Role Summary The Project HSE Specialist is responsible for managing all health, safety, and environmental (HSE) functions at the project field level. This role ensures that all work is performed safely, in compliance with OSHA regulations, company standards, and client requirements, across electrical construction and industrial project sites. The Project HSE Specialist serves as a safety resource on assigned projects, working closely with the Project HSE Lead, Construction Manager, field supervisors, craft labor, and subcontractors to promote a culture of safety and disciplined execution. This role is accountable for hazard identification, training, incident management, and regulatory compliance at the site level. The Project HSE Specialist supports field safety performance and HSE program execution. Core Accountability The Project HSE Specialist is directly accountable for: Safe execution of all field construction activities in compliance with OSHA and company standards. Hazard identification, elimination, and control across all active work areas. Conducting HSE inspections, audits, and corrective action follow-through. Incident investigation, reporting, and root cause analysis. Delivering site safety training and daily Toolbox Safety meetings. Regulatory compliance with OSHA, EPA, TCEQ, DOT, and applicable federal, state, and local requirements. Execution Responsibilities Conduct daily HSEQ inspections, document findings, and implement corrective actions. Identify, eliminate, and control hazardous conditions that may lead to injury or property damage. Perform job site analyses, determine employee exposure levels, and establish safe work procedures. Deliver HSE training sessions including equipment safety, operator qualifications, and other assigned training programs. Facilitate daily Toolbox Safety meetings for employees and supervisors. Conduct thorough accident and incident investigations, including near misses, and develop recommendations for prevention and mitigation. Participate in all Root Cause or similar investigations for assigned incidents. Participate in the return-to-work program and coordinate daily injury management activities. Support the Company Substance Abuse Program, including coordination of drug and alcohol testing. Maintain all site-required HSE documentation including accident reports, safety audits, inspection reports, training logs, and QAQC documentation. Ensure compliance with and assist in maintaining verification site requirements (ISNetworld, Veriforce, etc.). Cooperate with clients and subcontractors on work progress and monitor their HSE-related functions. Ensure compliance with Temporary Traffic Control Plans and Procedures; assist in development as needed. Support new hire onboarding, including employee orientation, drug and background screening, and paperwork completion. Ensure company-owned vehicles are in compliance with all applicable federal, state, and local laws and regulations (licensing, inspections, registrations, insurance, etc.). Leadership & Standards Provide visible safety leadership and set the standard for professionalism and accountability on the jobsite. Promote a culture of safety, ownership, and continuous improvement across all field personnel. Foster collaboration between field teams, project management, and support functions. Maintain disciplined execution of HSE practices aligned with CEC’s STRIVE© values. Experience & Qualifications Candidates must meet one of the following qualification paths: Track A – Degree Path Associate’s or bachelor’s degree in Environmental Safety, Occupational Safety and Health, or related field. 1+ years of construction safety experience, preferably in electrical construction. Track B – Experience Path 3+ years of progressive construction safety experience in electrical or industrial construction environments. Required Experience & Qualifications (Regardless of Track) OSHA 30/10 or OSHA 510/511 NCCER safety qualifications Extensive knowledge of OSHA Regulations (29 CFR 1910 & 1926). Experience with OSHA 300/300A/301 recordkeeping logs. Knowledge of DOT/Non-DOT drug and alcohol testing requirements. First Aid and CPR Certification. Proficiency in Microsoft Office (Word, Excel, Outlook) and ERP systems. Excellent verbal and written communication skills. Strong time management and organizational skills with the ability to meet deadlines. Valid Class C driver’s license and a satisfactory driving record. Measures of Success Timely completion and accuracy of all HSE documentation and regulatory reporting. Effective training delivery and demonstrated improvement in workforce safety awareness. Successful incident investigations with actionable corrective measures implemented. Positive feedback from project management, field supervisors, clients, and subcontractors. Compliance with all verification site requirements (ISNetworld, Veriforce, etc.). Working Conditions Primarily field-based with exposure to active construction environments. Ability to climb ladders, scaffolding, and equipment; walk uneven and unlevel ground. Ability to lift and carry up to 30 pounds and apply pushing or pulling force exceeding 30 pounds. Ability to work extended hours, weekends, and holidays as required by project demands. Willingness to travel and stay overnight as project assignments require.
