Job Title : Heavy Construction Superintendent                                FLSA: Hourly/Non-Exempt Division:   Public Works Department: Heavy Construction                                                     Reports to : Public Works Director Salary Range: $30.00 - $36.00 /Hour Notice: This job description should not be interpreted as all inclusive. It is intended to identify the major responsibilities and requirements of this job. The incumbents may be requested to perform job-related responsibilities and tasks other than those stated in this specification. Any essential function or requirement of this class will be evaluated as necessary should an incumbent/applicant be unable to perform the function or requirement due to a disability as defined by the Americans with Disabilities Act (ADA). General Purpose : Under the general supervision of the Public Works Director and oversees and supervises the development and implementation of in-house heavy civil construction projects including oversight of a crew(s) involved in a variety of projects including grading, mass earthwork, streets, stormwater facilities, and water and sewer line construction.  This position requires the ability to operate a variety of city equipment and trucks utilized in construction, maintenance and repair activities. This is a safety sensitive position and is subject to random drug testing. Safety sensitive positions must comply to federal regulations where marijuana still remains illegal.  Possession of a medical marijuana license does not exempt safety sensitive positions from federal regulations.  Should one of these safety sensitive positions test positive on a drug test and lose the ability to perform within the job description outline, the City of Claremore will implement the zero tolerance policy resulting in immediate termination. Essential Functions: Plans, schedules and implements construction activities designed to improve city infrastructure. Oversees Heavy Construction Department’s work to determine acceptability and conformance to standards. Maintains records of all construction activities including project pictures, work orders and status reports. Trains, supervises, manages and disciplines employees performing construction, maintenance and installation of city infrastructure. Responsible for hiring, retention and discipline of all Heavy Construction Department employees. Responsible for planning and management of the Heavy Construction Department budget. Assists Engineering Department with capital planning for infrastructure projects. Requisitions needed equipment and supplies for the department and maintains a variety of records relating to personnel, equipment and supplies. Provides field direction for layout and construction of various construction components including concrete formwork, concrete finishing, piping systems, grading, excavations and paving. Determines the locations of gas, telephone, power, television, water, and sewer lines from the sources prior to excavations. Insures the proper maintenance of equipment and tools by cleaning and checking tools and equipment after use. Maintains a variety of records relating to inspections, maintenance activity. Performs and oversees all required labor involved in new construction and maintenance projects, including excavating, pavement/concrete cutting, ditch digging, as well as the laying/ backfilling of pipes. Oversees operation of trucks and construction or power equipment, such as dozers, scrapers, track loaders, excavators, mechanized broom, back-hoe, utility truck, tamper, dump truck, plate compactor, jetter/inductor truck, compressors, generators, trenchers, common hand and power tools, jackhammers, saws, and other small equipment used to construct new streets and drainage systems, as well as maintain or repair facilities already in place. Oversees operation and maintenance of a haul truck and low boy trailer moving equipment as well as operating end dump trailer. Coordinates project management tasks with other supervisors within the Public Works organization. Oversees the finishing of freshly poured concrete streets, walkways, and curbs to specified grades and contours using hand tools such as floats, trowels, and screeds. Oversees and assumes responsibility for safety at all department construction sites and city facilities utilized by the department. Coordinates traffic control at work sites. Performs other duties as assigned. Knowledge, Abilities and Skills: Knowledge: Mastery knowledge of equipment, facilities, materials, methods and procedures used in construction and maintenance of streets and storm water facilities; organization, planning and forward thinking to keep projects moving at an accelerated pace; Abilities:  Ability to maintain safe work environment, be cooperative, have a positive attitude, be courteous and considerate team members, manage time effectively, concentrate on work, recognize problems and find solutions. Leadership ability to guide, direct and motivate employees; Ability to operate and maintain various equipment used in street, storm water and earthwork construction such as excavators, backhoes, dump trucks, compactors, dozers, loaders, asphalt equipment and concrete equipment; Ability to organize and supervise the activities of various crews performing effectively, verbally and in writing; Ability to establish and maintain effective working relationships with employees, other departments and the general public. Skill:   Exceptional skill when dealing with people in a positive, customer service-oriented manner. Skill in operation of the listed tools and equipment; Exhibits positive leadership characteristics during the execution of all work; Extensive experience with concrete formwork construction, concrete placing and concrete finishing. Considerable knowledge of equipment operating principles; working knowledge of the hazards and safety precautions common to equipment operation. Working knowledge of new asphalt/concrete street/road construction, as well as working knowledge of existing street and road maintenance.   Working knowledge of the methods, materials and tools used in construction of water distribution, wastewater collection, street and storm drainage systems. Skill in operation of listed tools and equipment. Ability to understand, follow, provide and deliver oral or written instructions; Ability to communicate effectively verbally and in writing; Ability to observe proper safety precautions; Ability to establish effective working relationships with other employees, supervisors and the public; Ability to perform heavy manual tasks under varying weather conditions; Ability to drive and operate a variety of equipment under varying conditions; Ability to work from construction specifications or blueprints; Ability to classify soils and perform as a Department of Labor and Industries competent person on excavation sites. Minimum Qualifications: Graduation from high school or GED equivalent. Ten (10) years of progressive experience involving the use of medium and heavy equipment in the course of heavy civil construction or a closely related field. Five (5) years of management or supervisory experience. Ability to perform moderately complex construction mathematics including quantity takeoffs, grade calculations, quantity estimations and personnel time estimating. Experience with human relations including conflict resolution, discipline, hiring and employee motivation/retention. Experience with municipal government operations including budget management, policies and procedures and general operations of other departments. Valid Oklahoma State Driver License Class “A” CDL with air brakes endorsement.  Tools and Equipment: Motorized vehicles and equipment, including dozers, scrapers, trackloader, excavator, back-hoe, dump truck, pickup truck, utility truck, street sweeper, jetter/inductor truck, street roller, manlift, tamper, plate compactor, saws, pumps, aerial propane kettle, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, ditch witch.
