Description

Position Summary: Manage the Behavioral Health Services programs and all resources to ensure the smooth running of the Behavioral Health Services of the organization. Work closely with the Director of Health Services and decision makers in other departments to identify, recommend, develop, implement, and support -effective solutions for all aspects of the programs. Essential Functions: Provide direction, coordination, evaluation, coaching, and development of Behavioral Health Services staff. This includes interviewing, hiring, orienting, and training employees; planning, assigning, and directing work; providing timely feedback, appraising performance, and providing professional development opportunities; and rewarding and disciplining employees. Proactively address and resolve staff concerns and explore and implement methods and procedures for improving departmental workflow and service to Tribal Citizens. Provide leadership and consultation to the Director of Health Services and staff in all areas of Behavioral Health services, policies, and programs. Assist with establishing and implementing short- and long-range Behavioral Health Services goals, objectives, policies, and operating procedures in alignment with the Pokagon Band’s Vision, Mission, Expected Outcomes and Strategic Initiatives. Develop and manage the Behavioral Health Services budget, ensure compliance with stated goals, guidelines, and objectives, and develop business case justifications and cost/benefit analyses for spending and initiatives. Identify service population behavioral health care programming needs by analyzing patient/client trends and gathering information from patients/clients, staff counselors, and other stakeholders and persons in a position to understand service requirements. Make recommendations to Health Services Director and prepare and disseminate reports to Health Board to develop Behavioral Health Services programs to meet needs identified. Review new patient/client intake assessments; review staff progress notes and charting for completeness. Counsel patients/clients, individually or in group sessions performing in the role of Behavioral Health Counselor as required. Advocate for patients/clients for the protection of their rights and entitlements as recipients of services and as persons eligible for services. Schedule and lead case conferences and communicate results from treatment through timely sharing of outcomes. Participate in Contract Health Services – Medical Care Review Committee and active efforts to meet goals established for children and families involved in Indian Child Welfare and other interdisciplinary health care teams. Assess and assist with various emergency mental health or behavioral health crisis situations off-site where patients/clients or other individuals may be at risk of hurting themselves or others. Maintain operations by ensuring quality of care and compliance with policies and procedures and that Tribal and applicable Federal, State, and local legal requirements are followed. Oversee and modify policies and standards to ensure continued compliance with Accrediting Organization standards. Develop and interpret program philosophies and standards; measure counseling outcomes to standards and make or recommend adjustments. Participate in quality reviews, and report needed changes. Attend events throughout and beyond service delivery area to provide program services education in the community and improve referral sourcing. Seek and assure funding and revenue for maintenance and expansion of Behavioral Health Services programs. Complete necessary reporting to funding agencies. Collaborate with Resource Development, Compliance and Quality staff, Records and billing staff, and outside providers, school systems, outside governmental bodies (DHS, Legal, etc.). Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications and researching governmental rulings. Maintain required continual education credits to maintain required licensures. Non-Essential Functions: Appear in court when required or request to act as expert testimony. Participate at cultural events to promote services and/or assist in crises at events or in community. Perform other related functions as assigned. Equipment: Standard office equipment. Systems used: MS Office Applications, Internet, Electronic Medical Records Position Requirements: Master’s degree in Social Work or related behavioral science discipline required. Degree must be from an accredited institution whose program of study has been recognized by the Council for Higher Education Accreditation or the United States Department of Education. Licensed Professional Counselor or Mental Health Professional credentials in the state of Michigan, Indiana, or another state with the ability to meet qualifications for licensing in Michigan if license is in another state required. Minimum six (6) years of licensed or certified professional experience in a multi-disciplinary mental health and/or substance abuse program, which includes experience in administrative management and/or clinical supervision that demonstrates possession of the knowledge and abilities. Minimum of one (1) year supervisory experience and/or successful completion of a leadership program. Experience in managing program budgets required. Knowledge of current developments in the field of mental health and substance abuse required. Ability to alleviate stress and anxiety and be supportive of persons and work tactfully, collaboratively, diplomatically and with highest level of confidentiality required. Excellent presentation, communication, and interpersonal skills; and the ability to speak effectively before groups and respond to questions required. Proficiency with MS Office Applications required. Experience working with Native American communities; knowledge of Native American traditional practices and values and Native American issues preferred. Indian Preference: Pokagon Band Preference Code applies. Physical Requirements: Work is generally sedentary in nature and will frequently require sitting, however standing and walking will occasionally be necessary. Frequently required to talk and hear. Work Environment: General office environment. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Occasionally work environment will be in other settings, including hospitals, homes, health clinics, schools, jails, and other public facilities. Local travel is necessary, so the ability to travel as needed is required.
