    "description": "<h2>Description</h2>\n<p>Markon is seeking a Budget Subject Matter Expert (SME) to support the Office of the Director of National Intelligence (ODNI) in Bethesda, MD. This role will lead and advise on Intelligence Community budget formulation activities, supporting the Intelligence Planning, Programming, Budget, and Execution (IPPBE) process and the National Intelligence Program (NIP) budget. </p>\n<h2>Responsibilities</h2>\n<p>The ideal candidate brings deep expertise in IC financial management, resource planning, Congressional appropriations, and strategic budget analysis, partnering closely with government stakeholders to align resources with mission priorities. This is an opportunity to serve as a trusted advisor on high-visibility budget initiatives that directly support national intelligence objectives.</p>\n<ul>\n <li>Provide expert guidance and produce reports related to budget and financial activities for the component.</li>\n <li>Support budget program execution, ensuring alignment with available resources and programmatic goals.</li>\n <li>Generate budget reports for customer offices, components, and NIP programs, including funding and activity summary profiles.</li>\n <li>Assist in developing, reviewing, and responding to budget exercise submissions to align with organizational strategic goals.</li>\n <li>Aid in developing fiscal guidance and implementation schedules for each budget phase, subject to customer review and acceptance.</li>\n <li>Contribute to the development of Standard Operating Procedures (SOPs) and recommend process enhancements.</li>\n <li>Contribute to the development of budget analysis, financial data calls, and portfolio reviews.</li>\n <li>Aid the customer in developing and evaluating fiscal program builds for both internal components and IC-wide Programs.</li>\n <li>Draft narratives, vignettes, and input for the Congressional Budget Justification Book (CBJB) to Congress.</li>\n <li>Support the development and production of the CBJB National Intelligence Program missions of interest, special topics, and related sections.</li>\n <li>Generate talking points, briefings, products, reports, and congressional directed action responses pertaining to the NIP, delivering these to large interagency forums and working groups.</li>\n <li>Assess the IC budget across cross-functional areas and disciplines.</li>\n <li>Participate in the full cycle of intelligence planning, programming, budgeting, and evaluation.</li>\n <li>Collaborate with USG and IC partners through large interagency forums and working groups.</li>\n <li>Collect and analyze various financial reports and data calls through strategic portfolio reviews.</li>\n <li>Track congressional legislation and its impact on the NIP budget.</li>\n <li>Develop standard operating procedures and deliver training to customers.</li>\n <li>Develop and produce cost-benefit trade-offs and investment strategies for the NIP budget.</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong>Required:</strong></p>\n<ul>\n <li>Current and active TS/SCI Clearance with Counterintelligence (CI) Polygraph.</li>\n <li><p>Bachelor’s degree in Finance, Accounting, Economics, or a related field with 15+ years of relevant experience, or a Master’s degree with 13+ years of experience.</p></li>\n <li><p>A minimum of 12–15 years of experience in government budgeting, with at least 7–10 years in the Intelligence Community.</p></li>\n <li>Proven expertise of government budget formulation activities and adept familiarity with the intricacies of the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).</li>\n</ul>\n<h2>Salary Range</h2>USD $170,000.00 - USD $190,000.00 /Yr.The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary.
