The incumbent works as a subject matter lead in the industrial control system including programmable logic controllers (PLC), instrumentation, and motor drive technologies. Work is performed under the supervision of the District Engineer. </span></p>\n<p><span> </span></p>\n<p><strong><span>Qualification Requirements</span></strong></p>\n<p><em><span style=\"font-size: 10.0pt\">To perform this job successfully, an individual must be able to perform each essential function satisfactorily.<span>  </span>The requirements listed below are representative of the knowledge, skill and/or ability required.<span>  </span>Reasonable accommodations may be made to enable an individual with disabilities to perform the essential functions.</span></em></p>\n<p><span> </span></p>\n<p><strong><span>Essential Functions</span></strong></p>\n<p><span style=\"font-size: 10.0pt\">Develop plans and participate as a resource to meet current and future control system, SCADA and Instrumentation &amp; Control (I&amp;C) utility-wide needs.</span></p>\n<p><span style=\"font-size: 10.0pt\">Establish, implement and monitor program policies, procedures, and service level standards related to the overall utility industrial control systems.</span></p>\n<p><span style=\"font-size: 10.0pt\">Assists with repair and replacement planning and prioritization efforts for control systems.</span></p>\n<p><span style=\"font-size: 10.0pt\">Responds to operation needs for planned and unplanned equipment repair as needed to support continued operations. Some support will be required outside of normal working hours.</span></p>\n<p><span style=\"font-size: 10.0pt\">Performs regular training for internal engineering and operational staff for SCADA, PLC, GIS-centric asset management system, reporting, and instrumentation needs.</span></p>\n<p><span style=\"font-size: 10.0pt\">Works with facility engineering and operations to help manage or perform all phases of planning and implementation of instrumentation and controls projects. Activities include evaluation, documentation, design, programming, implementation, construction oversight, startup and troubleshooting of those systems.</span></p>\n<p><span style=\"font-size: 10.0pt\">Respond to requests for information and consultation for control systems issues.</span></p>\n<p><span style=\"font-size: 10.0pt\">Works with engineering and operations staff to understand control/SCADA/I&amp;C system problems and to develop solutions to resolve them.</span></p>\n<p><span style=\"font-size: 10.0pt\">Assist facility engineering with control system, SCADA / I&amp;C systems project planning and master planning. Identifies opportunities for improvement evaluates new hardware, software, data collection methods, and equipment controls.</span></p>\n<p><span style=\"font-size: 10.0pt\">Develops and maintains hardware infrastructure repair and replace program for programmable logic controllers and instrumentation equipment including firmware upgrades and patch management on existing instrumentation supporting operations, maintenance, and engineering activities.</span><span><br><br></span></p>\n<p><strong><span>Knowledge, Skills and Abilities</span></strong></p>\n<p><span style=\"font-size: 10.0pt\">General knowledge of the operation, uses, and capabilities of data processing equipment and peripheral equipment, computer software systems and their capabilities; general knowledge of the policies, procedures and activities of the department;<span>  </span>general knowledge in virus and spyware protection tools; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in troubleshooting; ability to analyze software programs design and install program adjustments; ability to train ends users of hardware and software systems; ability to troubleshoot basic hardware and software issues and perform minor repairs or fixes; ability to read, interpret, and apply detailed and technical manuals and verbal/visual instructions, as well as understand documented procedures, flow charts, operating systems, and computer operations concepts; ability to handle confidential information according to established procedure; ability to use strong interpersonal and customer service skills using tact, patience and courtesy; ability to establish and maintain effective working relationships with City employees, supervisors, and the general public.</span></p>\n<p><span> </span></p>\n<p><strong><span>Education and Experience</span></strong></p>\n<p><span style=\"font-size: 10.0pt\">Bachelor's degree in an approved program engineering discipline of Computer Science, Electrical Engineering, Industrial Engineering, Electronics Technology, or Electrical Engineering Technology or approved equivalent degree from an accredited four-year college or university is preferred.<span>  </span></span></p>\n<p><span style=\"font-size: 10.0pt\"> </span></p>\n<p><span style=\"font-size: 10.0pt\">Applicable experience in lieu of degree will be considered. 2-5 years of experience in an industrial facility with emphasis on industrial control systems, programming, instrumentation and process automation is preferred.</span></p>\n<p><span> </span></p>\n<p><strong><span>Physical Requirements</span></strong></p>\n<p><span style=\"font-size: 10.0pt\">This work requires the occasional exertion of over 50 pounds of force;
