The Program Manager will be responsible for strategic planning, resource allocation, financial oversight, and ensuring successful execution of all program activities in alignment with Government objectives and contractual requirements. This role requires a proven leader with exceptional management, communication, and problem-solving skills who can thrive in a fast-paced, mission-driven environment.<br><br><u>Responsibilities:</u><ul><li>Allocate resources (staffing, facilities, and budgets) on the contract&#160;</li><li>Review and approve all earned value, Estimate to Complete, Funds and Man-hour Expenditure Report, or other financial reports as appropriate&#160;</li><li>Review and allocate management reserve within contractual limits&#160;</li><li>Ensure cross-discipline integration within the contract to meet Government needs&#160;</li><li>Act as primary technical liaison with vendors, and Government stakeholders to ensure program alignment and success</li><li>Work with the higher-level program manager, if applicable, to provide effective and efficient management of the contractor's effort&#160;</li><li>Review and propose the Integrated Program Baseline (or resource loaded schedule) to the Government&#160;</li><li>Review risk and risk mitigation activities and allocate budgets for the same&#160;</li><li>Prepare accurate forecasts of program financial performance and implement corrective actions as needed</li><li>Train, mentor, and supervise personnel while maintaining responsibility for staff development and performance management</li><li>Prepare program status reviews and other formal reviews to be presented to the Government PM&#160;</li><li>Ensure the timely recruitment and training of program staff - both direct and indirect&#160;</li><li>Review all financial and technical reports before release to the Government&#160;</li><li>Communicate issues and solutions to the Government PM in a timely and transparent manner&#160;</li><li>Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff&#160;</li><li>Coordinate the preparation of Request for Information (RFIs) or Request for Proposal (RFPs) the Government PM&#160;</li><li>Develop and implement Quality Assurance Programs for all products and services delivered under program scope</li><li>Provide Contractor input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews as appropriate&#160;</li></ul><br><u>Required Skills:</u><ul><li>Must be a U.S. Citizen</li><li>Active TS/SCI clearance</li><li>Fifteen (15) years of experience in operations and personnel management, program management or project management with cybersecurity programs</li><li>Bachelor's degree in Engineering, Business Administration, Computer Science,&#160;Information Systems, Cybersecurity, Information Technology,&#160;or related discipline</li><li>Master's degree preferred</li><li>PMP, FAC-P/PM Mid-Level, or&#160;DAWIA&#160;Level 2 certification in Program Management</li><li>Demonstrated experience with cybersecurity programs,&#160;to include an understanding of cybersecurity principles and technologies&#160;</li><li>Experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting</li><li>Experience managing various multi-award IDIQ with multiple subcontractors and coordinating/collaborating with Government personnel</li><li>Demonstrated experience in the management and control of funds and resources using complex reporting mechanisms</li><li>Experience with multi-task contracts and subcontracts of various types and complexity</li><li>Experience developing and managing budgets</li><li>Experience participating in pricing strategies, supporting preparations of cost volume narratives, risk assessments, business case analyses, and audit responses</li><li>Must be able to effectively communicate with leadership/customers</li></ul><br><strong><u>Compensation Range</u>:&#160;$165,000 - 195,000</strong><p>_____________________________________________________________________________________________________</p>\n\n<p><em><span style=\"font-size:14px\"><span style=\"font-family:Times New Roman,Times,serif\">Compensation ranges encompass a total compensation package and are a general guideline only and not intended as a guaranteed and/or implied final compensation or salary for this job opening.
