Description General Description: The Human Resource Manager will lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. Under the direction of the Human Resources Director, oversees the daily workflow of the department and the development of team members. This job works independently, under limited supervision, reporting major activities through periodic meetings. Minimum Education and Experience Requirements: Requires a Bachelor's Degree in business, human resources or related field. Requires ten years in human resources, benefits administration or closely related experience. The equivalent combination of experience and education may be considered. Special Certifications and Licenses: SPHR, SHRM-CP or SHRM-SCP highly desired. Essential Job Functions: Supervises professional staff and support staff. Develops, implements and monitors comprehensive employment delivery systems. Assists in the implementation of employee relations programs. Provides counseling to employees; makes referrals to counselors and agencies as needed; resolves concerns and issues brought forward. Assists with development and administration of City benefits and wellness programs. Processes and coordinates employee changes and payroll actions. Researches related state, local and federal legislation; prepares defense for unemployment claims, hearings and appeals. Prepare well-written formal position statements and other case documents, letters, and memorandums. Assists in the development of personnel budget and information; supports strategic goals. Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings. Provides support and guidance to HR team, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations, and handling separations. Provide human resources expertise and guidance to assist supervisors and managers in resolving performance concerns, disciplinary action and conflict management issues. Serves as backup to HR Director and other team members. Performs all other duties as assigned to meet organizational needs. Desirable Knowledge, Skills and Abilities: Thorough knowledge of employment-related laws and regulations. Excellent verbal and written communication skills. Excellent interpersonal, negotiation, and conflict resolution skills. Excellent organizational skills and attention to detail. Extensive skill and experience in making sound decisions autonomously. Extensive, proven conflict resolution and de-escalation management skills. Strong analytical and problem-solving skills. Proficient skill with Microsoft Office Suite or related software. Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems. Ability to resolve complex problems and make challenging decisions independently. Ability to prioritize tasks and delegate when appropriate. Ability to act with integrity, professionalism, and confidentiality. Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills. Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job. Under the direction of the Human Resources Director, oversees the daily workflow of the department and the development of team members.&nbsp;This job works independently, under limited supervision, reporting major activities through periodic meetings.\\n\\n&nbsp;\\n\\nMinimum Education and Experience Requirements:\\n\\nRequires a Bachelor&#39;s Degree in business, human resources or related field.&nbsp;Requires ten years in human resources, benefits administration or closely related experience.&nbsp;The equivalent combination of experience and education may be considered.\\n\\n&nbsp;\\n\\nSpecial Certifications and Licenses:\\n\\nSPHR, SHRM-CP or SHRM-SCP highly desired.\\n\\n&nbsp;\\n\\nEssential Job Functions:\\n\\n\\n\\t\\n\\tSupervises professional staff and support staff.\\n\\t\\n\\t\\n\\tDevelops, implements and monitors comprehensive employment delivery systems.\\n\\t\\n\\t\\n\\tAssists in the implementation of employee relations programs.\\n\\t\\n\\t\\n\\tProvides counseling to employees; makes referrals to counselors and agencies as needed; resolves concerns and issues brought forward.\\n\\t\\n\\t\\n\\tAssists with development and administration of City benefits and wellness programs.\\n\\t\\n\\t\\n\\tProcesses and coordinates employee changes and payroll actions.\\n\\t\\n\\t\\n\\tResearches related state, local and federal legislation; prepares defense for unemployment claims, hearings and appeals.\\n\\t\\n\\t\\n\\tPrepare well-written formal position statements and other case documents, letters, and memorandums.\\n\\t\\n\\t\\n\\tAssists in the development of personnel budget and information; supports strategic goals.\\n\\t\\n\\t\\n\\tManages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.\\n\\t\\n\\t\\n\\tProvides support and guidance to HR team, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations, and handling separations.\\n\\t\\n\\t\\n\\tProvide human resources expertise and guidance to assist supervisors and managers in resolving performance concerns, disciplinary action and conflict management issues.\\n\\t\\n\\t\\n\\tServes as backup to HR Director and other team members.\\n\\t\\n\\t\\n\\tPerforms all other duties as assigned to meet organizational needs.\\n\\t\\n\\n\\n&nbsp;\\n\\nDesirable Knowledge, Skills and Abilities:\\n\\n\\n\\t\\n\\tThorough knowledge of employment-related laws and regulations.\\n\\t\\n\\t\\n\\tExcellent verbal and written communication skills.\\n\\t\\n\\t\\n\\tExcellent interpersonal, negotiation, and conflict resolution skills.\\n\\t\\n\\t\\n\\tExcellent organizational skills and attention to detail.\\n\\t\\n\\t\\n\\tExtensive skill and experience in making sound decisions autonomously.\\n\\t\\n\\t\\n\\tExtensive, proven conflict resolution and de-escalation management skills.\\n\\t\\n\\t\\n\\tStrong analytical and problem-solving skills.\\n\\t\\n\\t\\n\\tProficient skill with Microsoft Office Suite or related software.\\n\\t\\n\\t\\n\\tProficiency with or the ability to quickly learn the organizations HRIS and talent management systems.\\n\\t\\n\\t\\n\\tAbility to resolve complex problems and make challenging decisions independently.\\n\\t\\n\\t\\n\\tAbility to prioritize tasks and delegate when appropriate.\\n\\t\\n\\t\\n\\tAbility to act with integrity, professionalism, and confidentiality.\\n\\t\\n\\t\\n\\tAbility to deal with people beyond giving and receiving instructions.
