Description
Title: Senior Manager – Housing Portfolio
Location : Redmond, with frequent travel throughout East King County to Hopelink or partner worksites.
Work schedule : Full Time, 40 hours per week, Hybrid: some in-person and some remote work from home opportunities. Approximately 80% in-person and 20% remote, depending on business need.

The career opportunity:
The Senior Manager – Housing Portfolio is responsible for the comprehensive management of a portfolio of properties, including emergency shelters, transitional housing, and non-time-limited housing. These properties primarily serve families and are funded through a combination of Portfolio Low-Income Housing Tax Credits (LIHTC), Washington State Housing Finance Commission (WSHFC), Housing Trust Fund (HTF), King County HOME, and King County Housing Authority (KCHA) project-based subsidies.
This role requires close collaboration with the Services Team to ensure that residents maintain stable housing and that all regulatory and funding requirements are fully complied with. This position will report to the Director of Housing and Case Management.
What qualities we are looking for:
Minimum 3 years of experience in property management, preferably in affordable or supportive housing. Strong knowledge of LIHTC, WSHFC, HTF, King County HOME, and KCHA project-based subsidy compliance. Experience working with families experiencing homelessness, housing instability, or other barriers. Excellent organizational, communication, and interpersonal skills. Ability to work collaboratively with cross-functional teams and external partners. Proficiency in property management software, such as Yardi and Rent Readi, and Microsoft Office Suite. Ability travel between Hopelink sites within the region: must have a plan for reliable transportation to travel in a timely manner to another Hopelink site during the workday, OR a personal vehicle (mileage reimbursed), and valid driver’s license and proof of personal auto liability insurance. Bilingual or multilingual skills is a plus. Experience with trauma-informed care, understanding of housing-first models is preferred. Certification in property management (e.g., CAM, ARM, CPM, or equivalent) is a plus.
Examples of what you will be doing:
Property Management & Operations
Oversee day-to-day operations of assigned properties, ensuring they are safe, clean, and well-maintained. Coordinate and track maintenance, repairs, and capital improvements with vendors and contractors. Work with Housing and Facilities teams to conduct regular property inspections and ensure timely resolution of maintenance issues. Maintain accurate records of property conditions, work orders, and vendor performance. Supervise Intake Case Manager.
Resident Relations & Services Collaboration
Work closely with the Services Team to support residents in achieving housing stability and addressing barriers to long-term housing success. Respond to resident concerns and complaints with professionalism and empathy. Facilitate move-ins, move-outs, and unit turnovers in coordination with facilities and services staff. Enforce lease agreements and community rules while applying trauma-informed and housing-first principles.
Compliance & Regulatory Oversight
Ensure full compliance with LIHTC, WSHFC, HTF, King County HOME, and KCHA project-based subsidy requirements. Maintain accurate and complete tenant files, income certifications, and documentation for audits and monitoring visits. Prepare and submit required reports to funders and regulatory agencies. Stay informed of changes in housing regulations and ensure ongoing compliance. Conduct tenant recertification annually and interim recertifications as needed. Ensure the recertification process complies with funder requirements.
KCHA Project-Based Subsidy Duties
Coordinate with KCHA staff to ensure timely processing of move-ins, annual and interim recertifications, and subsidy adjustments. Ensure accurate and timely submission of tenant income and household documentation required by KCHA. Monitor subsidy utilization and vacancy reporting in accordance with KCHA guidelines. Respond to KCHA inquiries and participate in compliance reviews and inspections. Maintain up-to-date knowledge of KCHA policies, procedures, and software systems (e.g., tenant or other applicable platforms). Support residents in understanding their subsidy responsibilities and assist with resolving subsidy-related issues.
Financial Management
Assist in developing and managing property-level budgets. Collect rent and manage delinquencies in accordance with program guidelines and agency policies. Review and approve property-related invoices and monitor expenses
