    "description": "<h2>Requisition ID</h2>2026-4241\n<h2>Job Summary</h2>\n<p>Artemis is seeking a full-time Communications Strategist with demonstrated experience leading executive-level communications, messaging frameworks, and stakeholder engagement for federal clients. This individual will also be responsible for supporting organizational change management initiatives. Therefore, having demonstrated knowledge of communications and change management best practices will be critical to success.</p>\n<p> </p>\n<p>The Communications Strategist role requires a self-starter, proactive problem solver and action-oriented team player with previous experience in communications, change management, business process improvement, and client relationship management. This position needs an individual that is committed to providing superior service, poised under pressure and has a positive and flexible attitude.</p>\n<p> </p>\n<p>This is a contingent hire position.</p>\n<p> </p>\n<p>This individual will be required to work at client headquarters in Camp Springs, Maryland. This role may also have the potential to be hyrbrid.</p>\n<h2>Primary Responsibilities</h2>\n<ul>\n <li>Develop and execute communication strategies with clearly defined target audiences, key messages, and delivery channels.</li>\n <li>Ensure all communications adhere to plain language and Section 508 compliance standards.</li>\n <li>Advise on messages for target audiences, including defining specific messages, identifying the most effective avenues to reach audiences, and optimizing the timing and sequencing of key outreach activities.</li>\n <li>Facilitate stakeholder engagement, awareness campaigns, and training sessions.</li>\n <li>Leverage Prosci, lean Agile, and Scaled Agile Framework (SAFe) methodologies for change adoption, with a focus on aligning agency, division, and program objectives.</li>\n <li>Implement feedback and continuous improvement around change management and adoption, including the use of retrospectives, surveys and survey data, and FAQs to ascertain and address stakeholder perceptions.</li>\n <li>Leverage best practices and leading technologies (e.g., infographics, Adobe suite, Microsoft suite of products, Mural) to develop innovative communication products that drive awareness, acceptance, and buy-in of the projects and products.</li>\n</ul>\n<h2>Minimum Qualifications</h2>\n<ul>\n <li>7 years of experience.</li>\n <li>Bachelor’s degree in related field.</li>\n <li>Prosci change management certification required.</li>\n <li>Lean Agile, Six Sigma, or SAFe certifications preferred</li>\n <li>Strong writing, editing, and presentation skills tailored for diverse audiences.</li>\n <li>Ability to coordinate across functional teams to ensure clear, consistent messaging.</li>\n <li>Strategic thinker with a forward-looking approach to marketing trends and technologies.</li>\n <li>Strong problem-solving skills and the ability to think critically.</li>\n <li>Ability to manage competing deadlines.</li>\n <li>Experience supporting complex projects and transformation efforts within the federal government.</li>\n <li>Comfortability with supporting complex client relationships.</li>\n <li>Ability to obtain and maintain a public trust clearance and DHS suitability.</li>\n <li>Legal authorization to work in the U.S.</li>\n</ul>\n<h2>Desired Qualifications</h2>\n<ul>\n <li>Strong critical thinking, analytical and time management skills.</li>\n <li>Proven ability to organize, prioritize and work well with others.</li>\n <li>Ability to communicate thoughts, ideas and solutions logically both written and orally.</li>\n <li>Ability to stay calm under pressure and in a fast-paced environment.</li>\n <li>Ability to receive feedback from clients and implement changes quickly and effectively.</li>\n <li>Ability to get up to speed quickly on complex issues.</li>\n <li>Desire to work in a fast-paced, rapidly evolving environment.</li>\n</ul>\n<h2>Client Information</h2>\n<p>The United States Citizenship and Immigration Services (USCIS), within the Department of Homeland Security (DHS), is responsible for overseeing lawful immigration to the United States under the provisions of the Immigration and Nationality Act (INA).
