Description Reporting to the Manager of Enforcement Services, this leadership role is central to the efficient and effective delivery of enforcement operations across Strathcona County. The Enforcement Services Operations Supervisor leads a small administrative support team while providing hands-on operational and administrative support that ensures services run smoothly and to a high standard. This position plays a key role in supporting investigations, guiding Community Peace Officers, and overseeing court-related processes, while ensuring all enforcement files meet County bylaws, provincial legislation, and Alberta Public Safety and Emergency Services requirements. With a strong focus on continuous improvement, collaboration, and service excellence, this role also champions organizational values through consistent, accountable, and solution-focused leadership. Key Responsibilities: Monitor patrol activities and special events across Strathcona County to ensure a consistent and effective enforcement presence Oversee Community Response Teams, including OHV, Drone, CVSA, Bike Patrol, Emergency Management, Search and Rescue, Guard of Honour, and Child Seat Inspectors, ensuring readiness, proper equipment, and coordinated service Respond to citizen complaints involving potential infractions of Alberta statutes or County bylaws, including creating/reviewing County Connect responses to ensure timely, professional, and accurate communication with residents Engage with complainants and involved parties to gather information, assess the validity of complaints, and determine appropriate enforcement or compliance actions Conduct internal investigations and reviews in accordance with Public Safety and emergency Services policies Participate in bylaw review and development, in collaboration with the Legislative Legal and Procurement (LLP) branch Review, update, and maintain departmental policies and procedures (eg: Traffic Safety Plan, Annual Report to Director of Law Enforcement) to ensure legislative compliance, organizational alignment, and operational effectiveness Oversee training requirements for new and existing staff, track mandatory certifications, monitor expirations, and ensure ongoing compliance for staff Assist with fleet management and vehicle maintenance, as well as uniform management including the use and replacement of uniforms, kits, and clothing within approved budgets Prepare and manage the annual officer schedule to ensure effective service delivery and promote work life balance for staff Manage operational records, ensuring accuracy, compliance, retention, and strong documentation standards Serve as the primary contact for Emergency Management and OHS, monitor safe work practices, coordinate required safety documentation, participate in monthly meetings, and ensure compliance through regular audits and follow up action Support organizational planning and reporting, including system updates, professional report preparation, and contributions to department-wide planning Lead and manage administrative staff to best support officers and operational requirements Qualifications and Skills: Post secondary Diploma or Degree in a recognized Public Security/Police program with at least 5 years experience in a law enforcement environment; equivalent combinations of education, experience and training may be considered Leadership and supervisory experience in fostering staff development, providing support, and promoting knowledge sharing across teams Possess or ability to acquire Community Peace Officer Level 1 appointment Experience utilizing a variety of enforcement tools (dog poles, two-way radios, radar, laser, OC spray, baton, hand cuffs) Extensive knowledge of Strathcona County Bylaws, the Alberta Traffic Safety Act, and related Regulations and Provincial Statutes Knowledge of the court system, including documentation, presentation, and testimony Possess or ability to acquire the Self Defence and Control Tactics, Animal Control Tactics and Emergency Vehicle Operations training Strong animal apprehension handling skills are considered an asset Political acumen with advanced written and verbal skills to effectively message, negotiate, and support the departments goals and vision Ability to build collaborative partnerships with external partners, County departments, the RCMP, frontline officers, and leadership Strong commitment to Strathcona County’s Corporate Values, professionalism, and community engagement Act as a positive ambassador for Strathcona County Demonstrated proficiency in SharePoint, Microsoft Office suite and related software and computer equipment Conditions of Employment: Must be able to obtain or provide proof of successful completion of the Physical Abilities Readiness Evaluation (P.A.R.E.) physical standard test (with a completed time below 4 minutes and 45 seconds) Currently possess or ability to acquire RCMP Enhanced Reliability Security Clearance Valid Alberta Class 5 Driver’s license and submission of a 5-year Driver’s Abstract with less than 7 demerits WHMIS, Advanced First Aid and CPR Certification Must be able to wear a full-face respirator while on duty Ability to work varied shifts including days, evenings, nights, weekends, and statutory holidays Who We Are: Strathcona County is a specialized municipality located in the heart of Alberta.
