Description The Second Judicial District seeks to fill a full time Treatment Courts Coordinator position. This position will serve as coordinator for two of the four treatment courts in the Second Judicial District. The four treatment courts in the Second Judicial District are: Mental Health Court, DWI Court, Veterans’ Treatment Court, Adult Substance Abuse Court. This is responsible, professional level work which involves extensive planning and organizing. This position works collaboratively with judges and justice partners on a wide range of organizational issues such as operational efficiency, compliance with best practice standards and internal and external quality assurance. Position may take part in statewide and county work groups. In addition to being an expert on treatment court best practices, efficiency, and effective operations on a system wide basis, the position also ensures that staff is properly and thoroughly trained and operating efficiently and effectively in their respective courts. Responsibilities include the coordination of all aspects of assigned courts, including grant management, applying for and reporting on grants, either as a secondary or primary responsibility; overseeing and following procurement processes for treatment court spending; and participating in the coordination of treatment court contracts. Gathers participant demographic and criminal case data for use in long term outcome studies and gathers other information as needed for research and evaluation needs. This position establishes/reviews court procedures and creates new forms. Work is performed under the general supervision of the Treatment Courts Supervisor, Behavioral Health Unit Administrative Manager, Civil & Behavioral Health Division Administrator, District Court Administrator, and judges following Minnesota statutes, court rules and policies, and generally accepted professional guidelines and procedures. Work will be conducted in a hybrid environment which includes a mix of remote and in-person work at the Ramsey County Courthouse located in downtown St. Paul, Minnesota, as business need requires. Access to a reliable internet connection is required for remote work. Responsibilities The following are examples of major job duties expected of this position. Serves on and coordinates treatment court teams. Plans, implements, administers, and monitors the daily activities of assigned treatment courts. Attends and facilitates case staffing meetings, court hearings and various team meetings. Consults with treatment court judges and supervisor on a wide range of organizational and managerial issues, including but not limited to internal and external quality assurance, compliance with recognized best practice standards and efficiency. Collaborates with justice partners to coordinate programs for participants. Coordinates expenditures for assigned courts. Applies for grants, completes and submits quarterly grant reports to various funders. Maintains databases on treatment court referrals and participants. Ensures that all procurement and grant policies, best practice standards, as well as other relevant policies, are followed. Provides coverage for other Treatment Court Coordinator and their assigned courts, as needed. Organizes and coordinates training for treatment providers and team members. Maintains cooperative relationships with team members including judges, treatment agencies, community organizations, attorneys’ offices, community corrections, social services, the Department of Public Safety, and other justice partners. Attends and participates in conferences, meetings, and committees as a 2nd District treatment court representative. Facilitates community presentations, offsite events, coordinates community service, promotes team integrity, develops community resources. Assists in docket development and facilitation of case scheduling and case flow. Prepares reports to court, state and county agencies. Participates in maintaining an accounting and auditing system with respect to grant funds and incentives. Administers evaluations, reviews client files, and conducts initial screenings to identify participant eligibility for treatment court. Collects and maintains relevant data including inputting into spreadsheets and case management data systems. Additional duties include strategic action planning for treatment courts improvement; monitoring of meeting goals, objectives, and timelines; provide monitoring and contractual service quality assurance. Minimum Qualifications The Minnesota Judicial Branch recognizes the diverse set of skills, strengths, and attributes that an individual may bring into a role. Knowledge, Skills, and Abilities Ability to communicate effectively, both orally and in writing. Ability to establish rapport with people experiencing mental health and/or chemical health issues. Ability to establish rapport with and manage conflicts within a diverse team of professionals. Ability to be called in to work on-site with short notice and ability to travel to other work locations as required. Preferred Qualifications Two or more years' experience working on a treatment court team, preferably as a coordinator. Experience with grant applications and grant management. Knowledge of programs and resources available for chemical dependency treatment and/or other mental health options. Knowledge of programs and resources available for specialty court ancillary services. Knowledge of the habits and actions of people with mental health and chemical health issues. Working Conditions Work is performed primarily in an office setting, courtroom or at a public counter. Work involves contact with persons who may be angry, abusive or threatening. The need to work under pressure in a fast-paced environment while maintaining a calm demeanor and high level of accuracy. Remote work must be conducted in an environment conducive to completion of tasks. Physical Demands Work is essentially sedentary with occasional walking, standing, bending, and carrying items up to 25 pounds. Some assignments may require periods of extended sitting, standing or computer use. Rate of Pay The expected starting salary range is $31.84/Hr ($66,481/Yr) - $40.59/Hr ($84,751/Yr). This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.
