Chief Performance Officer Position Type: Full Time FLSA Classification: Exempt Standard Weekly Hours: 35 Reports to: Chief Development and Strategic Officer Branch/Departmental Oversight: Program Performance & Planning Direct Report(s): Senior Performance Analysts Graham Windham’s Chief Performance Officer is committed to leading with Graham Windham’s organizational pillars ( Respect, Grow, Thrive and Lead ) to advance the organization’s mission, vision and performance objectives. The CPO’s scope includes strategic planning, program evaluation, new program development, performance excellence, Medicaid and other regulatory compliance, and policies and procedures. The CPO is a member of the Executive Council with the duties and responsibilities listed below: Specific Duties & Responsibilities Partners with the President & CEO and Chief Development and Strategy Officer to develop Graham’s strategic vision and annual updates on progress toward the Vision Collaborates with program leaders to develop new programs in line with Graham’s mission, vision and decision making framework Partners with program leaders to work toward practice excellence, as demonstrated by outcomes for children and families Leads annual development of outcomes targets through review of past Graham data and benchmark data to inform program planning Partners with program leadership to support learning from data and information analyses, reflections, and development of program excellence plans Partners with university and independent researchers to evaluate program success Facilitates and/or leads One Graham teams to conduct joint problem solving around broad challenges and to wrap supports around specific children and families Supports program leaders in responding to crises for children and families, including following our serious incident protocols, ensuring the right supports are in place for staff and families, conducting record reviews, and leading One Graham learning meetings Management team leader of the Board of Directors’ Program Performance Committee Manages the Program Performance and Planning Team which produces regular data reports and special topic analyses, conducts quality improvement through case record reviews and case unpackings; conducts surveys of youth, parents, foster parents, and staff; assesses qualitative themes from youth, parent, foster parent and staff roundtables Supports programs with meeting contractual and regulatory compliance requirements and conducts reviews of potential non-compliance and/or regulatory fraud Leads project management around commitments made in the vision, Roundtables, and other inclusive committees Partners with the Learning and Practice Proficiency Team and program leaders to support the implementation and application of practice approaches (e.g. Solution-Based Casework, Motivational Interviewing, and Collaborative Problem Solving) Serves as Executive Council Coach for the Graham Learn and Grow Committee Chairs Oversees agency Medicaid Compliance program and ensures we meet all government obligations. Qualifications & Requirements At least 10 years of research, program evaluation and project management leadership experience preferred Management experience required Advanced degree required Experience with NYC Administration for Children’s Services programs (including foster care and/or Prevention) a plus Proficiency with Microsoft Office and strong competency with Excel required Expertise in analytical applications, data visualization platforms (e.g. R, Power BI) a plus Willingness to work occasional evenings, early mornings and weekends Work is both remote and in-person. Willingness to travel to program and administrative sites in Brooklyn, The Bronx, and Harlem Competencies Superb interpersonal, collaboration and communication skills. Demonstrated ability to build a culture of assessment, learning and focus on continuous quality improvement within an organization Proven ability to successfully engage leaders and external stakeholders in meetings Ease in working with board members and regulatory bodies. Strong management, data gathering and reporting experience. Creative, strategic, and analytic thinking skills.
