Description

Position Summary The Environmental Health and Safety (EHS) Manager serves as the owner’s representative responsible for planning, implementing, monitoring, and continuously improving EHS performance across construction on projects. This role ensures compliance with applicable federal, state, and local regulations while setting and enforcing the owner’s EHS expectations for contractors, subcontractors, and consultants. The EHS Manager focuses on proactive risk management, incident prevention, and fostering a strong safety culture, while coordinating with project teams without directly assuming contractor means-and-methods responsibilities. Essential Duties and Responsibilities The essential functions include, but are not limited to the following: Environmental, Health and Safety Program Oversight Develop, implement, and maintain the Owner’s Construction Safety Program and related policies. Establish site-specific safety requirements and expectations for projects of varying scope and complexity. Ensure alignment of contractor safety programs with Owner safety standards. Review and approve contractor Site-Specific Safety Plans (SSSPs). Program design authority: Safety training Policy ownership: Writing, implementing, and revise policies Serving as an expert in environmental regulations (permitting, reporting, compliance), driving it all Responsible for company-wide EHS systems in addition to site safety Be main point of contact for trade contractors’ safety managers Regulatory Compliance Ensure construction activities comply with OSHA, state, and local safety regulations. Monitor regulatory changes and update Owner safety standards accordingly. Serve as the Owner’s point of contact for regulatory agencies as needed. Support regulatory inspections, audits, and inquiries. Contractor Environmental, Health and Safety Management Participate in contractor prequalification and selection by evaluating safety performance metrics (EMR, TRIR, OSHA history). Conduct orientation briefings for contractors and project stakeholders. Monitor contractor compliance through field audits and observations. Track and address repeated or systemic environmental and safety violations. Field Safety Inspections & Audits Perform regular and random jobsite environmental and safety inspections. Identify hazards and unsafe practices and issue corrective action requirements. Verify timely closure of corrective actions. Document findings and report trends to Owner leadership. Incident Management Lead or support investigation of incidents, near misses, injuries, and property damage events. Ensure root cause analyses are completed and corrective actions implemented. Track incident metrics and prepare safety performance reports. Participate in return-to-work and incident follow-up as required by Owner policy. Training & Culture Develop and deliver Owner safety training requirements. Promote a culture of safety accountability and continuous improvement. Participate in toolbox talks, safety stand-downs, and leadership safety walks. Serve as an environmental and safety resource to project teams and leadership. Reporting & Metrics Track and report safety KPIs including incident rates, observations, inspections, and corrective actions. Prepare regular safety reports for Owner leadership and project teams. Identify trends and recommend improvements based on data analysis. Skills & Competencies Strong knowledge of construction operations and sequencing. Excellent communication and conflict‑resolution skills. Ability to influence contractors without direct authority. Strong documentation and reporting skills. High level of professionalism, integrity, and attention to detail. Proficiency with safety management software and reporting tools Minimum Qualifications (Knowledge, Skills, and Abilities) Bachelor’s degree in Safety Management, Construction Management, Engineering, or related field (or equivalent experience). Minimum 10–15 years of construction environmental, health and safety experience, preferably in an owner, large CM, or multi-project environment. Strong working knowledge of OSHA construction standards (29 CFR 1926). Demonstrated experience managing safety across multiple contractors and sites Experience working with high-voltage transmission service and substations is a plus High school diploma or GED. Preferred Certifications Certified Safety Professional (CSP) Construction Health and Safety Technician (CHST) OSHA 30-Hour Construction First Aid / CPR / AED Physical Demands and Work Environment Frequent construction site visits required. Exposure to typical construction site hazards. Ability to walk sites, climb ladders, and navigate uneven terrain. Occasional travel to multiple project locations.
