In addition to leading projects, the applicant will support the development and maintenance of client relationships; pursue prospective projects; develop proposals, scopes, and budgets; train and mentor staff; and develop and maintain internal standards of practice. The qualified candidate will perform both traditional and specialized services characteristic of LWA. The successful candidate will lead professional staff on projects that may include:</p><ul id=\"isPasted\"><li id=\"isPasted\">Permit reissuance and compliance support for National Pollutant Discharge Elimination System (NPDES) permits, Waste Discharge Requirements (WDR), and Water Recycling Requirements (WRR);</li><li>Local, state, and federal regulatory and policy evaluation;</li><li>Communication and negotiations with regulatory agencies;</li><li>Long-range strategic planning for wastewater and recycled water agencies;</li><li>Reviewing and authoring technical reports, memoranda, and comment letters;</li><li>Preparing Title 22 Engineering Reports for recycled water projects (requires ability to read design documents/plans, knowledge of wastewater treatment processes);</li><li>Special studies such as antidegradation analyses, water quality impact evaluations, and dilution and mixing zone modeling;</li><li>Conducting regulatory and/or technical presentations for regulatory agencies, municipal governments and boards, and other stakeholders;</li><li>Supporting clients with enforcement proceedings;</li><li>Related civil/environmental engineering and environmental science projects.</li></ul><h2 id=\"isPasted\">Highly Desirable Skills</h2><ul><li>Possess a valid license as a Professional Engineer in the State of California (or able to obtain a reciprocal California P.E. license immediately);</li><li id=\"isPasted\">Knowledge of water quality control principles and physical, biological, and chemical factors relating to control of water pollution and management of surface water and groundwater resources;</li><li>Understanding of wastewater master planning;</li><li>Knowledge of wastewater rate studies;</li><li>Experience with wastewater treatment systems and design;</li><li>Experience negotiating wastewater discharge and recycle water permits;</li><li>Understanding of and experience with water quality regulations, policy analysis, and compliance including familiarity with the Clean Water Act, the Porter Cologne Act, regional basin plans, and Uniform Water Recycling Criteria (Title 22, Chapter 3);</li><li>Familiarity and experience working with the California State Water Resources Control Board and Regional Water Quality Control Boards.</li></ul><h2 id=\"isPasted\">Highly Desired Characteristics</h2><ul><li>Excellent work ethic, integrity, and maturity;</li><li>Strong critical, strategic, and creative thinker with exceptional interpersonal communication skills;</li><li>Organized;</li><li>Self-directed and motivated;</li><li>Receptive to direction and constructive feedback;</li><li>Ability to lead or contribute as part of a highly functioning team;</li><li>Ability to work independently;</li><li id=\"isPasted\">Excellent writing skills with exceptional attention to detail;</li><li>Productive in a service-oriented business environment.</li></ul><h2 id=\"isPasted\">Minimum Qualifications</h2><ul><li>A bachelor&rsquo;s degree in engineering, environmental science, or related field; a master&#39;s degree is preferred but not required.</li><li>At least five (5) years of increasingly responsible work experience in the wastewater field, including at least two (2) years of project management experience.</li></ul><h2 id=\"isPasted\">What We Offer</h2><ul type=\"disc\" id=\"isPasted\"><li>Ample opportunities to play multiple roles, work on diverse projects, and identify and lead initiatives that contribute to LWA&rsquo;s success;</li><li>A culture that encourages employees to leverage their unique skills in achieving the company&rsquo;s goals;</li><li>A family-like environment in which employees support each other both personally and professionally;</li><li>A strong emphasis on professional development, including training and mentoring programs;</li><li>An excellent benefits package including medical, dental, vision, flexible spending accounts, a fully funded profit-sharing retirement program, an annual bonus program, flexible paid vacation time, paid sick leave, 10 paid holidays each year, an annual training budget, hybrid work arrangements, life and AD&amp;D insurance, and long-term disability insurance.</li></ul></div></div></div></div></div></div>\n",
