Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.Client IT is continuing to develop an Enterprise Information Management (EIM) system under the Performance Management & Analytics System (PMAS). This development effort will utilize an agile methodology based upon the approach currently in use at client's for the Performance Management & Analytics System (PMAS). </p>\n<p> </p>\n<p>As a member of the agile development team, the worker responsibilities may include:<strong>Overview</strong>The Worker will serve as a senior business data quality analyst and a critical liaison between technical IT and non-technical program staff working with complex technical data sources across the client's departments and agencies. This role empowers client staff to effectively determine data profiles and quality measures for developing agency analytical reporting and strategic decision-making. The ideal candidate has strong analytical and SQL skills, a deep understanding of client's programs and data, strong history of data profiling across client's data domains, with exceptional communication abilities to bridge the gap between technical data systems and operational users in the emerging context of AI.<strong>Responsibilities</strong><strong>Strategic Liaison and Translation</strong></p>\n<ul>\n <li>Work with program areas, project sponsor and system SMEs to understand data domains and common data quality issues.</li>\n <li>Explain technical findings and data limitations in simple, non-technical language to end-users.</li>\n <li>Data Reporting and Visualization</li>\n <li>Extract, integrate, and analyze sample data from multiple complex internal and external sources to support client's analytics needs.</li>\n <li>Collaborate with end-users and performance analysts or IT internal leaders to create visualizations showing data quality profiles for constantly emerging analytics needs.</li>\n <li>Provide subject matter expertise on validating output from AI, particularly with respect to identifying and mitigating hallucinations.</li>\n <li>Ensure all data outputs adhere to agency reporting standards, data governance, and compliance regulations.</li>\n <li>Data Literacy and Training</li>\n <li>Champion data quality literacy across the organization by developing and conducting training sessions for non-technical staff.</li>\n <li>Create clear, comprehensive documentation and tutorials on using glossary tools for data synthesis.</li>\n <li>Promote a data-driven culture by enabling and empowering all employees to effectively utilize data profiling tools and AI.</li>\n <li>Collaboration and Problem-Solving</li>\n <li>Work closely with data engineering, IT, and Program teams to troubleshoot data-related issues and address inconsistencies and mitigation strategies.</li>\n <li>Provide expert guidance to program staff on interpreting data trends and answering complex data questions.</li>\n <li>Stay up to date on new AI and data quality tools and techniques to continuously improve data analytics, data quality and reporting.</li>\n <li>AI Prompting and Data Synthesis</li>\n <li>Develop and refine effective AI prompts and query strategies to retrieve and synthesize data accurately from complex data domains.</li>\n <li>Guide non-technical users in crafting precise prompts to get the data they need, ensuring fidelity and accuracy.</li>\n <li>Develop a library of standardized prompts and query templates for common reporting needs.</li>\n</ul>\n<h2>Qualifications</h2>\n<p><strong>Minimum Requirements:</strong>Candidates that do not meet or exceed the <strong>minimum</strong> stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.</p>\n<p>Years</p>\n<p>Required/Preferred</p>\n<p>Experience</p>\n<p>8</p>\n<p>Required</p>\n<p>Experience gathering business requirements and translating complex data acquisitions and operational requirements into clear, actionable access paths for data profiling for complex analytics</p>\n<p>8</p>\n<p>Required</p>\n<p>Experience explaining technical findings and data limitations in simple, non-technical language to end-users and leadership.</p>\n<p>8</p>\n<p>Required</p>\n<p>Experience in a complex data analysis, senior business/systems analyst, and/or data liaison role.</p>\n<p>8</p>\n<p>Required</p>\n<p>Strong experience with SQL for data extraction, data profiling, manipulation and enrichment.</p>\n<p>8</p>\n<p>Required</p>\n<p>Experience collaborating with end-users and performance analysts or IT internal leaders to create and validate data profiles for analytics development and business data lineage analysis.</p>\n<p>8</p>\n<p>Required</p>\n<p>Excellent communication, presentation, and interpersonal skills.</p>\n<p>5</p>\n<p>Preferred</p>\n<p>Experience with Business Intelligence/Data Warehouse</p>\n<p>5</p>\n<p>Preferred</p>\n<p>Experience acting as the primary point of contact for program staff with data profiling needs for analytics projects</p>\n<p>5</p>\n<p>Preferred</p>\n<p>Experience working in a health and human services or similarly regulated environment, with a strong understanding of agency data domains.</p>\n<p>5</p>\n<p>Preferred</p>\n<p>Experience with data governance and data quality principles</p>\n<p>5</p>\n<p>Preferred</p>\n<p>Experience with data profiling tools such as Snowflake Cortex or Toad</p>\n<p>2</p>\n<p>Preferred</p>\n<p>Experience championing data literacy across the organization</p>\n<p>2</p>\n<p>Preferred</p>\n<p>Experience training and mentoring staff with varying levels of data literacy.</p>\n<p>1</p>\n<p>Preferred</p>\n<p>Experience with AI prompt development</p>",
