  "skills_knowledge_expertise": "<div><!--block--><strong>Education:&nbsp;</strong></div><ul><li><!--block-->Bachelor’s Degree in Civil Engineering and E.I. certificate in the state where this person’s work is primarily performed or an Associate’s Degree or Technical Certification in a related field.</li></ul><div><!--block--><strong>Experience:&nbsp;</strong></div><ul><li><!--block-->0 - 4 years of overall and progressively responsible experience with public and private sector projects, ideally in the A/E/C industry.</li></ul><div><!--block--><strong>Skills:</strong></div><ul><li><!--block-->Experience with Synchro/SimTraffic and HCS.</li><li><!--block-->Proficient with Microsoft Office software.</li><li><!--block-->Working knowledge of the procedures to execute a sound and efficient project, with the goal of developing good project management techniques.</li><li><!--block-->Effective verbal communication skills with colleagues, vendors, and subcontractors.
