Reporting to the Vice Provost, the Manager of Student Employment serves as a member of the leadership team of the Pathways Center. The mission of the Pathways Center is to provide resources and experiences to Emory students and alumni to help them reach their full potential. The vision is to serve as a national model for higher education in seamlessly preparing students for and connecting them to local, national, and global internships; graduate and professional school; post-graduate fellowships; full-time employment. The Center also serves as a single hub for recruiting Emory talent, attracting top employers in every industry locally, nationally, and globally.
The Manager of Student Employment provides strategic leadership, operational oversight, and compliance management for a centralized student employment program serving undergraduate students on the Atlanta campus. This role is responsible for building and managing a comprehensive student employment ecosystem that advances experiential learning, supports career readiness, ensures regulatory compliance, and promotes equitable access to employment opportunities.
The Manager leads the integration of Federal Work-Study (FWS) and non-FWS employment into a unified institutional model, aligning systems, policies, and stakeholder engagement across the university.
KEY RESPONSIBILITIES:
Strategic Leadership & Program Development
Designs and implements a university-wide student employment strategy aligned with institutional priorities in experiential learning and career readiness.
Centralizes undergraduate student employment (FWS and non-FWS) under a unified operating model.
Partners with the Pathways Center to integrate student employment into the student lifecycle beginning pre-matriculation.
Develops a multi-year roadmap including pilot, campus rollout, and optimization phases.
Operations & Program Management
Oversees end-to-end student employment lifecycle: job creation, posting, hiring, onboarding, timekeeping, and payroll in collaboration with Human Resources.
Standardizes job classifications, pay bands, and skills-based tiers.
Ensures efficient hiring workflows and reduce onboarding friction for students and departments.
Supervises Student Employment Systems Specialist and student staff.
Manages hybrid service delivery (in-person and digital) within the Pathways Center. C
Compliance & Regulatory Oversight
Ensures compliance with: Federal Work-Study regulations (U.S. Department of Education);Wage and labor laws (FLSA); IRS requirements (tax withholding, FICA exemptions); and Employment eligibility (I-9), FERPA, and workers' compensation.
Establishes audit-ready processes for timekeeping, earnings tracking, and documentation.
Develops and maintains a comprehensive Student Employment Policy Manual.
Financial & Resource Management
Oversees financial model including FWS funds, institutional subsidies, and departmental contributions in collaboration with the Office of Financial Aid and Finance, Planning and Administration
Monitors payroll, cost centers, and budget allocations.
Develops 3-5 year financial projections and sustainability plans.
Ensures effective utilization of FWS funding and institutional resources.
Technology & Systems Integration
Leads implementation and optimization of student employment technology ecosystem, including: Job platforms (e.g., Handshake); Applicant tracking systems; Student information systems (e.g., PeopleSoft/OPUS); and Timekeeping and payroll systems.
Ensures systems support real-time earnings tracking, compliance monitoring, and reporting.
Partners with IT and HR to maintain data integrity and integration across platforms.
Equity & Student Experience
Develops strategies to ensure equitable access to student employment opportunities.
Monitors and addresses disparities in hiring, pay, and participation.
Promotes inclusive hiring practices and supervisor training.
Integrates career readiness competencies and learning outcomes into student roles.
Enhances student retention and engagement through meaningful employment experiences.
Stakeholder Engagement & Governance
Serves as primary liaison to key stakeholders including Human Resources, Financial Aid, Payroll, academic departments, Campus Life, General Counsel, IT and ISSS.
Establishes and leads a cross-functional governance or implementation committee.
Builds partnerships with community employers for off-campus opportunities.
Represents the university in FWS audits and external engagements.
Assessment, Reporting & Continuous Improvement
Defines and tracks key performance indicators: including student employment participation rates, FWS utilization, time-to-hire/onboarding, student retention correlations, compliance incidents, and supervisor and student satisfaction.
Delivers quarterly reports to leadership and annual briefings to the Provost.
Leads continuous improvement initiatives based on data and stakeholder feedback.
Performs related responsibilities as required.

MINIMUM QUALIFICATIONS:
Bachelor's degree and six years of progressive leadership experience in higher education administration, student employment, HR, or workforce development or an equivalent combination of education, training and experience.
Master's preferred in higher education, public administration, HR, or related field.
Demonstrated experience managing complex programs involving compliance, finance, and operations.
Knowledge of Federal Work-Study and student employment regulations.
Experience working across multiple stakeholders in a decentralized organizations.
PREFERRED QUALIFICATIONS:
Experience building or centralizing student employment programs; familiarity with higher education systems (e.g., Handshake, PeopleSoft, Kronos); background in career services, experiential learning, or student success initiatives; and strong data analytics and reporting skills.
NOTE: Position tasks are generally required to be performed in-person at an Emory University location. Remote work from home day options may be granted at department discretion. Emory reserves the right to change remote work status with notice to employee.

Remote work from home day options may be granted at department discretion.
