Job Description
The Railroad Commission of Texas is seeking a License and Permit Specialist to perform routine, complex licensing and permitting work for the Environmental Permitting and Support Unit within the Oil and Gas Division. Work involves receiving and reviewing technical reports, communicating with external and internal customers, and ensuring compliance with applicable policies, administrative codes, and statutes. Work is performed under the general supervision with limited latitude for the use of initiative and independent judgment.
Successful applicants must be highly organized and be familiar with Windows-based applications and/or terminal-based systems and databases. Excellent verbal, written, and telecommunication skills are necessary to effectively work with internal and external customers of various backgrounds and skill sets.
Essential Job Duties
• Receives, scans, and files compliance reports for completeness and accuracy.
• Reviews incoming applications and reports for completeness, accuracy, and deficiencies
• Receives, reviews, processes, and distributes incoming inspection reports from RRC districts.
• Process Open Records Requests (ORR).
• Process incoming and outgoing mail.
• Answers phone calls for Environmental Permitting & Support Unit and transfers calls appropriately.
• Inputs required technical data into appropriate computer applications, databases, and systems.
• Research and review documents for accuracy, completeness, and compliance.
• Prepare requests for supplemental data, correspondence, and memos for consideration of deficiencies.
• Resolve issues or discrepancies through written or verbal communication with operators and/or their representatives.
• Provide guidance and assist operators and /or report filers with R-2 inquiries by phone, e-mail, and in person.
• Meet and maintain measured work standards, with a high degree of accuracy and attention to detail.
• Research and interpret hardcopy records, microfilms, and databases.
• Skilled in prioritizing workloads to meet deadlines.
• Performs additional related essential tasks to maintain production workflow.

Minimum Qualifications

• 24 months of professional administrative support work.
• Must be able to work in downtown Austin, TX, Monday through Friday, 8:00 AM – 5:00 PM.
Preferred Qualifications
• General knowledge of Oil and Gas Division functions, rules, and regulations.
• Experience with call centers, problem solving, regulatory permitting inquiries, and or other related customer support services.
Knowledge, Skills, and Abilities
• Knowledge of office practices and administrative procedures.
• Knowledge of basic/high-school level mathematics.
• Skill in the use of standard office equipment and software.
• Skill in communicating effectively, both orally and in writing.
• Demonstrated ability to retrieve and analyze information from hard copy files, microfilm, and computer database(s).
• Ability to accurately file, sort, organize, and distribute documents and retrieve files.
• Ability to operate copy machine, fax, scanner, and other general office equipment.
• Ability to work under pressure and meet deadlines.
• Ability to lift, carry, and move up to 30 pounds.
• Ability to stoop, reach low and high, push and pull heavy file drawers and/or cart.
• Ability to stand or sit for long periods of time while performing administrative or technical duties.
• Ability to work independently and on a team.
• Ability to work well under pressure and be flexible.
• Ability to maintain professional appearance and demeanor.
• Ability to maintain punctuality and regular attendance.
• Ability to work in downtown Austin, TX, Monday through Friday, 8:00 AM – 5:00 PM.
Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday.
