Description
Help keep important Council projects, contracts and procurement activities moving forward and contribute to outcomes that make a real difference in our community.
The City of Port Lincoln is seeking an organised and proactive Procurement and Project Support Officer to join our Grants and Projects team.
Working within the Grants and Projects team, you will support procurement, tendering, contract administration and project delivery by coordinating documentation, maintaining accurate records and monitoring key actions and milestones.
You will work closely with internal staff, contractors and suppliers to help Council initiatives progress in a timely and compliant way, while building your skills and experience across procurement and project delivery.

$78,103.4085 annual salary
Salary package includes:
Uniform Allowance
Plus 12% Superannuation
Additional 3% Council superannuation contribution
Key Objectives
Support Standardised Processes and Procedures
Coordinate the preparation, maintenance and consistent application of documented processes, templates and guidelines for project delivery, procurement, contracts and documentation workflows in accordance with established Council procedures.
Provide guidance to internal stakeholders on approved procedures and resources within the scope of the role, and refer complex or non-standard matters to the Managers as required.
Undertake routine reviews of the use of standardised procedures, identify inconsistencies, gaps or improvement opportunities, and record and escalate these for consideration.
Act as an initial contact point for process-related queries within the work area, contributing to the consistent application of approved systems and practices.
Support Procurement, Tendering, and Contract Management
Coordinate procurement and RFx activities within established frameworks, including the preparation, collation, issue and filing of documentation, while ensuring compliance with Council policies, procedures and probity requirements.
Prepare and administer contract documentation and registers, maintain accurate records of contract status and securities, and identify omissions, inconsistencies or follow-up actions requiring escalation.
Liaise with internal staff, contractors and suppliers on routine procurement and contract administration matters within the scope of the role, and escalate matters requiring higher-level assessment or decision-making.
Support Project Delivery and Milestones
Coordinate defined project support activities by collating, maintaining and reviewing project information, updating records to reflect progress against agreed milestones, and following up routine actions within established parameters.
Maintain project and grant registers by recording key dates, submissions, reporting requirements and funding milestones, and identifying emerging gaps or overdue actions for escalation.
Prepare and coordinate project documentation, including meeting agendas and minutes, consultant and contractor communications, and other records required to support delivery and reporting.
Process project-related financial documentation, including purchase orders, invoices and progress claims, and maintain accurate financial and administrative records in accordance with delegations and established procedures.
General Duties
Provide specialised support to the Manager Grants and Projects, Project Manager and other resources within the Environment and Infrastructure Team.
Undertake routine reviews of procurement, contract and project records to ensure accuracy, completeness and compliance with Council requirements, and escalate issues as required.
Uphold and promote Council values, including inclusivity, sustainability, and community well-being, in all aspects of the role.
Report incidents, near misses, injuries, property damage and hazards in accordance with Council requirements.
Undertake other duties consistent with the position classification and capabilities of the role, as reasonably directed.
Essential Qualifications, Experience, Knowledge & Skills
Relevant qualifications or demonstrated experience in project coordination, procurement administration, contract administration, local government administration or a related field.
Demonstrated ability to apply established procedures, policies and systems within a specialised work area and exercise sound judgement in progressing routine and moderately complex matters.
Proficiency in Microsoft Office and other business systems used to manage project, procurement and contract information.
Well-developed written and verbal communication skills, including the ability to liaise effectively with internal and external stakeholders and prepare clear and accurate documentation.
Strong organisational and time management skills, with the ability to coordinate multiple activities, manage competing priorities and maintain attention to detail.
Highly regarded but not essential Qualifications, Experience, Knowledge & Skills
Experience supporting procurement, tendering and contract administration activities within a probity and compliance framework.
Experience coordinating project administration activities, including registers, reporting milestones, financial documentation and stakeholder communications.
Knowledge of local government processes, records management and relevant compliance requirements.
Relevant qualifications in project management, procurement, business administration or a related discipline.
Key performance indicators
Coordination of Procurement and Project Activities – Defined procurement and project support activities are coordinated accurately and in a timely manner, with current records, registers and actions maintained to support delivery, reporting and compliance.
Contract and Records Administration – Contract, procurement and project records are complete, current and reliable, with inconsistencies, gaps and upcoming actions identified and escalated in a timely manner.
Application of Procedures and Judgement – Approved procedures, templates and systems are applied consistently within the work area, and routine and moderately complex matters are progressed with sound judgement and appropriate escalation.
Stakeholder and Team Support – Internal and external stakeholders receive timely, accurate and professional support on defined procurement and project coordination matters, contributing to efficient delivery outcomes across the Grants and Projects function.
