Description DISTINGUISHING FEATURES The Extended Day Program of the Arlington Public Schools is a fee-based program of childcare services. The program provides a safe, caring, nurturing and secure environment with recreation and leisure activities, before and after-school in the elementary schools for the school year, summer school program, and after-school in the middle schools during the school year. The Director supervises a large staff, including central office staff, on-site supervisors, assistant supervisors, and support staff, and works collaboratively with them, allowing input in the decision making of the program operations. The Director is responsible for establishing the overall program goals, creating an environment that allows individual sites to cater to the needs of their own populations within the overall program goals. Emphasis is given to systematic planning for program improvement, including effective staff development and effective relationships with parents and students. SUPERVISION Work is performed under general supervision of the Chief Diversity, Equity & Inclusion. Supervision is exercised over a large staff, including central office coordinator, specialist, on-site supervisors, and paraprofessional assistant supervisors, and support staff. Knowledge of organizational administrative directives, applicable federal and state laws, regulations, mandates, and judicial decisions related to child care/day-care facilities, and the ability to interpret and follow supervisory instructions. CONTACTS Other APS central staff, principals, teachers, counseling staff and students, parents, community groups; state and local officials; colleagues in other districts. ILLUSTRATIVE EXAMPLES OF WORK Directs and plans the extended day program of activities in compliance with federal, state, county and Arlington Public Schools Policies and Procedures. Develops and manages the budgets of current and new programs. Establishes and manages registration procedures in compliance with Arlington Public Schools Policies and Procedures and federal, state and county policies. Establishes and manages billing and fee collection procedures in compliance with Arlington Schools financial management policies. Directs the hiring, training, supervision and evaluation of all Extended Day personnel including central office staff, site based supervisors, assistant supervisors, aides and substitutes. Serves as budget manager for the Extended Day Program accounts. Establishes, maintains and reviews program costs to insure delivery of a quality program of activities. Establishes, maintains and reviews communication with parents and the community about the operation of the program. Collaborates with building administrators to assure the operation of a quality program in each school. Collaborates with accounting, purchasing, personnel, maintenance, food services, information services and other departments as required. Performs related duties as required or assigned. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Proven managerial experience that reflects the ability to manage and coordinate the planning and implementation of a high quality, multi-site programs to include program activities, and training and monitoring of site-based staff. Understanding of hiring practices and staff development. Thorough knowledge of budgeting and managing the resources of multiple program locations. Understanding of technology systems to foster fiscal efficiency and effective customer service. Ability to advocate for the needs of children, families and staff within complex systems and in the community. Thorough knowledge of educational issues and programs. Thorough knowledge of child growth and development. Good knowledge of legal issues involving personnel and children. Ability to deal with problems in a courteous, tactful manner. Ability to understand and to carry out complex oral and written instructions and program goals. Ability to maintain records and prepare accurate reports. Ability to work under pressure and meet the demands of deadlines. Ability to maintain effective working relationships and communicate effectively with students, staff, parents and administrators. Ability to engage families, staff and key stakeholders in the continuous improvement of the program. Experience working with principals to foster site-based programs that reflects the school philosophies and policies and respects the space and other unique needs of the Extended Day program. Excellent human relations skills. MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS Bachelor's Degree with major work in elementary or early childhood education, and considerable experience in teaching, administration and supervision, some of which shall have been in an extended-day or day-care program; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability. Experience in business management practices to include budgeting. Experience in supervising and mentoring employees. LICENSE/CERTIFICATION None required. PHYSICAL ATTRIBUTES Sufficient dexterity to demonstrate activities and monitor activities at floor level for young children. Work requires standing, walking, and lifting. HAZARDS/UNUSUAL DEMANDS Exposure to normal, everyday risks. SALARY Salary range based on the 26/27 pay plan.
