Job Purpose: The Construction HSE Senior Team Member is responsible for supporting the development and implementation of robust HSE systems and processes tailored to the construction of petrochemical plants. This role ensures site safety compliance, effective risk management, and proactive incident prevention by executing safety procedures, conducting audits, and coordinating emergency preparedness. The Senior Team Member collaborates with stakeholders to maintain alignment with safety standards, assists in managing contractor compliance, and supports team development through targeted training and competency evaluations, contributing to a safe and compliant construction environment. Responsibilities Construction HSE Senior Team Member-PETCHEM HSE Management and Assurance: Support the establishment of HSE processes by assisting the HSE Head, HSE Lead, and Construction Head in developing safety procedures tailored to the new business. Lead the implementation and establishment of the HSE System within the area of control by executing safety processes and guidelines. Assist in the development of safety SOPs by providing inputs to the HSE Lead and Construction leads, ensuring alignment with statutory norms and group safety standards. Support regulatory compliance by assisting in the development and management of a project-specific HSE Plan as part of the EHS Management System. Ensure effectiveness of HSE practices by supporting the planning and conducting of HSE assurance audits and contributing to the development of a risk assessment framework for construction activities. Enhance site readiness and compliance by supporting HSE induction for new joiners and coordinating procurement needs, including PPE kits. Safety Management and Compliance: Ensure contractor compliance with safety policies , and ensure periodic/post contractor evaluation by monitoring and supporting adherence to safety measures across the site. Support the development and maintenance of safety standards by contributing to the creation of safety protocols in line with statutory requirements and ensuring accurate documentation. Ensure preparedness for emergencies by assisting in the development and implementation of the Emergency Response and Disaster Management Plan (ERDMP) according to guidelines. Support comprehensive fire and safety coverage during pre-commissioning, commissioning, and startup activities by aiding in the planning and execution of necessary measures. Assist in achieving a safe working environment by supporting the execution team in conducting risk assessments for construction, pre-commissioning, commissioning, and startup phases. Promote safe practices at the job site by implementing safety measures, monitoring adherence, and supporting corrective actions as necessary. Manage safety incidents effectively by responding to employee concerns, conducting investigations of accidents and near-misses, and implementing preventive measures. Minimize incident recurrence by assisting in incident investigations and supporting the implementation of targeted interventions. Ensure timely closure of safety observations and Safety Samwaad sessions at the site in coordination with respective Line Managers. Conduct Contractor Safety Committee and AIC meetings as per the Site HSE Governance Structure. Perform Safety Risk Field Audits, Permit to Work reviews, and LSSR audits, sharing non-compliances with respective Line Managers for closure. Stakeholder Management: Facilitate effective communication with stakeholders by interacting with internal teams, legal authorities, HSE bodies, clients, subcontractors, and training institutes to ensure alignment on safety standards. Support stakeholder updates by organizing and conducting site HSE Committee meetings and presenting safety updates at management forums such as Monthly Review Meetings and Fire and Safety Committee meetings. Promote incident prevention by sharing lessons learned from past incidents. Achieve compliance with Corporate requirements through timely monthly HSE MIS and CVF reporting. Enhance safety management outcomes by supporting digital safety initiatives via the SAFEX Portal. Team Management: Support compliance with health and safety laws by organizing and delivering First Aid training and monitoring adherence by all employees, associates, and contractors. Enhance team skills by identifying HSE training needs, organizing specific HSE training sessions, and monitoring First Aid activities. Identify and address training requirements for HSE Engineers in coordination with the HSE Head and HSE Lead. Evaluate and approve HSE competencies by assessing the performance and competencies of contractors and subcontractors. Foster employee engagement and strengthen succession planning by implementing targeted initiatives. Ensure timely completion of eLMS to support continuous learning and development. Key Stakeholders - Internal Quality Control Department Safety Department Material/Store Department Contracts Department HSE Department Key Stakeholders - External Contractors PMC Consultants Clients Statutory Authorities Qualifications Educational Qualification: Bachelor's / Diploma degree in Engineering or a related area required. Work Experience (Range of years): 10-15 years of relevant work experience in the Petrochemical / Oil & Gas industry.
