Under the direction of the Manager, Municipal Assets and Geomatics (“Manager”) and using established standards and specifications, the Geographical Information System (“GIS”) Coordinator will assist in the development and maintenance of the Municipality’s Geographical Information System. Working with internal and external stakeholders, responsibilities include the preparation and maintenance of spatial data and associated database records; cartographic data entry and the preparation of physical and online mapping, etc.; assisting with GPS data capture & integration; gathering data from a variety of sources using existing spatial files, plans and databases and assisting as required with other aspects of mapping and data management. Compile, format and distribute GIS data and information as requested. Administrator of the Citywide software application: creating and managing user access, training users, addressing queries, providing technical advice, leading software updates, and recommending process improvements. Provide leadership and training while working in partnership with departments to record and report tangible capital assets. Assist the Manager with the preparation of Council reports, annual budgets and cost estimates for projects. Assist in the maintenance or expansion of internal and third-party databases in the Municipality’s GIS based on new or revised information from a variety of sources, including other departments, municipalities, local agencies, provincial or federal government. Assist in the maintenance or expansion of Municipality-maintained spatial datasets including 9-1-1 or other road networks, civic addressing, parcel fabric, Official Plan, zoning by-law, infrastructure / asset management datasets, and others as required. Assist in inputting and maintaining current metadata records for internally maintained databases. Assist in delivering accurate and reliable analytical results to support decision-making. Assist in maintenance of GIS quality assurance, quality control, and data integrity standards, in accordance with corporate standards, policies, procedures, and specifications. Assist in the development and maintenance of process and procedure documentation. Provide timely GIS support services to Municipal departments, Northumberland County, partner agencies, and members of the public, as required. Adhere to high standards of ethical behavior and demonstrate their understanding that their personal actions impact the public’s perception of the Municipality. Perform other duties as assigned by the Manager or designate. Skills and Abilities Verbal communication skills including courtesy, tact, discretion, explanation and presentation skills. Written communication skills including grammar/spelling skills for proofreading, editing, and writing of reports/correspondence. Technical, analytical and research skills. Must understand multi-disciplinary asset requirements to effectively develop and maintain asset procedures and valuation methodologies in the operation, maintenance and upgrade of municipal infrastructure including but not limited to roads, water, wastewater, bridges, facilities, and parks. Interpersonal skills and customer service orientation. Current technical and software knowledge and skills, including experience with Microsoft Office Suite, M365 and Esri Suite. Good interpersonal skills, ability to work independently and in a group. Valid Ontario driver’s license an asset. Other Valid and satisfactory ‘G’ driver’s license and access to own vehicle. Valid and satisfactory Criminal Record and Judicial Matters Check. Primarily office environment including some travel within the Municipality. Some requirements to work outside in inclement weather. Works in a team environment with supervision on new or unusual tasks.
