Nooksack Indian Tribe Job Description Job Title: SAFE Access to Child Support Navigator Department: Child Support Reports To: Family Services Director Job Status: Regular Full-Time Type: Non-Exempt Grade: H JOB SUMMARY: The Sate Access to Child Support (SA Navigator will provide direct. domestic violence safety-informed child support and supportive services to victims/survivors of domestic violence. provide training and support to agency staff equipping them to provide domestic violence safety informed child support services, assist with legal clinics, outreach, education programs in the community and participate in agency collaboration with other domestic violence service providers, legal services providers and the courts. The incumbent is responsible for the oversight or all stages of case management of DV related cases, performs paternity and child support establishment processes. enforcements and modification processes. assures coordination or other staff for efficiency, accuracy and timeliness and functions as liaison to the local CSED agency for cross referencing case information with the state system. Successful candidate shall assess child support cases to determine appropriate actions to be taken and respond to routine inquiries and complai11ts regarding child support cases. MAJOR TASKS AND RESPONSIBILITIES include the following: Other related duties may be assigned. I. Serve as the primary point of contact and support for survivors or domestic violence identified by child support services as needing additional assistance and support to navigate child support/paternity establishment and/or enforcement processes. 2. The SACS navigator will lead coordination or case action planning and risk mitigation for survivors with internal staff and external collaborative partners. Serve as link between the survivor and other programs and resources needed to successfully establish or enforce child support. Provide training and support to agency staff to equip them to provide trauma-informed child support services to parents requesting and/or receiving child support. This may include DV screening and response. supported access to/resolution of good cause case closure requests, expedited child support case processing. coordination and referrals to community based domestic violence service providers, safety modified correspondence and communications with survivors and strategics for managing interactions with perpetrators. 5. Assist with outreach clinics, and educational events in the community to inform survivors of domestic violence and professional staff working with survivors of; safety informed child support services available, child support and paternity processes and potential family safety risks associated with those processes and additional civil legal relief available to survivors. 6. Build and maintain relationships with Nooksack DV advocacy and legal services organizations, the courts, and other county/state/tribal civil legal resources for survivors or domestic violence: communicate with same as necessary to collaborate and ensure quality services are delivered to survivors or intimate partner abuse. 7. Participate in court and county/tribal task forces, committees, and work groups to maintain relationships with other service providers and expand reach or the safety informed child support program services. 8. Engage in continuing education to stay up-to-date on best and new ideas in domestic violence services. 9. Participate in required training and technical assistance and conferences. 10. Monitor assigned cases to ensure that support obligations are being met and that individuals are in compliance with court orders. 11. Provide mediation information to parties if necessary. 12. Research and maintain personal, financial, and legal information regarding children and their custodial and non-custodial parents. 13. Educate clients about dynamics of domestic violence and sexual assault and options/resources available. 14. Engage in community networking activities to both increase access to services for individuals as well as to assist community service providers in understanding the dynamics of abuse. 16. Assist in the development of a cultural/traditional prevention/education DV program including a community assessment in regards to domestic violence, sexual assault, and neglect and abuse of tribal victims of all ages. 17. Provides crisis intervention and prevention for victims, and refers clients to resources and other organizations. 18. Work with program team, tribal resources and community members. 19. Complete a volunteer training program of crisis services. 20. Participate in staff meetings, case conferences and other meetings as needed. OTHER DUTIES: Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities. PREFERENCE: • Indian Preference Policy applies to this and all positions with the Nooksack Indian Tribe. MINIMUM QUALIFICATIONS The following qualifications are required for the incumbent to have, in order to be considered for the position. REQUIRED EDUCATION, EXPERIENCE AND TRAINING FOR POSITION: • BA degree In Human Services or related field from an accredited College or University with at least two (2) years Human Services professional experience or • AA degree in Human Services or related field from an accredited College or University combined with at least four (4) years Human Services professional experience or • Six (6) years Human Services professional experience that includes a minimum of two (2) years of direct Child Support advocacy work experience. And • Experience in working with sensitive issues and commitment to respecting the confidential nature of the programs. • Demonstrated ability to work comfortably as a team member and contribute positively to workplace. REQUIRED SKILLS/KNOWLEDGE/ ABILIITES POSITION: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform to essential functions. • Ability to maintain strict confidentiality. • Must be respectful and responsive to cultural beliefs and practices within a client's community. • Ability to operate a personal computer with various software, including Microsoft Office. • Ability to maintain a filing and record keeping system relating to confidential and sensitive materials and information. • Must be organized and able to prioritize clients' needs effectively with good communicational skills. • Demonstrated ability to work in a multi-cultural community with emphasis on Nooksack Tribal Culture. • Adhere to all professional and ethical behavior standards of the Child Support services, must be compliant with the personnel policies. • Excellent communication skills, including ability to communicate clearly with a wide range of people to both understand, support, and convey the clients' and advocates' needs • Must be willing to travel to receive training in vulnerable adult/elder abuse, neglect, financial exploitation, Domestic Violence, Sexual Abuse/Assault and other types of victimization. • Must work well with persons of varied sexual preference, racial, ethnic, cultural, socioeconomic backgrounds, and with individuals who are differently-abled. • Must have an awareness of relationship violence, child abuse, stalking, sexual abuse and assault. • Knowledge of counseling and advocacy techniques for people who have been victims of domestic violence, including crisis intervention and case management skills. • Ability to communicate effectively (both written and verbally). • Work independently and as a team member; consistently demonstrating professionalism, courtesy, efficiency, excellent internal and external customer service, high ethical standards and behavior that contribute to harmonious relationships. • Present the agency and programs in a positive light to clients, volunteers, funders and the community. REQUIRED CONDITIONS OF EMPLOYMENT: • Must pass alcohol/drug test at time of hire and throughout employment. • Must pass criminal background check at time of hire and periodically thereafter. REQUIRED LICENSES OR CERTIFICATIONS: • Must have and maintain throughout employment a valid Washington State Driver's License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire). • Must obtain and maintain DNA, First Aid CPR and Narcan certification.
