Description
Position Summary
Provides executive leadership for technology strategy, governance, and enterprise capabilities aligned to organizational priorities. Accountable for setting enterprise direction, priorities, and governance for technology operations, digital capabilities, health informatics, enterprise applications, infrastructure, information security governance, business continuity, interoperability, and artificial intelligence governance. Ensures these functions are aligned to organizational strategy, patient outcomes, operational reliability, regulatory obligations, and long-term growth.
This role leads through Directors and Managers and is responsible for enterprise vision, performance expectations, investment planning, risk oversight, and cross-functional alignment. The Vice President is not expected to directly supervise technical staff or perform day-to-day operational tasks.
Scope and Impact
Provides enterprise-wide leadership for technology and related enterprise capabilities across clinical, business, and administrative service lines. Oversees multiple Directors, Managers, and program leads responsible for infrastructure, end-user support, applications, health informatics, continuity planning, and related governance functions. Shapes organizational direction for technology services, continuity readiness, digital capabilities, interoperability, and data-enabled operations. Influences enterprise planning, resource allocation, vendor strategy, operational readiness, and risk posture in support of patient care and organizational sustainability. Accountable for service performance, technology governance, continuity readiness, and achievement of the strategic road map through aligned execution across IT&S leadership. Decision-Making Authority
Establishes enterprise technology direction, strategic priorities, and performance expectations across the organization’s technology and continuity portfolio. Approves operational and governance standards, service frameworks, escalation models, and accountability structures. Recommends strategic investments, staffing models, sourcing approaches, and multi-year road maps for leadership approval. Oversees enterprise technology risk, continuity readiness, and policy adherence through Directors and Managers. Reviews and approves major operational, continuity, interoperability, and digital initiatives for alignment with organizational goals. Provides executive oversight of vendor strategy, service expectations, and risk considerations in partnership with Procurement, Finance, and service-line leadership. Provides executive oversight and accountability for major incidents and continuity events. Interactions / Working Relationships
Internal: Chief Financial Officer, executive leadership team, clinical leadership, compliance/privacy, finance, human resources, facilities, communications, health informatics, program/project leadership, and service-line leaders. External: Key vendors, strategic partners, health information exchanges, consultants, auditors, assessors, and other third parties. Works across the organization to ensure technology planning, continuity readiness, operational priorities, and business needs are aligned and sequenced appropriately.
Essential Duties and Responsibilities
Set enterprise direction for technology services and enterprise capabilities: Establish strategic priorities, operating principles, governance expectations, and performance standards for all major technology and continuity functions. Lead through Directors and Managers : Provide executive oversight, coaching, accountability, and decision support to leaders responsible for infrastructure, applications, end-user services, health informatics, continuity, and related functions. Align technology strategy with organizational priorities : Ensure technology, digital capabilities, continuity readiness, interoperability, and information governance support patient outcomes, operational performance, and future growth. Oversee enterprise technology governance : Sponsor policy direction, service management expectations, change governance, risk review, and escalation frameworks to ensure disciplined and consistent execution across the organization. Provide executive oversight for business continuity and disaster recovery readiness : Ensure appropriate leadership, planning, testing cadence, accountability, and corrective action follow-through are in place across IT&S and critical business service lines. Oversee health informatics, interoperability, and enterprise digital capabilities : Ensure technology-enabled workflow improvement, external connectivity, and data exchange capabilities are governed and advanced in support of clinical and operational needs. Oversee artificial intelligence governance and adoption strategy : Ensure AI capabilities are evaluated, approved, and implemented through defined governance, risk oversight, and alignment with organizational priorities. Guide budget, investment, and sourcing strategy: D evelop operating and capital priorities; recommend staffing and sourcing models; oversee resource allocation across the portfolio through subordinate leaders. Oversee vendor and partner performance at an enterprise level : Ensure vendor capabilities, service expectations, risk considerations, and contractual performance are aligned to organizational needs and monitored through the appropriate operational leaders. Report enterprise performance and readiness to senior leadership : Provide clear executive-level reporting on service health, continuity maturity, risk posture, strategic progress, and key decision points requiring leadership action. Supervisory or Leadership Responsibilities
Directly oversees Directors, Managers, and other designated leaders, not individual technical staff. Establishes organizational direction, leadership expectations, and accountability measures for the teams responsible for: Core technology platforms and enterprise infrastructure Desktop and end-user services Enterprise applications and application support Systems analysis and database administration Health informatics Information security governance Business continuity and disaster recovery coordination Interoperability and digital integration Artificial intelligence governance and implementation oversight Builds leadership structure, clarifies decision rights, and ensures succession planning, team development, and cross-functional coordination across the portfolio. Chairs or sponsors governance forums related to enterprise technology services, continuity readiness, major incidents, and strategic technology planning. Qualifications
Minimum Qualifications (Required)
Education: Bachelor’s degree in Information Technology, Computer Science, Business Administration, Healthcare Administration, or a related field. Licenses/Certifications: Relevant professional certifications are encouraged but not required. Experience: Minimum of 10 years of progressive experience in information technology, including significant leadership experience overseeing multiple technology functions. Experience in healthcare or a regulated environment is required. Other Required Skills/Knowledge: Demonstrated ability to:
Lead enterprise technology strategy, governance, and organizational alignment Oversee cybersecurity, risk management, and regulatory compliance (e.g., HIPAA) Direct technology functions through subordinate leadership structures Align technology investments with organizational priorities and financial stewardship Communicate effectively with executive leadership and governing bodies Lead cross-functional initiatives in complex, mission-driven environments Preferred Qualifications
Master’s degree in Business Administration (MBA), Healthcare Administration (MHA), Information Systems, Cybersecurity, or a related field Additional years of progressive leadership experience in information technology, particularly within healthcare or regulated environments Experience leading enterprise technology strategy, digital transformation, or organizational modernization initiatives Experience operating within governance frameworks such as NIST, COBIT, ITIL, or similar standards Demonstrated experience communicating with and presenting to executive leadership and governing bodies Experience overseeing cybersecurity, risk management, or compliance programs in a healthcare or regulated environment Experience leading or governing large-scale enterprise initiatives, ensuring alignment, adoption, and organizational readiness across multiple service lines Relevant industry certifications in cybersecurity, risk management, IT governance, service management, or project delivery are preferred. Examples include CISSP, CISM, CRISC, ITIL, COBIT, CGEIT, or PMP.
