    "ExternalDescriptionStr": "<p><strong>Salary Range: &nbsp;$80,433 - $129,497 &nbsp; &nbsp; Salary Grade: &nbsp;25 &nbsp; &nbsp; FLSA: &nbsp;Exempt</strong></p><p><strong>Purpose of Classification:</strong></p><p>The purpose of this classification is to lead a team of engineers to perform professional civil engineering tasks in support of capital projects, plan review, and other infrastructure construction &amp; maintenance projects.<br><br><strong>Essential Functions:</strong><br><br><i>The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.</i><br><br>Leads and coordinates daily work activities of assigned crew or co-workers; confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers, assists with complex/problem situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; and assists with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.<br><br>Conducts and/or reviews modeling, planning, and engineering studies in support of project analysis and design, and provides technical support during construction; prepares reports detailing the quantitative analysis performed and concluding recommendations; and reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal engineering technicians.<br><br>Conducts a programming assessment to determine space, infrastructure, facility, and other project requirements; and participates in the development of lists of potential infrastructure improvement projects to be included in the capital investment plan for the program or division.<br><br>Coordinates and reviews the work of contracted architects, engineers, city staff and other project service providers; works with contractors to make all design modifications necessary to conform with regulatory and project requirements; and approves the designs as appropriate.<br><br>Completes review of civil engineering aspects of all site development plans to ensure compliance with applicable laws, ordinances, regulations, and standards; evaluates and assess the impact of the proposed project with regards to traffic and transportation, drainage and stormwater runoff, hydrology and hydraulics, flood protection, grading and erosion control, zoning and land use appropriateness, and related issues; approves plans and issues permits or initiates any actions necessary to correct deviations or violations; and works with developers/engineers to modify plans for conformity.<br><br>Facilitates communication between the owner, project manager, contractors, other governmental agencies, the public, and other interested parties.<br><br>Provides technical assistance to project managers and contracts officers during the bid phase of project design to help evaluate proposals and make recommendations for awarding the contract.<br><br><strong>Minimum Qualifications:</strong></p><p>Bachelor's degree in Civil Engineering or related engineering discipline required; five years of civil engineering experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job.</p><p><strong>Specific License or Certification Required:</strong> Must possess and maintain a valid Georgia driver’s license; Professional Engineer license is required.<br>&nbsp;</p>",
