Description

ROLE DESCRIPTION At MBHS, a clinical officer unit leader works within a multidisciplinary team to ensure that clinical officers provide high quality clinical care to all patients/clients who visit the clinic. Unit leaders play a key role in ensuring that clinical officers uphold the highest level of standards and follow the standard treatment guidelines as they assess and treat patients. A clinical officer unit leader must ensure all clinical officers provide patient-centered, compassionate, competent and quality care. He/she must ensure that clinical officers adhere to the Health Professions Council of Zambia’s Code of Conduct as well as the MBHS Code of Conduct and must practice safe, ethical and evidence based clinical care at all times as dictated by the MBHS Healthcare Standards. EDUCATIONAL REQUIREMENTS Minimum of a Diploma in Clinical General Sciences Must be registered and licensed with the Health Professions Council of Zambia (HPCZ). Experience in working in an emergency department for a period of 2 years is an advantage. BLS,ITLS,ACLS qualifications will be an added advantage Must have at least 3 – 5 years’ work experience in both clinical and leadership roles. KEY ROLE ACCOUNTABILITIES Ensure that standard operating policies and procedures are followed by all clinical officers with regards to clinical care that is in line with the Health Professions Council of Zambia (HPCZ) and MBHS standards of care. Ensure clinical officers provide clinical care that is respectful, ethical, compassionate, competent, caring and professional at all times. Ensure compliance with all MBHS standards for delivering high quality clinical care and where relevant, identify and/or design any clinical practice standards or procedures that are required. Demonstrate an ability to work competently and independently, ensure emergency services are provided in a timely manner. Set and promote international standards of good clinical practice in collaboration with CMO and other leaders within and outside the institution. Ensure that proper handover procedures are followed among clinicians and at shift change to promote continuity of patient care. Must be accessible at all times when needed. Ensure clinical officers maintain patient dignity and confidentiality at all Make ethical decisions related to consent and confidentiality. Any breach in patient confidentiality will result in disciplinary action. Ensure adequate coverage of the clinic through implementation of a fair and all-inclusive roster KEY RESPONSIBILITIES Clinic and Administrative Duties and Reporting Clinical Services Ensure clinical officers screen all patients that visit MBHS for urgent care and prioritize patients based on MBHS triage Ensure clinical officers perform proper physical examinations and clinical histories for all new Maintain proper and legible documentation and charting, in keeping with best practice guidelines and MBHS Healthcare Standards . Ensure that MBHS protocols and procedures and local regulations are adhered to at all Maintain individual clinical knowledge at an international standard through continuous education, training and learning. Ensure that patient care documentation is accurate, legible and content appropriate. Every interaction with patients/clients, service and third party providers is documented Ensure that patients are notified of their test results within 12 hours of receiving Ensure that universal infection control precautions are maintained throughout the hospital/clinic. Maintain a hygienic and safe work environment in accordance with the MBHS Healthcare Standards and all associated policies and procedures. Must be available for after-hours or on-call work when rostered to do so and in any emergency situation out of the rostered period. Ensure compliance for other duties and responsibilities as may be required from the chief medical officer and/or hospital/clinic manager from time to time. Develop clinical diagnosis following a health history or physical Clearly document findings and inform the attending doctor. Create care plans to assess patient care needs and continued progress based on nursing diagnosis and within scope of practice. Inform medical doctor and appropriate clinicians with regards to any change in patient health status, especially mental status, abnormal test results, deterioration in patient health or abnormal diagnostic results. Discuss treatment with medical doctors and pharmacists in critical Attend and participate in medical/clinical rounds, clinic meetings and mandatory in-house training, as required. Review medication history and current Ensure any change in medication is properly recorded in the patient’s medication chart and inform pharmacy accordingly. Check medical/clinical equipment as instructed and present documented reports to the Clinic Manager and CMO where equipment needs to be repaired or replaced. Respond quickly to Involve the medical doctor or doctor on-call immediately if there are any urgent or emergency patient cases. Ensure that all medical record documentation is complete on insta and that all clinical officers use insta at times. Ensure the emergency room checklist is thoroughly done and up to date at all times. Follow patient isolation policies and standards at all Support and/or mentor junior staff as directed by the CMO. Continually demonstrate adherence to the Infection Control Policy, especially maintaining proper hand-washing technique. Use and maintain correct personal protective equipment (PPE) such as eye protection, gown and gloves where appropriate. Carry out any other duties assigned by the Chief Medical Officer or Clinic Manager within the Unit leader's scope of practice or as need arise Customer Service Exhibits professional conduct at all times towards patients/clients and staff members Does not engage in personal confrontation with patients but seeks better ways of resolving grievances by engaging the right people to sort out any grievances Does not engage in any social conduct that brings the name of the company to disrepute. Undergone in-house training in good customer service No complaints are reported against the employee relating to unprofessional behavior ( i:e bullying patients, rude, yelling, etc Financial, Administration and Reporting Assist with maintaining the registers for the inpatient (where applicable), triage and outpatient services. Ensure that all patient demographic information is correctly recorded and up-to-date. Provide any patient demographics and disease profile statistics to the Clinic Manager as Monitor quality control measures and protocols with support from the Quality Ensure that patients are billed accurately for all services, medications and clinical consumables utilized (billing charts are completed on time and handed to the appropriate person). Ensure all incidents and adverse event reporting is carried out according to the clinic’s standard operating procedure. PROFESSIONAL Previous experience working in a clinic/hospital in a senior administrative role or clinical role for at least two years is essential. Must have good administrative skills and a strong management sense. Able to demonstrate initiative and a proactive approach to problem-solving. Ability to work independently, pay careful attention to detail, and manage multiple tasks in a fast-paced environment. Able to delegate tasks efficiently. Competent in effective communication skills. Computer literate in Microsoft ‘Word’ and Microsoft ‘Excel’. GENERAL Proficient in written and spoken English. Always adhere to the MBHS uniform policy and code of conduct. May be required to travel to other MBHS facilities as directed by the Clinic/Hospital Manager. Competent in effective communication skills. Must be honest, trustworthy and act with integrity at all times. No consumption of alcohol is allowed whilst on duty.
