Description
USGI is seeking a Senior Advisor to serve as a principal counselor to the Assistant Secretary for INL and Under Secretary for T, and Front Office leadership on transnational organized crime (TOC) and emerging global security threats, and strategic integration across T Bureau functions. The position provides senior-level strategic analysis, policy integration, and advisory support to INL and T. This position requires a deep understanding of transnational criminal organizations and other T Bureau equities, including arms control, political-military affairs, terrorism, emerging threats, and AUKUS; extensive senior-level experience in national security, foreign policy, law enforcement, or related fields across government, international organizations, or strategic advisory roles; and strong leadership, judgment, and communication skills.
BACKGROUND
The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President’s principal foreign policy advisor. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.

Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Arms Control and International Security (T) within the Department of State (DOS). INL’s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation.
DUTIES & RESPONSIBILITIES
Advise INL and T Front Office leadership on TOC and counternarcotics priorities, including illegal drug production and trafficking, cartel and other criminal and threat networks, and illicit financial flows. Provide senior-level input on sensitive TOC initiatives, including interagency operations, foreign assistance programming, and executive-level taskings. Lead or support strategic and policy reviews addressing evolving TOC and counternarcotics threats and their implications for INL programming and U.S. foreign policy. Support the integration of law enforcement and security approaches to disrupt, degrade, and dismantle illicit economies and criminal organizations, and related threat groups, particularly in high-risk environments. Support the development and refinement of TOC-specific bureau-wide strategies, programs, and guidance aligned with U.S. national security objectives. Advise INL and T within the interagency, intergovernmental meetings, and outside organizations on priority policy issues, presenting on Bureau and Department priorities as needed. Support congressional engagement related to TOC and counternarcotics programs, including briefings, testimony preparation, and responses to oversight inquiries. Assess emerging trends such as convergence between narcotics trafficking, organized crime, corruption, terrorism, hostile state and non-state sponsors, hybrid threats, new technologies, and illegal migration, and advise on programmatic and policy responses. Cultivate and develop contacts with senior officers in partner federal agencies to maintain appropriate visibility on law enforcement programs, objectives, and techniques relevant to formulating hypotheses and designing programs to counter transnational criminal operations. Lead special projects and initiatives assigned by senior leadership. Final approval of any projects is provided by a USG direct hire. Perform other duties as requested and assigned that are directly related to this Statement of Work. MINIMUM QUALIFICATIONS
U.S. Citizen Minimum of twenty (20) years of related experience in leading or supporting strategic and policy reviews addressing evolving TOC and counternarcotics threats and their implications for programming and U.S. foreign policy. Demonstrated knowledge experience using Microsoft Office Suite Knowledge of and skill in correct usage of English grammar, spelling, punctuation, capitalization and style Demonstrated experience developing strategies across interconnected subjects related to transnational organized crime (e.g. gang violence, drug trafficking, terrorism, and regional conflict) Experience briefing high-level Department offices, congressional staff, interagency partners, and host government officials Demonstrated knowledge of transnational criminal threat groups and their ideologies, strategies, capacities, and related U.S. policies PREFERRED QUALIFICATIONS
Master’s degree from an accredited institution Minimum of twenty-five (25) years of senior level experience in national security, intelligence, or defense policy including roles addressing issues such as transnational crime, illicit finance, counternarcotics and terrorism REPORTING AND RELATIONSHIPS
The Office Administrator will report to his/her contracting company and will receive direction from the CO, Contracting Officer’s Representative (COR), and/or Government Technical Monitor (GTM).
LEVEL OF EFFORT
Hours for this full-time position will be Monday through Friday, 8 hours per day, 40 hours per week, incorporating the core hours of the Department of State (9:00 AM to 3:00 PM).
TELEWORK
If applicable, telework is authorized only with prior INL Office Director, Contracting Officer, and Contracting Officer’s Representative approval, in accordance with Department of State and INL policies.
SUPPLEMENTAL HOURS
Supplemental hours are not authorized in accordance with the award and shall not exceed the designated ceiling.
POSITION LOCATION
The physical work location is INL/Front Office’s office: HST Main State Building, 2201 C Street NW, Washington, DC
GOVERNMENT FURNISHED EQUIPMENT
DOS will provide office space, computers, phones, and other required equipment and supplies necessary to complete all job requirements. DOS will own and maintain all government furnished property.
CLEARANCE
A Top Secret security clearance with eligibility for access to sensitive compartmented information (SCI) is required for this position. However, work may begin with an interim Top Secret while they await their full TS security clearance, and their workload shall match their clearance level. Prior to requesting SCI, a full Top Secret is required.
TRAVEL
Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling.
TRAINING
This BPA Call provides for mandatory training for DOS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy. This training does not require INL Contracting Officer (CO) approval.
Travel related training (i.e., FACT (CT650), HTSOS-C etc.), may be required, if applicable. The PM shall coordinate with INL/SAO/IM to determine if applicable and if INL Contracting Officer approval is required prior. All other training requires INL Contracting Officer approval.
