment activities align with affirmative action policies, providing ongoing training and guidance. The Director of OEO & Title IX directly supervises and supports the Assistant Director of Title IX-Clery Compliance Coordinator. Specific Job Duties (Essential Functions and Responsibilities) Title IX & Civil Rights Compliance Oversight   Serve as the University’s designated Title IX Coordinator, maintaining primary oversight and responsibility for institutional compliance with Title IX and related civil rights obligations. The Director may delegate specific operational, intake, case management, training, prevention, supportive measures, and/or administrative responsibilities to appropriately trained staff within the Office of Equal Opportunity, while retaining ultimate oversight and accountability for compliance and outcomes. Oversee all compliance areas, including Title IX, Equal Opportunity/Non-Discrimination, ADA/504, Pregnant Workers Fairness Act (PWFA), PUMP Act, and Clery. Oversees the review, coordination and administration of pregnancy and related condition accommodations in accordance with Title IX and applicable institutional policies. Assist in development and review of University-wide policies and procedures that further institutional civil rights. Ensure appropriate collaboration with relevant University members for compliance with the Clery Act; including, but not limited to, the writing policies and statements for the Annual Security Report. Develops, consults, and advises management on the application of equal employment statutes and regulations. Executive Leadership & Presidential Advising Provide the President with unbiased, thoughtful, and informed updates, recommendations, and advice. Perform other duties as assigned by the University President to ensure success of the department. Proactively manage and lead University compliance and education responsibilities for statutory and regulatory compliance. Investigation Coordination and Case Management   Coordinate employee and student Title IX investigations conducted by external agency, , reviewing investigative reports for thoroughness, procedural compliance, and evidentiary sufficiency. Collaborate with Student Affairs, the Deputy Title IX Coordinator, and external investigators, the Director reviews and synthesizes the collected information to ensure the final report supports a sound, independent determination of relevant findings without compromising the neutrality of the external investigator. Determine whether reported information requires interim actions and/or interim remedial measures; and if so, collaborate with University colleagues to implement such actions and measures.  Maintain the highest standards of privacy, confidentiality, and sensitivity throughout the resolution process, ensuring strict compliance with FERPA, Title IX, and institutional privacy mandates. Where appropriate, make recommendations for sanctions in accordance with the Student Code and participate in the adjudication process as required. Where appropriate, make recommendations for final remedial measures that satisfy the University's Title IX obligation to eliminate a hostile environment, prevent its recurrence, and address its effects. Conflict Resolution & Office Supervision Provide mediation and conflict resolution and supervise and coordinate the work of additional trained conflict mediators. Supervise Equal Opportunity Investigator/Specialist and moderators. Campus Education, Advocacy & Community Resources Educate campus community on  available campus and community resources  and the distinct functions of each service. Leverage and support the work of other related on-campus and off-campus entities (e.g., DVSAS specialists, victim advocates, peer education providers and specialists, etc.) in DVSAS prevention, education, and advocacy. Lead University-wide education, awareness and prevention programs and campaigns that pertain to Title IX. Collaborate with both internal and external constituencies to coordinate and provide resources and supports for impacted individuals Data Management, Reporting & Web Maintenance Assist with the preparation and maintenance of statistical, demographic, and subject matter data related to Title IX complaints and trends. Collect, maintain and analyze data for education and training purposes; prepare reports. Maintain the University's Title IX-related webpages to reflect up-to-date information, reports, statistics, and data. Institutional Culture & Professionalism Conduct themselves, undertake their work, engage with others, and manage their office in a way that earns and maintains the trust of the campus community. Engage in on-going professional development and engage in regional and statewide committees/consortiums and national associations. Serve as a representative of the University, displaying respect, civility, professional courtesy, consideration of others and discretion in all interactions with members of the community and the general public. Required Qualifications Bachelor's degree in a related field (e.g., student affairs, human resources, higher education administration, diversity/inclusion, gender studies, law, criminology, social work, counseling, psychology). Or equivalent experience (7+ years of related experience), plus relevant professional certifications, and extensive related professional development, training, and continuing education. One-to-three years' progressive experience working in higher education. Experience working one-on-one and in group settings with students and faculty in crisis situations, or situations that warrant mediation. Prior experience with successful, independent and efficient management of an active caseload. Exemplary detail-oriented written communication skills, organizational skills, strong public speaking and presentation skills. Strong work ethic: highly motivated, self-directed execution of routine tasks and special projects. Excellent interpersonal skills: demonstrated ability to function well in both leader and teammate roles and to interact with colleagues and supervisors in a positive and constructive manner when faced with significant deadlines and workloads. Experience working with members of a diverse community on sensitive issues. Demonstrated ability to write concise, comprehensive, detail-driven reports, including excellent analytical writing skills. Expertise on principles of Title IX/EOE and non-discrimination statutes and regulations, such as Title IX, Title VI, and Title VII. Prior completion of or commitment to complete Title IX/sexual violence prevention and/or response training with a nationally-recognized organization. Commitment to social justice and civil rights including a background working with diverse populations. Certified conflict mediator or a commitment to become certified within one calendar year of hire. Preferred Qualifications Graduate degree in a related field (e.g., law, student affairs, human resources, higher education administration, diversity/inclusion, gender studies, criminology, social work, counseling, psychology) from an accredited institution. Two years' student conduct and/or Title IX investigative experience including navigating claims of sexual harassment, sexual violence, domestic violence and stalking in the higher education setting strongly preferred.
