The Senior Manager, Government Affairs will join the company’s Government Affairs team with a primary near-term focus on the ERCOT and SPP regions. This vital role will focus on state policy and regulatory matters in these states, informing and guiding Apex’s continued development, ownership, and operation of utility-scale renewable energy projects in the region. As the company’s eyes and ears in these key states, the Senior Manager will guide internal subject matter teams, help shape strategic decisions in the region, and serve as our lead advocate in front of policymakers and regulators. Working in partnership with allied trade associations and other partners, the ideal candidate combines a passion for clean energy deployment with technical fluency and political acumen that will advance the company’s longstanding policy and regulatory engagement within these regions. Primary Responsibilities Legislative Engagement Monitor, analyze, and develop company positions on legislation affecting the electricity sector in the ERCOT and SPP regions, with a primary near-term focus on Texas and Oklahoma. Work collaboratively with trade associations, industry colleagues, and other allied stakeholders to advance shared priorities. Manage contract lobbyists engaged at the state level, providing direction and materials. Educate policymakers about the company’s portfolio of wind, solar, and storage projects and about industry positions on key issues prospectively or presently before the legislature. Provide real-time updates and forecasts on legislative threats and opportunities to senior leadership, development teams, and asset management. Support federal government affairs efforts through engagement with members of Congress. Regulatory Engagement Monitor and analyze regulatory activity at the Electric Reliability Organization of Texas (ERCOT), the Public Utilities Commission of Texas (PUCT), and other regulatory bodies in SPP states, that impact our fleet of operating projects and our development pipeline. Partner with internal subject matter experts, including those in Apex’s Transmission, New Markets, and Business Development teams to support project commercialization and execution. Develop and maintain high-level relationships with ERCOT and PUCT staff. Ensure coverage of relevant ERCOT working group and stakeholder committees and identify advocacy opportunities. Manage outside counsel and regulatory consultants. Team Engagement Participate in the Government Affairs team’s collective efforts to engage with regional and national political and regulatory associations. Other duties as assigned Success Profile To succeed as a Senior Manager, Government Affairs at Apex Clean Energy, you’ll need to excel within the following criteria: Bachelor’s degree in public policy, political science, energy policy, environmental studies, or engineering, or another relevant area of study. 5+ years of progressively responsible experience in government affairs, regulatory affairs, or energy policy; minimum of 3 years of direct Texas legislature and/or ERCOT experience. Strong preference for a candidate with experience in the renewable energy sector and/or electric utility industry. Demonstrated fluency in ERCOT market design issues. Established relationships with policymakers and regulatory staff. Exceptional written and verbal communication skills; ability to write persuasive, technical comments and/or testimony. Demonstrated ability to manage complex legislative and regulatory proceedings, work collaboratively with stakeholders, build coalitions, and develop engagement strategies. Familiarity with the renewable energy project development process, economics, and timelines. Experience with political donations and Political Action Committee management is also a plus.
