    "ExternalDescriptionStr": "<p>Vice President - Engineering Vendor Program Office</p>\n<p>Level: Senior Associate or Junior Vice President (6-10 years of experience)</p>\n<p>Function: Project/Program Manager</p>\n<p>Location: Toronto or Dallas</p>\n<p>Division: CPM</p>\n<p>MORE ABOUT THIS JOB</p>\n<p>The&nbsp;Corporate Planning &amp; Management (CPM)&nbsp;Division unifies Finance &amp; Planning, Spend Management, Operational Risk and Resilience, and CPM Engineering teams to deliver business planning and analytics, expense management, third party risk management, and governance strategies across the firm.&nbsp;</p>\n<p>Team Overview and Job responsibilities will include, but are not limited to:&nbsp;&nbsp;</p>\n<p>The Engineering Vendor Program Office is a strategic governance function that ensures the firm’s technological investments are optimized, scalable, and aligned with the&nbsp;OneGS strategy. As a VP, you will not only facilitate selection but&nbsp;help lead the firm-wide technology strategy, ensuring that 90%+ of technology spend is routed through a centralized governance process that directly supports the CIO/CTO long-term vision.</p>\n<p>Key Responsibilities:&nbsp;</p>\n<ul>\n <li>Execute end-to-end governance frameworks for third-party software, hardware, and infrastructure, ensuring traceability in executive decision-making.</li>\n <li>Drive multi-million-dollar cost-efficiency initiatives through strategic vendor consolidation, platform optimization, and TCO analysis.</li>\n <li>Act as a lead technology advisor to business units (Global Markets, Wealth Management, etc.), delivering executive-ready business cases for engagements exceeding $1 million.</li>\n <li>Lead weekly steering forums with the CIO, CTO, and Product Finance to define vendor-consolidation KPIs and multi-year migration roadmaps.</li>\n <li>Drive firm-wide adoption of governance processes through executive roadshows and strategic communication, scaling the function across new software, renewals, and infrastructure.</li>\n</ul>\n<p>Required Qualifications: &nbsp;&nbsp;</p>\n<ul>\n <li>Bachelor’s degree in Computer Science, Mathematics, Engineering or related technical discipline</li>\n <li>Must have 6 plus years of experience in Technology Governance, Strategic Sourcing, or Technical Program Management within a global financial institution.</li>\n <li>Strong analytical and problem-solving skills, pay attention to detail and demonstrates appropriate financial/analytical skills.&nbsp;</li>\n <li>Facilitating conflict resolution and building consensus within a geographically distributed team.</li>\n <li>Communicating effectively with technical and non-technical stakeholders within the context of a software development project and program.</li>\n <li>Planning and helping manage risks, issues, and program deliveries.</li>\n <li>Proven track record of leading large-scale technology transformation or governance programs in a global financial institution&nbsp;</li>\n <li>Extensive experience presenting to and influencing C-suite stakeholders (CIO, CTO, Divisional Heads)</li>\n <li>Experience and understanding of broad range of third-party software and hardware technology</li>\n <li>Experience in technology products, especially AI solutions, is a plus</li>\n</ul>\n<p>Other Qualifications:</p>\n<ul>\n <li>Ability to translate complex technical roadmaps into business-aligned strategies and financial outcomes.</li>\n <li>Strong analytical, problem-solving skills with a demonstrated understanding of program management processes, artifacts and tools.</li>\n <li>Excellent communication skills including experience speaking to technical and business audiences and working globally.</li>\n <li>Functional knowledge of business management capabilities (OKRs, program management, vendor management, financial planning and analysis).</li>\n <li>Experience in major product/vendor management applications (i.e., Jira, Confluence).</li>\n <li>Experience exploring and leveraging technology research tools and companies (e.g. Gartner, Forrester).</li>\n <li>Proven experience in process improvement projects and tools.&nbsp;</li>\n <li>Strong sense of detail and urgency, with the ability to motivate others to deliver.</li>\n <li>Self-motivated individual that possesses excellent time management and organizational skills.</li>\n <li>Understanding of software development lifecycle best practices.</li>\n <li>Exceptional written and verbal communication skills, with the tenacity to challenge the status quo in executive negotiations.</li>\n <li>Proven ability to navigate uncertainty and influence cross-functional teams without direct authority in a high-pressure environment.</li>\n</ul>",
