ABOUT THE Division General description The Comptroller’s office is seeking a Contract Developer in the Statewide Procurement Division . This role performs senior-level contract development work. Work involves developing broad range of large-scope or high-dollar term contracts and non-delegated procurements for state agencies. Work entails: planning, organizing, coordinating, researching specifications/scope of services, preparing and managing the solicitation, evaluation, negotiation and award processes. Conduct needs assessments to identify key commodity or service categories for statewide contracts. Assist with implementing sourcing strategies to ensure sustainable cost and/or cost avoidance savings, economies of scale, and best value in all state procurements. • Monitor legal and regulatory requirements related to state of Texas contracting and purchasing best practices and regulations. Resolve procurement issues related to solicitations and assist with dispute resolution processes to resolve protests or complaints. Support all statewide and SPD program initiatives, including the statewide HUB program. • Perform other duties as assigned including but not limited to the following: participates in special projects. May travel as required to conduct pre-solicitation or pre-proposal conferences, pre-award surveys, trade show presentations, or training.
