About the contract: The work performed through this contract is in support of the Naval Operational Architecture with a specific focus on the Command and Control (C2) and Intelligence, Surveillance, and Reconnaissance (ISR) components. The scope of work includes delivering systems engineering, cybersecurity, DevSecOps, and AI/ML support services to enhance distributed maritime operations. PMAT’s efforts will contribute to improve the performance of advanced algorithms and software used across multiple warfighting domains. Key highlights of the contract include: A five-year contract, requiring over 1.6 million man-hours. Total contract value of $211 million. Support for critical components of distributed maritime operations. This includes providing the capability to improve the performance of algorithms and software employed across warfighting domains and discovering, cataloging, and exchanging data across echelons and security levels. Autonomy : This leverages the NOA for delivering connective tissue to support mission autonomy for a hybrid fleet of manned and unmanned vehicles in Distributed Maritime Operations, including developing and providing the capability to observe, share observations, rate, and improve performance of algorithms and deploy software employed across unmanned, autonomous platforms and warfighting domains. Model Based Systems Engineering (MBSE) : Using a common model to support a data-driven systems engineering lifecycle. It provides system-of-systems decisional information to Navy acquisition, technical, and investment leadership throughout the engineering lifecycle. NOA Chief Engineer (CHENG) engages in technical analysis to support efforts for future epics and the Program Objective Memo (POM) prioritization. Cyber Security & Information Assurance : With Technology consistently evolving, Cybersecurity for the NOA must provide coordination, planning, problem-solving, and implementation of all requirements to achieve integration of cybersecurity necessities to deliver, execute, and provide oversight for the NOA cyber defense architectures, processes, standards, and specifications. The Cybersecurity pillar will perform systems of systems engineering reviews of systems in multiple stages of the acquisition lifecycle to establish secure, assured, manageable, and usable computing platforms and components, network hardware, and cloud-related technologies throughout the United States Navy (USN). Infrastructure : Focuses on enabling the proper DevSecOps (DSO) best practices and processes for software development and generating the required development artifacts to support continuous cyber accreditation. The pillar also provides digital twins—virtual representations of production environments in the cloud or on-premises hardware—in support of full functional and performance testing prior to deployment to production. Each of these efforts is important to maintaining the cATO for software developed through the OSA. In addition, the infrastructure pillar is responsible for delivering the OM Digital Platform (ODP). The ODP is a scalable Platform as a Service (PaaS) instance for deployment to the USN tactical edge nodes. The proper design and implementation of the ODP will ensure software produced in the OSA can be distributed over the air to various USN platforms and be fully functional upon automated installation by fleet users. Networks : Is tasked with delivering high-fidelity software-defined networks of networks that integrate current and future networks and radio frequency (RF) communication pathways into a seamless communications system. The Navel Tactical Grid (NTG) system implements the NOA and provides and distributes an efficient, agile, and expeditious communications and information exchange system for the Navy. This system will support and enhance the Navy's warfighting capabilities by enabling interoperability between disparate systems and creating a holistic operational environment that brings together Surface, Sub-surface, Airborne, Unmanned, and Shore platforms. The Networks Pillar is focused on three basic tenants: Inter-Service Information Exchange, Communications Resiliency and Interoperability, and Integrated Software-Defined Network of Networks. The Network Pillar is tasked with determining NTG requirements and technical solutions and applying them to specific target platforms and information exchange requirements. The Pillar works with current Programs of Records to define aligned platform architectures and acquisition roadmaps that result in delivering the NTG's capability in a timely manner. Key to the NTG is implementing routing technology that can adapt to environmental changes via automated or manual reconfiguration by managing all communications resources as a centralized holistic capability. Data : The NOA's data architecture includes requirements for delivering data services for enhanced distributed maritime operations. The Warfighting Data Service (WDS) allows information sharing across the warfighting domain and contains functions for discovering, cataloging, and exchanging data across echelons and security levels. As a DoN enterprise data solution, WDS provides authoritative data to various personas, primarily for use in AI/ML, un-crewed/autonomous vehicles, and Battle Management Aids (i.e., software applications). The data architecture includes ingesting, transformation, cleansing, labeling, curation, storage, distribution, federation, cataloging, analytics, and discovery capabilities. The WDS data fabric is designed to be portable, scalable, and deployable in denied, disconnected, intermittent, and low-bandwidth (DDIL) environments and follows an unconstrained and flexible modular open data fabric design. WDS utilizes commercial open-source and off-the-shelf software, is highly secure, available, extensible via service mesh, and accessible via open application program interface (API) standards. Warfighting Tools and Analytics (WTA) : Delivers tools (e.g., Decision and Battle Management Aids (BMA) applications) to DON assets using the OSA DSO pipeline and directly coordinate with Navy warfare development commands. WTA works with the Digital Warfare Office (DWO), Warfare Development Centers (WDCs), War Department Intelligence (WDI), and Fleet Operators to identify capability gaps or needs. WTA then identifies the tool or development effort required to fill that capability gap, resources or coordinates the resourcing of any needed development, and oversees the navigation of software applications through the OSA pipeline to enable rapid deployment to OM digital platforms. Education and Certification Requirements: Bachelor’s Degree, STEM Citizenship and Clearance requirement: US Citizenship required. Active Secret clearance required; active TS SCI clearance required in most cases Location: San Diego, CA. and DC area.  Most positions are onsite, some onsite with flexible schedule and very few remote. Work Environment: NAVWAR and PMAT offices as needed.  In some cases, work in a government facility may be required. Travel may be required for customer engagement, team coordination, and potentially for business development. The Warfighting Data Service (WDS) allows information sharing across the warfighting domain and contains functions for discovering, cataloging, and exchanging data across echelons and security levels. As a DoN enterprise data solution, WDS provides authoritative data to various personas, primarily for use in AI/ML, un-crewed/autonomous vehicles, and Battle Management Aids (i.e., software applications). The data architecture includes ingesting, transformation, cleansing, labeling, curation, storage, distribution, federation, cataloging, analytics, and discovery capabilities. The WDS data fabric is designed to be portable, scalable, and deployable in denied, disconnected, intermittent, and low-bandwidth (DDIL) environments and follows an unconstrained and flexible modular open data fabric design. WDS utilizes commercial open-source and off-the-shelf software, is highly secure, available, extensible via service mesh, and accessible via open application program interface (API) standards.</span></span></p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt\"> </span></p>\n<p><span style=\"font-family: arial, helvetica, sans-serif; font-size: 12pt\"><span style=\"color: rgb(34, 34, 34); font-weight: bold\">Warfighting Tools and Analytics (WTA)</span><span style=\"color: rgb(34, 34, 34)\"><span style=\"font-weight: bold\">:</span> </span><span style=\"color: rgb(34, 34, 34)\">Delivers tools (e.g., Decision and Battle Management Aids (BMA) applications) to DON assets using the OSA DSO pipeline and directly coordinate with Navy warfare development commands. WTA works with the Digital Warfare Office (DWO), Warfare Development Centers (WDCs), War Department Intelligence (WDI), and Fleet Operators to identify capability gaps or needs.
