Description

Under the direction of the Outreach & Enrollment Manager, organizes and conducts outreach and enrollment training. Develops educational programs to instill retention. Maintains records of training activities and employee attendance. Participates in the selection of training materials, handbooks, demonstration models and visual aids. Maintains and instructs course certification through the Indiana Department of Insurance. Updates training materials as required by application, policy and procedural changes. Works directly with Auditor, Billing Specialist Team Lead, Quality and Enrollment Manager to gather required data for training and support activities. Essential Functions System Maintenance/Support: Maintains and makes updates and changes to patient management system. Assures that referring physician and insurance information are properly set up in the system. Makes sure that all changes in the system are reported to manager and billing staff. Monitors, Resolves and delegates tasks received by center staff. Training This position primary activity is providing training to support the outreach and enrollment efforts of HealthNet to increase the number of families successfully enrolled in and retaining health insurance. This includes, but is not limited to, the following duties: Prepares teaching outline and instructional methods such as individual training, group instruction, demonstrations and guidelines. Gains knowledge of outreach and enrollment work flows and functions that directly affect financial outcomes and require applicable training. Updates data used in HealthNet’s annual skills fair testing. Delivers teaching aids such as training handbooks, demonstration models, multimedia visual aids, and computer tutorials. Reports on progress of employees as required. Participates in monthly training programs on policies and procedures related to enrollment including proper use of sliding fee scales. The Outreach and Enrollment Training Specialist must be self-motivated and able to manage multiple tasks as well as supporting the O&E efforts of HealthNet; coordinating training with IPHCA and Indiana Department of Insurance to ensure members are up tot date of the latest information about Medicaid, marketplace FSSA application guidelines, procedures and health care reform; best practices and information sharing; monitoring and reporting on barriers to enrollment and retention in public health coverage programs. In state travel may be required. Auditing/Projects: Assists Rev Cycle Auditor, Enrollment Manager and RCS Training Specialist to ensure patient financial data is properly obtained and recorded and that accounts receivable policies are being followed by Front Line Staff. Makes sure that all managed care policies are reported to appropriate management teams to reduce the volume of denied claims. Works with Rev Cycle Auditor and Enrollment Manager to obtain audit data needed to improve enrollment services workflow and efficiencies Miscellaneous: Assists with IHCP application process, submission and follow-up as needed and overall enrollment workflows. Reporting: Extracts data to ensure all data entry elements are entered according to government/internal policy. Works with O&E Manager to correct errors reported by enrollment team. Quality Compliance: Maintains compliance with applicable policies, procedures, performance and quality standards. Identifies and communicates opportunities for improvement HIPPA: Maintains at all times the confidentiality of any patient or employee medical, financial, or personal information, and other information, records and data to which there is access. Views, uses or discloses such information only for reason necessary to perform duties. Responsible for challenging unauthorized individuals from viewing such confidential patient or employee information or accessing restricted areas. Applies knowledge and understanding of Medicare and Medicaid regulations and billing, particularly as it applies to prevention of sanctions under Fraud and Abuse initiatives Service Excellence: Meets expectations of preeminent service, including behavior that models: Service Excellence-Every encounter, every time, no exceptions and no excuses. Consistently demonstrates excellent communication, quality, professionalism and environment Physical Requirements: Able to be involved in varying degrees of prolonged standing, walking, sitting, bending, squatting, stooping and ascending, descending stairways. Also, must be able to physically lift and carry up to 30lbs as well as be able to lift, push and/or pull equipment. Able to handle varying degrees of pressure, stress, fatigue as well as be able to perform duties during periods of varied and/or prolong work hours. Capable of performing functions requiring hand and eye coordination. Maintain state of health, which permits exposure to ill patients. Have good eyesight and hearing with or without corrective devices. Capable of performing functions requiring prolonged computer usage including monitor, keyboard and mouse. QUALIFICATIONS/KNOWLEDGE/SKILLS/ABILITIES: Requires 2-5 years of instructional classroom training In-depth knowledge of Front Office Operations/Revenue Cycle workflows/Enrollment process/Indiana Department of Insurance process for Indiana Navigator certification and requirements. Requires experience in patient third party billing/collections with in-depth knowledge of specific third party requirements Requires knowledge of payer mixes; knowledge of Medicare/Medicaid regulations and billing requirements Requires basic knowledge of Federally Qualified Health Centers and sliding fee scale discounts for uninsured patients. Requires basic knowledge of government regulations Requires a basic understanding of medical terminology and medical coding practices (CPT; HCPCS; ICD) Ability to effectively present information and respond to questions from groups of trainees. Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
