Only applicants chosen for an interview will be contacted SUMMARY OF DUTIES The Senior Project Manager, Occupational Health and Safety, leads strategic planning, development, implementation, evaluation and maintenance of the City’s corporate occupational health and safety programs to facilitate risk mitigation and enable compliance across the organization. This includes overseeing the development of policy, procedures, guidelines, tools, resources and training that facilitate and enable departments to appropriately implement occupational health and safety programs. Reporting to the Manager of Health, Safety and Wellness, the incumbent works collaboratively with leaders, employees, Joint Health and Safety Committees, union representatives and other stakeholders to ensure programs are compliant, enable implementation and drive continuous health and safety performance improvement. Utilizes expert risk mitigation strategies and provides technical guidance, education and training on a variety of health and safety hazards, risks and issues. The incumbent designs processes and finds new approaches to facilitate program compliance and adoption. Enables continuous improvement, including through the use of technology. Leads occupational health and safety projects and compliance initiatives utilizing a project management and change management methodology delivering results for the organization and City team. Demonstrates leadership competencies that include: Behaviours are aligned with organizational principles and values Sets an example adhering to the provisions of applicable health and safety legislation and related City of Hamilton policies and procedures Behaviours foster a high-performance continuous improvement health and safety culture. Strategic Program Management Using a collaborative approach, works with key internal stakeholders to identify organizational needs and lead the development and implementation of occupational health and safety programs at the corporate level. Using subject matter expertise, program development utilizes best practice methodologies that enables effective planning, analysis, development, implementation and evaluation of occupational health and safety programs for the City. Program development can include a broad range of health and safety standards such policies, procedures, guidelines, resources, tools, training, process mapping, etc. Ensures that program development and implementation utilize innovative and leading best practices and is aligned with change management principles. Works with departmental leaders to support implementation of corporate occupational health and safety programs into business units, including, but not limited to, delivering education, training and other supports as required. Participates in task forces, corporate initiatives, and committees as required. Leads targeted interventions to improve occupational health and safety performance in divisions or departments across the organization. Works closely with other Health Safety and Wellness team members, and demonstrates leadership, for the planning and delivery of programming across the enterprise. Audit, Assessment and Testing Conducts periodic investigations, testing, gap analysis, risk assessments, sampling and/or inspections to identify workplace health and safety issues and/or trends, and develops findings and recommendations, in a written report to internal stakeholders and departmental leaders. Develops and delivers corporate and/or departmental occupational health and safety audits. Audits are documented in written reports. Identifies and analyses risk making recommendations to support targeted injury and illness prevention programs, emerging issues and resolution of complex health and safety matters. Represents the City with provincial ministries, regulatory agencies or boards regarding matters related to occupational health and safety. Measurement, Analysis and Reporting Collects, analyzes, and reports on occupational health, safety and wellness data enterprise wide, including leading and lagging indicators and trends. Generates insights and makes recommendations for improvements to corporate programs and/or departmental interventions to address root causes. Maintains knowledge of changing legislation, assess impact to the organization and communicate recommendations to achieve compliance. Develops and prepares reports to support occupational health and safety decision making at all levels in the organization. Presents findings to organizational leaders to inform decision-making and improve overall health and safety performance. Communication, Education and Training Develops and delivers occupational health, safety, and wellness communications to promote a high-performance health and safety culture. Develops, facilitates and delivers a wide range of education and training programs, to all levels of the employees and leaders, to foster risk mitigation and compliance in across the organization with legislation and City policies, procedures and guidelines (e.g., workplace violence prevention, confined space entry, personal protective equipment, lock out tag out, machine guarding, supervisor competency, WHMIS, hazard recognition and control, accident reporting and investigation, etc.) Delivers presentations to senior level leaders, as required. Performs other duties as assigned that are directly related to the responsibilities of the position. QUALIFICATIONS Post-secondary education in occupational health and safety or risk management, or an equivalent combination of education and relevant professional experience within a large complex organization. A relevant professional designation as a Canadian Registered Safety Professional (CRSP), Registered Occupational Hygienist (ROH) or Certified Health and Safety Consultant, is an asset. Project Management Certification is an asset. Change Management Certification is an asset. Extensive years of experience driving results in occupational health and safety performance in a unionized public or private sector organization. Experience in a municipal, health care or community service organization is preferred. Subject matter expertise pertaining to occupational health and safety legislation and regulations (e.g. Occupational Health and Safety Act, associated regulations, Employment Standards Act, Highway Traffic Act, etc.). Ability to maintain knowledge of changing legislation, assess impact to the organization and communicate recommendations to facilitate compliance. High proficiency in risk management. Exceptional knowledge of factors that pose potential or actual danger to health or safety in the workplace and the appropriate actions to be taken to ensure the health and safety of staff in accordance with applicable legislation, risk mitigation and City policies and Extensive experience leading projects and full-cycle program development, including evaluation. Leads with integrity, trust and maintains professionalism. Utilizes a highly collaborative approach and builds meaningful relationships to drive results. Demonstrated experience designing evidence informed occupational health and safety programs, training, and e-learning. Experience with e-learning software (e.g. Articulate) and learning management systems is also an asset. Certification and/or experience in utilizing adult learning A highly effective facilitator and trainer. Advanced written and verbal communication skills. Demonstrates clear communication and can adapt approach to meet the needs of various stakeholders. Superior computer skills and application skills such as SharePoint, Microsoft applications, Power BI. Ability to use technology to connect data, generate insights and create high quality reporting.
