Description ENVIRONMENTAL PROTECTION COMMISSION Attorney (#ATTEPCATTA) EPC-ATT-A $75,000.00 - $110,000.00 This unclassified position provides in-house legal representation in all matters affecting the EPC. The attorney will work closely with the Executive Director and EPC staff supporting the Agency’s mission to protect the environment and natural resources of Hillsborough County. MINIMUM QUALIFICATIONS Must be a member of the Florida Bar, in good standing, and must have a minimum of one year prior experience with environmental law and/or administrative law. JOB SPECIFIC COMPETENCIES • Knowledge of local, State, and Federal environmental regulations. • Ability to explain legal concepts clearly to staff, citizens, judges, and opposing counsel. • Ability to compose clear, concise, and persuasive legal documents, including court filings, contracts, and briefs. • Ability to evaluate complex, voluminous information, apply legal principles to the facts, and identify critical issues. • Ability to manage multiple tasks and solve problems involving several variables or unique situations. • Ability to establish and maintain effective working relationships with others within and outside own organization. • Ability to prioritize tasks and issues and keeps all appropriate parties properly informed. • Ability to organize information into a logical presentation format. • Ability to understand senior attorney’s priorities and concerns. • Ability to deliver presentations with clarity and confidence. REPRESENTATIVE DUTIES Note: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below. • Provides counsel on legal matters concerning daily operations of a local government. • Interprets and applies environmental rules and regulations. • Assists in drafting and defending agency actions and drafting settlements. • Analyzes proposed legislation. • Rulemaking. • Reviews and drafts contracts, grants, and real estate documents. • Assists in public record requests and Sunshine Law matters. • Assists with human resource matters. • Represents the EPC in both administrative and civil litigation matters in Federal, State, and administrative courts. • Interpreting and implementing applicable local, State, and Federal regulations. • Drafting and implementing internal policies. • Lead or participate in staff training events. • Maintain legal templates. • Intern supervision and mentoring. • Performs other related duties as required. This classification description is not intended to be, nor should it be construed as an all-inclusive list of the duties associated with a particular position. Management may require incumbents to perform job duties other than those contained in this document at any time. EPC is an alcohol and drug-free work environment. Employees may be required to take drug and alcohol tests (e.g. - post-accident or reasonable suspicion). EPC and Hillsborough County follow the guidelines for both Federal and State laws for the testing of drugs including marijuana or the presence of THC. If an employee tests positive for THC or marijuana, the test will be considered a positive drug test even if an employee uses cannabidiol (CBD) products and/or has a medical marijuana card.
