Work Hours: Monday – Friday, 8-hour days, 40 hours/week ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Collects, analyzes and reports data that supports alternative solutions to budget and management problems. Oversees the preparation of budgetary and management reports. Oversees the coordination of budgeting procedures, preparation, and reporting. Mentors others in budgeting procedures, preparation, and reporting. Advises the Budget Director and Budget Manager concerning budget funding procedures and methods. Provides strategic direction and oversight on the most complex budget analysis work. Analyzes expenditure patterns and makes recommendations on the use of funds. Ensures accuracy and timeliness of submission of legislative appropriations requests, operating budget and performance measures. Prepares legislative appropriations requests and budget instructions. Oversees the development and evaluation of performance measures; maintains and reports the quarterly and annual performance measures and definitions. Coordinates the preparation of budgets to provide management with expenditure data, trends, and recommendations; prepares, inputs, and updates agency budget data. Coordinates, prepares and submits the State Operating Budget. Prepares fiscal notes and analyses of legislation. Assists with preparing the agency%27s Strategic Plan. Establishes work methods and priorities and determines methodologies and techniques for performing budget evaluations. Monitors, tracks and reports budgetary expenditures Informs management of budget deviations, problems, and events likely to affect operations; explains causes; and measures effect on the agency’s mission and resources. Prepares and may conduct budget briefs to provide management with expenditure data. May prepare requests for state and federal funds. May attend or monitor legislative hearings. May assign and/or supervise the work of others. Attends work regularly and observe approved work hours in accordance with agency state employee policies and procedures handbook. May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends. May occasionally work evenings, weekends or holidays. EXPERIENCE: Six (6) years of full-time experience in accounting, auditing or budget preparation and analysis work is required. Experience using Centralized Accounting and Payroll/Personnel System (CAPPS) Financial is required. Experience in using Microsoft applications to include Microsoft Word and Excel is required. PREFERRED EXPERIENCE: Experience with Financial Management (FM) Query is preferred. Experience using the Automated Budget Evaluation System of Texas (ABEST) is preferred. Experience using CAPPS HR/Payroll Modules is preferred. Experience in preparing performance measurement reports is preferred. SUBSTITUTION: Additional years of full-time work experience in accounting, auditing, budget preparation and analysis and/or measurement report work may substitute for required education on a year-per-year basis up to four (4) years. REGISTRATION, CERTIFICATION OR LICENSURE: Valid driver’s license is required. *The ability to obtain a Texas Driver’s License will be required within first 30 days of employment. A satisfactory driving record is required for driving state or federal vehicles to conduct agency business. OTHER REQUIREMENTS: Background Investigation. Selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting.
