primarily responsible for the development of legal strategy.  May provide day-to-day legal advices to elected officials; may advise legislative committees and/or individual legislators to provide written or oral advice and assistance as requested which may include bill drafting advice or appearances before the legislative committees as deemed appropriate by the agency head.  Provides guidance and mentoring to Level 1 and Level 2 attorneys.  Conducts in-house training for attorneys.  Provides input to Managing Attorney on Level 1 and 2 attorneys’ development and performance.</span></p>\r\n<p><span style=\"font-weight: bold;\"><span style=\"font-size: 18px;\">EVALUATION </span></span><span style=\"font-weight: bold;\"><span style=\"font-size: 18px;\">METHOD</span></span></p>\r\n<p><span style=\"font-size: 15px;\">Applicants will be rated on a scale between 70.00 and 100.00 percent on the basis of their training, education and experience in relation to the requirements of the position.</span></p>\r\n<p><span style=\"font-weight: bold;\"><span style=\"font-size: 18px;\">DOCUMENTATION </span></span><span style=\"font-weight: bold;\"><span style=\"font-size: 18px;\">REQUIREMENTS</span></span></p>\r\n<p><span style=\"font-size: 15px;\">Applicants <span style=\"font-weight: bold;\">must submit official or verified copies of transcripts or diplomas</span> which show completion of their law degree from a law school accredited by the American Bar Association; <span style=\"font-weight: bold;\">copy of their current license to practice law</span> in a state or territory of the United States; and <span style=\"font-weight: bold;\">Certificate of Good Standing</span>.</span></p>\r\n<p><span style=\"font-weight: bold;\"><span style=\"font-size: 18px;\">PROHIBITION PURSUANT TO PUBLIC LAW 28-98</span></span></p>\r\n<p><span style=\"font-size: 15px;\">No person convicted of a sex offense under the provision of Chapter 25 of Title 9 Guam Code Annotated (GCA), or an offense as defined in Article 2 of Chapter 28 of Title 9 GCA in Guam, or an offense in any jurisdiction which includes at a minimum, all the elements of said offenses, or who is listed on the Sex Offender Registry shall work in any agency or instrumentality of the government of Guam.</span></p>\r\n<p><span style=\"font-weight: bold;\"><span style=\"font-size: 18px;\">DRUG </span></span><span style=\"font-weight: bold;\"><span style=\"font-size: 18px;\">SCREENING</span></span></p>\r\n<p><span style=\"font-size: 15px;\">Applicants selected for and offered employment with the government of Guam shall undergo and pass a mandatory drug test before employed.  This also applies to employees selected for Test Designated Positions (TDP).  Failure to submit or pass such drug test shall be grounds for rescinding the offer of appointment.</span></p>",
