Job Summary Location: Naval Medical Center Portsmouth Labor Category: RN Labor & Delivery (Coverage) Place of Performance: The work to be performed under this contract will be at Naval Medical Center Portsmouth. Recognized Holidays: Contract HCWs will be required to work on federally recognized holidays.  New Year’s Day  Martin Luther King’s Birthday  President’s Day  Memorial Day  Juneteenth National Independence Day  Independence Day  Labor Day  Columbus Day  Veteran’s Day  Thanksgiving Day  Christmas Day Scheduling: Varied shifts Sunday through Saturday Work Schedule/Duty Hours: In no instance will the HCW be required to provide services in excess of eighty (80) hours per two-week period, inclusive of the weekend and holiday services. Typical shifts are 0645-1915, 1845-0715, 0645-1515, 1845-0315, 1045-1915, 2245-0715. Schedules for required shifts shall be provided to the Contractor twelve (12) weeks in advance. Schedules for all personnel shall be submitted to the Matrix Program Manager (PM) eight (8) weeks in advance. Schedules are due on the first weekday (Monday through Friday) of the eight (8) weeks prior to services being needed. Any changes to the schedule shall be submitted to the PM, seventy-two (72) hours in advance of the required change. The PM and the department head shall be notified of schedule swaps within one week of shift. However, within one week of the shift additional HCWs cannot be added to shifts already covered by at least one HCW. The Government recognizes the unforeseen need for scheduling changes for events such as illness or injury. The required seventy-two (72) hour advance notification for schedule changes may be waived by the Government for such occasions on a case-by-case basis. Shift coverage is required during schedule changes to prevent gap in services. Medical Supplemental (Type I) Substitute Contract Worker : The place of performance will not require a substitute contract worker unless the permanent contract worker is absent for more than 3 calendar days. Closures: During unplanned (unknown) closures due to no fault of the Contractor (e.g., natural disaster, military emergency, severe weather, pandemic, or Government decision to close the facility outside of a planned closure), the contract worker will be compensated for the unplanned closure (personal services only) Mission Essential: The following labor categories are designated as mission essential: RN Labor and Delivery. Legal Authorization to Work in the United States: The contract worker performing under this contract must be a US Citizen. Primary Responsibilities General Contracted Personnel Duties Contracted personnel shall perform a full range of duties consistent with their labor category, education, training, experience, clinical privileges (as applicable), and assigned position. General duties that apply to all personnel or across certain labor categories are given below. Maintaina level of productivity comparable with that of other individuals performing similar services. Participatein peer review and performance improvement activities. Practice aseptictechniquesas necessary. Comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection. Function withan awarenessand application of safety procedures. Perform efficiently in emergency patient situations following established protocols,remainingcalm, informing appropriate persons, and documenting events. Anticipate potential problems/emergencies and make appropriate interventions. Notify supervisor, director, or other designated person regarding problems that the contracted personnel is unable to manage. Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner. Participatein the implementation of the Family Advocacy Program as directed. Participation shall include, but not be limited to, appropriate medical examination, documentation, and reporting. Exercise awareness and sensitivity to patient/significant others' rights, asidentifiedwithin the MTF. Maintainan awareness of responsibility and accountability for own professional practice. Participatein continuing education to meet own professional growth. Attend and/or comply with all annual training classes required by the MTF, to include but not limited to online annual training provided by the MTF: disaster training, infection control, Sexual Harassment, Blood-borne Pathogens, Fire and Safety, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE), MHSGENESISand all other required training. Activelyparticipatein the MTF’s Performance Improvement Program. Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist. Participatein the provision of in-service training to clinic staff members. Provide training and/or clinical direction as applicable to supporting government employees (e.g., hospital corpsmen, students, etc.). Attend andparticipatein various meetings as directed. Performtimely,accurate, and concise documentation of patient care. Operateand manipulate automated systems such as ADS, MHS GENESIS and Clinical Information System (CIS), participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the MTF Director. Maintain DOD email account as directed. The contracted personnel shall be responsive to all email and voicemail communications. Exerciseappropriate clinicaldelegation of tasks and duties in the clinical direction and coordination of health care team members, patient care, and clinic activities. Maintaindocumentation of all treatment provided in accordance with clinic directives and prepare such records and reports as may be required. All records and reports must be legible. Abbreviations must be only those listed in local instructions. Minimum Qualifications Minimum Qualifications: Degree: Associates Degree of Nursing Education: Graduate from a college or university accredited by Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE). Experience: Possess a minimum of one (1) year of experience as an RN working in an inpatient intrapartum (Labor and Delivery) setting within the last two (2) years. Certifications in addition to Basic Life Support (BLS): Possess and maintain certification Advanced Cardiac Life Support (ACLS), n Intermediate Fetal Heart Monitoring certification from the Association of Women’s Health, Obstetric and Neonatal Nurses (AWHONN). Possess and maintain certification of Neonatal Resuscitation Program (NRP). Advanced Life Support in Obstetrics (ALSO) or Emergencies in Clinical Obstetrics (ECO). New employees to be required to take the ALSO within 180 days of starting. This can be completed at Portsmouth Naval Medical Center. Current employees must complete the ALSO within 180 days of modification and it can be completed at Portsmouth Naval Medical Center. Possess and maintain STABLE (Sugar, Temperature, Airway, Blood Pressure, Lab Work and Emotional Support Program) certification. Licensure: Current, full, active, and unrestricted license to practice as a Registered Nurse as required in the Task Order. Additional Requirements: Clinical simulations and drills are facilitated by the unit nurse educator in collaboration with the simulation center to “provide high-quality, customer-center healthcare simulation and tissue-based training to advance readiness and value through enhanced medical education and patient safety.” Employees are encouraged to participate. Abbreviations must be only those listed in local instructions. </li>\n<p> </p>\n<h2>Minimum Qualifications</h2>\n<p><strong>Minimum Qualifications: </strong> </p>\n<p> </p>\n<ul>\n <li>Degree:  Associates Degree of Nursing   </li>\n</ul>\n<ul>\n <li>Education:  Graduate from a college or university accredited by Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE). </li>\n</ul>\n<ul>\n <li>Experience:  Possess a minimum of one (1) year of experience as an RN working in an inpatient intrapartum (Labor and Delivery) setting within the last two (2) years. </li>\n</ul>\n<ul>\n <li>Certifications in addition to Basic Life Support (BLS):  Possess and maintain certification Advanced Cardiac Life Support (ACLS), n Intermediate Fetal Heart Monitoring certification from the Association of Women’s Health, Obstetric and Neonatal Nurses (AWHONN). Possess and maintain certification of Neonatal Resuscitation Program (NRP). Advanced Life Support in Obstetrics (ALSO) or Emergencies in Clinical Obstetrics (ECO). New employees to be required to take the ALSO within 180 days of starting. This can be completed at Portsmouth Naval Medical Center. Current employees must complete the ALSO within 180 days of modification and it can be completed at Portsmouth Naval Medical Center.
