Description
The Director of CCBHC Services provides strategic guidance and operational oversight of Certified Community Behavioral Health Clinic services, ensuring quality, compliance, and performance excellence. This role drives population health initiatives, strengthens community partnerships, and ensures full compliance with federal, state, and CCBHC program standards. The Director is responsible for advancing Lighthouse’s mission to deliver equitable, integrated behavioral health care across southern Oklahoma.
As the Director of CCBHC Services, you will utilize the Comprehensive Health Integration Framework as a tool to guide implementation and further development of physical health and behavioral health integration across Lighthouse. You will lead Lighthouse in the development of clinical pathways for identified physical and behavioral health issues. You will utilize ODMHSAS’s CCBHC manual to understand required elements of a CCBHC and identify gaps and provide input into CCBHC fidelity, Lighthouse Policy and Procedure, Core Program Standards. This position will utilize data to drive decision-making for performance improvement within the CCBHC model of care.
Key Responsibilities
Strategic Leadership & Program Management
Provide visionary leadership for the CCBHC model in an effort to guide growth, sustainability, efficiency and innovation.
Develop and implement strategic plans aligned with Lighthouse’s Desired Future, programmatic goals and clinical behavioral health priorities.
Works with Lighthouse leaders to develop clinical pathways to utilize for integrated care.
Provide guidance in the improvement of workflows to address holistic healthcare through care coordination to individuals with behavioral and physical health issues, including those receiving crisis services .
Oversees and administers all elements of CCBHC grant projects. Develops and annually updates a CCBHC sustainability plan
Population Health & Clinical Outcomes
In collaboration with the Chief Clinical Officers of Outpatient and Crisis Services,
Designs and oversee population health strategies that address behavioral and physical health needs across diverse communities utilizing Health Information Exchange tools.
Use data analytics and performance metrics to identify high-risk populations and prioritize interventions that improve outcomes.
Foster cross-sector collaborations with primary care, public health partners, community organizations, and social service agencies to advance integrated care.
Promote evidence-based practices that reduce disparities and improve access, engagement, retention, and health outcomes.
Monitor performance regarding care coordination, integrated care and population health management.
Compliance & Regulatory Oversight
In collaboration with the Chief Clinical Compliance Officer,
Ensure compliance with CCBHC standards, Oklahoma Department of Mental Health and Substance Use Services (ODMHSAS), Oklahoma Health Care Authority (OHCA) requirements, and other relevant regulations to include policies, procedures, and required plans.
Maintain readiness for CCBHC certification reviews, audits, and reporting.
Quality Improvement
Participates in continuous quality improvement initiatives using data-driven performance measurements.
Receives feedback and provides input into performance improvement plans and audit outcomes.
Lead workgroups of Lighthouse leaders to discuss gaps in services based on ODMHSAS requirements. Workgroups may identify areas for improvement, necessary changes, and goals for service delivery based on data and reporting.
Utilizes the Comprehensive Health Integration (CHI) Framework to assess Lighthouse’s current practices and areas for quality improvement.
Tracks and oversees managed-care entity quality rewards.
Workforce Development
Works with training department to develop staff straining specific to CCBHC philosophy and CCBHC concepts including, but not limited to, care coordination, crisis planning, population performance, outreach and engagement, and integrated care standards. May participate in the delivery of training to Lighthouse team members.
Promote ongoing education, training, and professional growth in trauma-informed care, integrated care models, and compliance standards.
Cultivate a collaborative, supportive, and high-performing work environment.
Collaboration and Community Relationships
Monitors MOU’s with community partners according to SAMHSA and ODMHSAS requirements. Works with outpatient leaders to develop relationships in the community to obtain desired MOU’s.
Participates in quarterly meetings and value-based performance meetings with managed care entities.
Conducts community needs assessments every 3 years.
Qualifications
Required Qualifications
Education Completion of the curriculum requirements of a Master’s degree in a mental health or substance abuse related field from an accredited university.
Oklahoma State Licensure as a Licensed Professional Counselor, Licensed Behavioral Practitioner, Licensed Marriage and Family Therapist, Licensed Clinical Social Worker, or Licensed Alcohol and Drug Counselor.
Preferred Experience:
Demonstrated experience overseeing compliance with regulatory requirements, quality improvement, and integrated care models.
Experience working within CCBHC frameworks, Medicaid or Managed Care systems, and behavioral health policy preferred.
Experience with Oklahoma behavioral health systems, OHCA requirements, and state-level CCBHC implementation.
Background in value-based care or alternative payment models.
Skills:
Strong leadership, communication, and interpersonal skills.
Proficient and/or able to learn regulatory compliance, risk management, and quality assurance.
Ability to build effective partnerships with community, governmental, and healthcare stakeholders.
Thorough skill in exercising good judgement in analyzing situations and making decisions; in organizing and presenting facts and opinions clearly and concisely, both orally and in writing; in establishing and maintaining effective working relationships with other Lighthouse team members; and in organizing and conducting projects simultaneously.
Ability to understand and follow complex oral and written instructions and technical or legal terminology.
Must have strong attention to detail and enjoy the ability to provide in-depth analysis, accuracy and precision to assigned tasks. Must have strong critical thinking and problem-solving skills.
