The Strategy Implementation Lead provides strategic leadership and implementation support for the Innovating Integrated Supports for Alberta’s Family Caregivers Strategy and Action Plan, a government-funded initiative led by Dr. Jasneet Parmar at the University of Alberta. This role operates at a systems level, driving alignment and integration across acute care, primary care, post-secondary institutions, and community sectors to advance a coordinated, caregiver-centred vision for Alberta.
The incumbent is accountable for driving cross-sector implementation by cultivating high-impact partnerships with key stakeholders, influencing practice, and ensuring alignment with provincial health system priorities. The role is accountable for translating strategic objectives into actionable plans, overseeing implementation progress, and ensuring delivery of measurable outcomes across complex, multi-partner environments.
The Strategy Implementation Lead champions innovation and continuous improvement by integrating education, workforce development, policy, research, and evaluation initiatives into a cohesive approach that strengthens supports for family caregivers. This role requires sophisticated system navigation, executive-level engagement, and the ability to lead through influence to achieve sustainable, province-wide impact.
Responsibilities
Strategy Implementation and System Leadership:
Provides enterprise and system-level leadership for the end-to-end implementation of a province-wide caregiver-centred care strategy, ensuring alignment with organizational priorities, health system transformation goals, and government direction. Translates strategic vision into integrated, executable roadmaps, establishing clear milestones, deliverables, performance metrics, and evaluation frameworks while mobilizing cross-sector partners across acute care, primary care, community organizations, and post-secondary institutions. Leads the design and oversight of high-impact initiatives that advance caregiver engagement, experience, and outcomes across the full continuum of care, ensuring scalability and sustainability. Accountable for achieving measurable system-level outcomes, ensuring successful delivery of strategic objectives and demonstrating impact across the provincial caregiver support system. Enables cross-sector integration by aligning policies, practices, and service delivery models to ensure consistency and continuity of caregiver-centred approaches across diverse care settings. Stakeholder Engagement and Strategic Advisory:
Cultivates and stewards strategic relationships with executive leaders, clinical and operational partners, academic institutions, caregivers, and community stakeholders to drive system adoption, alignment, and collective ownership of outcomes. Serves as a trusted advisor to senior leadership, providing strategic insight on caregiver-centred care priorities, emerging risks and system opportunities, and informing evidence-based decision-making at the executive level. Influences decision-making and drives alignment across organizations and sectors without formal authority, using subject matter expertise, strategic relationships, and effective communication Change Management and Implementation:
Directs comprehensive change management strategies, including executive communications, stakeholder alignment, capacity-building, and organizational readiness, to enable large-scale transformation. Leads implementation in complex and evolving environments Performance, Evaluation, Risk and Continuous Improvement:
Establishes robust performance monitoring and evaluation mechanisms, leveraging data and analytics to assess impact, inform continuous improvement, and demonstrate value at a system level. Accountable for identifying, assessing and managing strategic, operational and clinical risks, ensuring proactive mitigation and alignment with governance, policy and accountability frameworks. Anticipates, assesses, and mitigates strategic, operational, and clinical risks, ensuring proactive issue resolution within complex, multi-stakeholder environments. Champions a culture of innovation, equity, and person- and family-centred care, embedding these principles into system design, policy, and practice.
Qualifications
A bachelor’s degree in a related field is required. Master’s degree preferred. In-depth familiarity of Alberta’s Family Caregivers Strategy and Action Plan and caregiver-centred care practices. Minimum 5 years of experience in project leadership/coordination and strategic planning roles. Advanced knowledge of healthcare systems including acute care, primary care, home care, and continuing/secondary care environments, and how they intersect. Deep understanding of caregiver-centred care principles, patient- and family caregiver centred care models, and equity-informed approaches. Strong knowledge of strategy implementation methodologies including project management, change management (e.g., PROSCI or equivalent), and quality improvement frameworks (e.g., Lean, Six Sigma). Expertise in stakeholder engagement, facilitation, and partnership development across complex, multi-disciplinary environments. Knowledge of healthcare policy, governance structures, and regulatory considerations relevant to caregiver engagement and service delivery. Proficiency in data analysis, performance measurement, and evaluation methodologies to assess impact and inform decision-making. Understanding of system transformation, innovation practices, and scaling initiatives across large organizations. Strong communication and influencing skills, including the ability to synthesize complex information for diverse audiences. Cultural competency and awareness of diverse populations, including Indigenous health perspectives and equity-deserving groups. Knowledge of digital health tools, information systems, and data infrastructure that support integrated care delivery.
