Context Under the direct supervision of the Chief of Mission (CoM), and in close coordination with the Head of Programme and relevant regional and Headquarters (HQ) focal points, the Senior Resource Mobilization and Project Development Officer will be responsible and accountable for project development and donor liaison activities through the development, review and submission of project proposals, as well as lead proactive donor engagement, strategic intelligence gathering, and identification of funding opportunities. They will identify opportunities for developing and promoting IOM’s strategic objectives through programmes in Brazil Country Office (CO) and for developing Strategic Partnership with government, institutional, private sector, and philanthropic partners, while advising senior leadership on emerging trends and positioning IOM within an evolving financing landscape. The Resource Mobilization and Project Development Officer will deputize and act as Office in Charge in the absence of the Chief of Mission. Responsibilities Design and implement a flexible, innovative country-level resource mobilization strategy aligned with IOM’s global and regional priorities; ensure integration of donor intelligence and funding trends into strategic planning. Establish and maintain strong relationships with traditional and non-traditional donors, including governments, private sector, and pooled funding mechanisms; develop and strengthen partnerships with United Nation (UN) agencies, Non-Government Organizations (NGOs), and other stakeholders to leverage joint resource mobilization initiatives; represent IOM in donor coordination meetings and negotiations for funding agreements. Identify project opportunities based on national and sub-regional needs, in close collaboration with relevant Units in the Country Office (CO), and the Regional Thematic Specialists (RTSs) and the Regional Project Development Officer (RPDO). Keep up to date about funding trends, policies and strategic priorities and budgetary planning cycles of donors and governments. Pro-actively seek funding sources among government and non-government donors, in line with IOM’s strategic priorities. Coordinate the design and development of new and innovative programmes and projects with relevant units in the CO, partners and donors by ensuring compliance with donor interests and requirements, as well as IOM standards, and are aligned to the IOM’s Strategic Results Framework. Ensure the review and endorsement of concept notes and proposals on IOM’s relevant software application. Conduct research on donor priorities, funding cycles, and emerging trends; provide strategic advice to senior management and country offices on resource mobilization opportunities and risks; maintain updated donor databases and resource mobilization tools. Organize fundraising activities, such as donor briefings and presentations or joint donor events with relevant internal stakeholders. Develop a comprehensive mapping of existing partnerships, highlighting areas of collaboration, funding sources, and strategic alignment, in view of identifying gaps and opportunities for further engagement. Develop guidance materials, templates, and training sessions to build internal capacity for fundraising, at RO and CO level. Collaborate with the Communications Teams to produce donor-focused materials showcasing IOM’s impact; ensure visibility of IOM’s resource mobilization efforts through reports, success stories, and digital platforms. Track progress against resource mobilization targets and prepare donor-specific reports; evaluate and adjust strategies based on performance and evolving donor landscape. Perform such other duties as may be assigned. Qualifications Education Master’s degree in Political or Social Sciences, International Relations, Economics and Business Administration, Management, Communications, Fundraising, Economics or a related field from an accredited academic institution with seven years of relevant professional experience; or, University degree in the above fields with nine years of relevant professional experience. Experience Proven experience in donor relations and partnership management, including direct engagement with donor counterparts and coordination across decentralized organizational structures, particularly in Brazil; Experience negotiating and processing funding agreements, including coordination with legal and financial departments and tracking approval workflows; Experience in project development, and technical writing and editing, preferably in the international development/humanitarian sector; Experience developing tools, templates, and guidance materials to support resource mobilization and donor engagement; and, Experience in fund raising with private sectors and Multilateral Development Banks ( MDBs). Skills Demonstrated analytical and planning skills; capacity to establish working relationships with governmental authorities, national/international institutions and Non-Governmental Organizations; Demonstrated interpersonal skills to build and maintain effective partnerships with donors and internal stakeholders; Skilled in designing and delivering capacity-building initiatives across diverse formats and audiences; In depth knowledge of IOM funding landscape and processes; Capacity to supervise and train support staff; Ability to work effectively and harmoniously with colleagues from varied cultures and professional background; Capable of managing multiple tasks and deadlines efficiently while maintaining attention to detail; Excellent drafting skills for donor correspondence, guidance materials, and internal communications; Familiarity with customer relationship management tools (preferably WAVE CRM), including deployment, user support, and data tracking, is an advantage; and, Skills and track record in Project Development. Languages IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages. For this position, fluency in English and Portuguese is required (oral and written). Working knowledge of Spanish is an advantage. Pro-actively seek funding sources among government and non-government donors, in line with IOM’s strategic priorities.</li><li>Coordinate the design and development of new and innovative programmes and projects with relevant units in the CO, partners and donors by ensuring compliance with donor interests and requirements, as well as IOM standards, and are aligned to the IOM’s Strategic Results Framework. Ensure the review and endorsement of concept notes and proposals on IOM’s relevant software application.&nbsp;</li><li>Conduct research on donor priorities, funding cycles, and emerging trends; provide strategic advice to senior management and country offices on resource mobilization opportunities and risks; maintain updated donor databases and resource mobilization tools.</li><li>Organize fundraising activities, such as donor briefings and presentations or joint donor events with relevant internal stakeholders.</li><li>Develop a comprehensive mapping of existing partnerships, highlighting areas of collaboration, funding sources, and strategic alignment, in view of identifying gaps and opportunities for further engagement.</li><li>Develop guidance materials, templates, and training sessions to build internal capacity for fundraising, at RO and CO level.</li><li>Collaborate with the Communications Teams to produce donor-focused materials showcasing IOM’s impact; ensure visibility of IOM’s resource mobilization efforts through reports, success stories, and digital platforms.</li><li>Track progress against resource mobilization targets and prepare donor-specific reports; evaluate and adjust strategies based on performance and evolving donor landscape.</li><li>Perform such other duties as may be assigned.</li></ol>",
