Description
SUMMARY : Serves as the primary point of contact between GDPM and landlords/property owners participating in the Housing Choice Voucher program. Builds and sustains landlord partnerships to expand housing opportunities for HCV participants, supports lease-up and move-in processes, and ensures timely resolution of owner inquiries and compliance with HUD and GDPM requirements. All activities must support the Agency’s mission, strategic goals and objectives.
ESSENTIAL FUNCTIONS:
The essential functions of the position include, but are not limited to, the following:
Monitors customer satisfaction regarding landlords/owners and prepares customer satisfaction reports. Resolves landlord/owner questions, inquiries, issues or complaints in person and/or via phone, email, fax or correspondence. Updates owner, landlord and/or property database and filing system. Assists with the preparation of lease documents and closing process. Establishes professional customer or vendor relationships. Conducts marketing surveys, data collection and data entry. Develops and implements landlord recruitment and retention strategies, including outreach events, informational sessions, and one-on-one engagement, to grow and sustain the pool of participating property owners. Assists with the scheduling of meetings; attends and participates in meetings, hearings, projects or events. Updates and maintains voucher numbers within the computer system. Gathers data pertaining to the admissions and occupancy of units assisted in the HCV program. Monitors referral and success rates of applicants in the HCV program. Knowledge of HUD, federal, state and local laws and regulations applicable to the HCV program and PHA operations, including NSPIRE Standards (HQS), HOTMA, VAWA, health and fire regulations, landlord/tenant regulations, and evictions. Knowledge of the general operations and procedures of GDPM properties, particularly in relation to the HCV program. Ability to establish and maintain effective working relationships with co-workers, landlords/property owners, consultants, contractors, tenants, HUD and local, state and federal officials; ability to communicate with people from a broad range of socio-economic backgrounds. Performs other related duties as assigned. SUPERVISORY RESPONSIBILITIES:
None.
WORK ENVIRONMENT:
Typical office environment, with minimal exposure to excessive noise or adverse environmental issues. Properties may cause the employee to experience a range in temperatures and other weather conditions, loud noise levels and an environment that may be more hazardous than a standard office environment.
QUALIFICATIONS AND REQUIREMENTS:
The incumbent must:
Hold a minimum of a Bachelor’s degree in business administration or related field from an accredited institution and a minimum of three (3) years of experience in HCV administration or other subsidy-related housing programs. An equivalent combination of education and experience may be considered. Hold (or obtain) and maintain knowledge of Housing Choice Voucher Administration Plan and regulations and HUD Recertification requirements and regulations. Hold Rent Calculation Certification within one year of employment. Have proficiency in Microsoft Office applications and ability to learn other computer software programs as required by assigned tasks. Communicate clearly and precisely, both orally and in writing. Hold a valid Ohio driver’s license and insurable for driving Agency vehicles. Regular and in-person attendance. Able to meet the following physical requirements with or without reasonable accommodation: Use hands to manipulate, handle, feel and control items or equipment; Reach with hands and arms; Talk and hear; See and be able to read, write, and interpret text, spreadsheet, and graphical documents; Occasionally lift and move objects weighing up to 25 pounds.
