    "ExternalDescriptionStr": "<p><span><strong>Position Summary</strong></span></p><p><span>Works under minimal supervision of an assigned supervisor or team leader to mine data for analysis and convert business problems to detailed reports, logical flowcharts, and code into computer language in the Shelby County Sheriff’s Office.</span></p><p><span>Pay Grade: 54</span></p><p><span>Salary Commensurate with Experience and Education</span><br>&nbsp;</p><p><span><strong>Minimum Qualifications</strong></span></p><ul><li><span>Two (2) years of application development experience on Windows-based and/or UNIX/Linux-based computer systems; AND</span></li><li><span>Associate’s degree from an accredited college or university in information technology, computer engineering technology, or other computer science related degree; OR</span></li><li><span>An equivalent combination of related education and/or experience.</span></li><li><span>Knowledge and/or experience with relational databases, SQL, JAVA, HTML, Java Server Pages, Servlets, JavaScript, and application servers is preferred.</span></li><li><span>PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.</span><br>&nbsp;</li></ul><p><span><strong>Duties and Responsibilities</strong></span></p><ul><li><span>Prepares and documents functional, test, program, and data record specifications.</span></li><li><span>Prepares reports, views, system flow charts and logic diagrams describing existing and proposed application programs and systems.</span></li><li><span>Codes, debugs, documents, tests application programs, and prepares system test scripts.</span></li><li><span>Performs data mining of various application databases to support analysis of data and GIS functions.</span></li><li><span>Reviews developed application programs and system test results with Analysts and/or customers.</span></li><li><span>Performs unit and system-level testing in accordance with established procedures.</span></li><li><span>Consults with system users and development groups on test results.</span></li><li><span>Participates in all phases of application preparation for real time, online, or batch systems.</span></li><li><span>Works on functional specifications for slightly complex systems or scenarios with technical direction from senior staff.</span></li><li><span>Performs other related duties as required or directed.</span><br>&nbsp;</li></ul><p><span><strong>KSAs</strong></span></p><ul><li><span>Knowledge of hardware, software, and systems application development techniques using SQL and Java or .NET.</span></li><li><span>Knowledge of ESRI Mapping Software products for implementation, design and maintenance.</span></li><li><span>Knowledge of web technologies to maintain and develop web sites.</span></li><li><span>Knowledge of Crystal Reports and SQL Views.</span></li><li><span>Ability to apply technical knowledge and computer science principles in the design of major software systems.</span></li><li><span>Ability to interpret and convert business problems to computer language.</span></li><li><span>Knowledge of business theory and principles, and ability to understand business problems and devise appropriate computer-based solutions.</span></li><li><span>Knowledge of test procedures and documentation standards and the application of same to all system designs.</span></li><li><span>Ability to communicate technical information to peers, as well as communicate at a business level with users.</span></li><li><span>Knowledge of Windows operating system and optionally UNIX operating systems.</span><br>&nbsp;</li></ul><p><span><strong>Special Requirements</strong></span></p><ul><li><span>Must possess a valid Tennessee driver’s license or secure one by date of employment.</span></li><li><span>Must be able to obtain and maintain a TIES (Tennessee Information Enforcement System) certification.</span><br>&nbsp;</li></ul><p><span><strong>Disclaimer</strong></span></p><p><span>This position is subject to a background check for any convictions that have a substantial relationship to potential job duties.
