Arlington Public Schools (APS) announces an opening for an Extended Day Specialist. This is a 12-Month E-08 position
GENERAL STATEMENT OF DUTIES:
This position is primarily responsible for coordinating the administration of extremely complex Extended Day programs. This position manages the ongoing tasks related to the development and operations of Elementary Out-of-School time school-age programs, middle school check-in programs, and the diverse and inclusive Shriver Program, which operate between 6:30 am and 6:30 pm during the school year and summer calendars. Oversees and organizes county-wide registration, billing, and enrollment. Performs employment and related human resource functions. This includes program planning, staffing, and working closely with personnel in the hiring process. Development of professional development relevant to child development and the professional growth of staff who engage with students in the Extended Day programs. This includes professional development pertaining to students with diverse needs. The specialist serves as the primary Extended Day contact for building principals, assistant principals, Extended Day supervisors, and other school administrators and central office staff.
SUPERVISION:
Work is performed under general supervision of the Director of the Extended Day Program. Incumbent supervises a large staff, including but not limited to, all on-site supervisory team members and all central office support staff.
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed; not all incumbents perform all functions delineated.):
Develops and operates all personnel related processes in Extended Day, including: recruitment, interviews, staff selections and assignments, oversees substitute assignments, personnel/ payroll memos, etc.
Overall responsibility of the development and presentation of professional development and staff training Develops and updates training and recruiting materials, responds to written and verbal inquiries related to employment and writes, edits correspondence, reports, and staff communications.
Oversees central office staff responsible for client support, registration, and billing.
Oversees the development of fee schedules, processing of registration, and financial account management
Works with Extended Day supervisory staff to determine program staffing based on registration projections and allocates staffing positions based on student enrollment.
Reviews the APS policies for Extended Day and the VDOE licensing requirements to ensure compliance; recommends changes or revisions to ensure the operation of quality programs.
Bills outside agencies for student tuition and scholarships, and follows up on checks returned because of insufficient funds, including the decision to withdraw students if fees are not paid.
Oversees that there is proper transmittal process of all Extended Day tuition payments with the Extended Day Accounts Receivable system and the Finance Department.
Monitors the Extended Day school year and summer budgets and assists with overall budget planning.
Develops work calendars for Extended Day 10-month employees and communicates that information to Personnel and Payroll for pay purposes; assists in resolving discrepancies that arise.
Prepares and maintains all staff time sheets for Extended Day program and Extended Day Central Office staff. Maintains multiple databases of all Extended Day staff recruitment and assignment records.
Oversees all tasks related to school year Extended Day programs, middle school Check-In programs and summer school extended day programs.
Organizes the programming related to these programs. Manages and tracks staff absences, as reported between 6pm and 7am and throughout the day, and arranges for the placement of substitutes in the extended day program.
Provides technical support for the Extended Day staff at all program sites and Central Office. Informs Extended Day Director of serious incidents, suspensions, appeals from parents and dismissals of staff, and collaborates on resolutions of these situations.
Maintains collaboration with building administrations to assure the operation of a quality program in each elementary and middle school.
Maintains collaboration with the accounting, purchasing, personnel, warehouse, maintenance, food services, information systems and other support programs to ensure effective operation of the program.
Manages the facility, telephone, and equipment needs for all Extended Day programs Develops, writes, and edits correspondence, reports, handbooks, staff communications, etc. for distribution and publication to staff, families, and community members.
Facilitates and manages communications about school year and Summer Extended Day programs among, school year principals and school staff, summer school administrators and staff, Extended Day staff, Special Education, Transportation, Food and Nutrition Services, Finance, Information Services, Human Resources, Payroll, School and Community Relations, and and other APS departments.
Supports supervisory team members in program planning, administrative tasks and supervising direct care staff within the Extended Day program.
Works flexible hours between 6am and 7pm and available to provide training on Saturdays and evenings. Performs related duties as required or assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of goals, procedures, and practices of the APS Extended Day Program.
Ability to manage and organize the supervision, planning, and implementation of program activities; and train, monitor, and work effectively with Extended Day staff.
Ability to deal with problems in a courteous, tactful manner.Excellent interpersonal skills and the ability to communicate effectively with hostile and confrontational situations with tact, diplomacy, courtesy and firm and affective resolution.
Ability to work under pressure, manage multiple tasks and to meet the demands of deadlines. Ability to maintain effective working relationships and communicate effectively with students, staff, parents and administrators.
Ability to work collaboratively with administrators, central office staff and instructional staff. Ability to think creatively, problem solve, make decisions and communicate those decisions clearly.
Thorough knowledge of business office procedures, practices, and equipment; ability to use modern business machines, including computers (spreadsheets, presentations and word processing software).
Ability to maintain records and prepare relatively complex reports from such records. Ability to understand, communicate clearly and concisely, and carry out both orally and in writing, complex oral and written instructions and program goals.
Good organizational, human relations and communication skills.
MINIMUM EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:
A bachelor's degree in a child related field and some experience in oversight of programs for elementary school age children and providing staff development activities; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability. or an equivalent combination of training, education and experience that demonstrates the knowledge, skills, and abilities needed to carry out the essential functions of the job successfully.
LICENSE/CERTIFICATION:
None required.
PHYSICAL ATTRIBUTES:
Sufficient dexterity to demonstrate activities and monitor activities at floor level for young children. Work requires continuous standing, walking, and lifting.
HAZARDS/ UNUSUAL DEMANDS:
