Founded in 2004 and named for the first African-American woman to earn her Ph.D. in Mathematics, the award-winning E.L. Haynes Public Charter School serves more than 1,135 students in grades Pre-K3 through 12th grade. E.L. Haynes operates two campuses in the Petworth neighborhood of Northwest Washington, DC, and offers a rigorous educational program designed to prepare students to succeed in the college of their choice.

E.L. Haynes provides a rigorous and engaging college preparatory curriculum for students in grades Pre-K through 12. Student Support Services Model:
Our firm belief is that all students, including those with disabilities, can achieve at high levels. We also believe that all students benefit from the inclusion of students with disabilities in the general education classroom. Both research and our own experience demonstrate that students with disabilities perform better with greater access to the general education curriculum and non-disabled peers. Based on this belief, we only remove students from the general education classroom when absolutely necessary for the student to learn. Our special education program provides access to our students with disabilities through Individualized Education Programs (IEPs) and 504 plans.
About the Position:
The Director of Special Education is responsible for implementing and maintaining all Special Education and 504 programs for students in grades Pre-K through 12 and ensuring that services comply with the LEA, state, and federal objectives and laws.
The Director of Special Education provides oversight of the Student Support Services team at the three E.L. Haynes campuses, including planning, designing, and implementing all phases of instructional service delivery across the continuum provided by the Special Education staff, and serving as a resource to school personnel and families. The Director of Special Education is a Student Support Services team member and reports to the Managing Director of Student Support Services. This is a 12-month position.
You will lead:
Special Education Instruction and Supervision
Strategic Vision, Program Development, and Delivery
Provide strong leadership and implement the overall vision of the special education program to ensure continuous organizational development and improvement.
Ensure that E. L. Haynes provides best-in-class supports for students with disabilities that serves all needs in the least restrictive environment.
Understand the administration, principles, and methods of educational and instructional services delivery models
Implement assigned programs and projects to align with LEA and state curriculum and instructional objectives
Instructional Leadership and Capacity Building
Serve as the special education expert and lead coach, setting the vision for and building the capacity of all school leaders to be effective coaches on anti-ableist programming and practices, thereby ensuring our mission of serving students across all ability markers is realized.
Coach and support school leadership teams to assist with the overall evaluation of inclusionary practices in their schools to identify and develop strategies for improvement.
Provide feedback to the Instructional Leadership Team (ILT), principals, and coaches about general education areas that impact differentiation and observations made in general education classrooms.
Collaborate with school leadership to conduct co-observations and instructional rounds to support academic and behavioral program improvements.
Supervise special education instructional staff training, related service providers, and educational aides to ensure well-trained personnel.
Support teachers by providing instructional best practices and strategies to assist students with disabilities in accessing the grade-level curriculum.
Program Evaluation and Compliance Oversight
Evaluate on an ongoing basis the total special education program, curriculum, procedures, and individual students’ needs and achievements.
Serve as the primary point of contact for the Compliance Specialists.
Provide onsite technical assistance and coaching to Compliance and Instructional Specialists.
Work with the Compliance Specialists to ensure campuses meet compliance targets, including IEP compliance, eligibility timelines, related service provision, progress report completion, and DCCATS reporting.
Special Education Processes and Procedures
Legal Compliance, Policy Development, and Oversight
Maintain expertise in developing special education issues, laws, and case law, writing and implementing policies and procedures to ensure program consistency, legality, and ethical practice across the LEA for maximizing student post-secondary success.
Ensure E.L. Haynes’ success in all special education audits and compliance monitoring, including preparing necessary materials to share with auditors and compliance reviewers.
Manage and respond to special education complaints in coordination with the special education attorney.
Student Program Implementation and Management
Develop and monitor infrastructures, systems, and processes to ensure high-fidelity implementation and scheduling of all Individualized Education Program (IEP) services and instructional programs, maximizing student performance.
Coordinate and monitor the “Child Find” Program, overseeing the timely and thorough student referral process (in collaboration with operations and enrollment staff), and the resulting eligibility and multi-disciplinary team placement decisions across the LEA.
Oversee students enrolled in nonpublic placements and coordinate efficiently with OSSE Placement Specialists to manage the nonpublic placement process when necessary.
Manage the accurate provision of services by monitoring 504 plans and ensuring all IEP and 504 accommodations and modifications are shared with appropriate personnel, including during testing and with Out of School Time/specials staff.
Oversee quarterly IEP progress reporting by inclusion teachers and service providers.
Data Systems, Reporting, and Staff Training
Manage key regulatory reporting processes, including the OSSE Child Count verification and completion of OSSE monitoring requests via DCCATS.
Prepare necessary documentation and data reports to comply with federal and state regulations, including conducting quarterly file reviews using the OSSE monitoring quality checklist.
Manage and troubleshoot Special Programs access and system issues.
Train Compliance Specialists, related service providers, and other staff as necessary in the Special Programs System.
Report periodically to the Managing Director of Student Support Services and interim consultants on special education compliance metrics.
Stakeholder Engagement and Personnel Management
Recruit, hire, supervise, and evaluate LEA-level special education staff.
Coordinate regularly scheduled parent advisory group meetings.
Communicate information on special education programs, services, and regulations to school personnel, parents, and other LEAs.
Coordinate with outside agencies to provide services to students and staff.
Qualifications
You Have:
A Master’s degree in Special Education, Educational Leadership, or a related field.
At least five (5) years of successful experience leading a comprehensive special education program (Pre-K through 12) across multiple sites, with demonstrated success in continuous organizational development and improvement.
Expert-level knowledge of federal and DC special education laws, regulations, and case law (IDEA, Section 504), with a proven track record of ensuring 100% compliance in high-stakes areas like IEP compliance, eligibility timelines, and managing state audits (OSSE/PCSB).
Demonstrated experience in acting as a special education expert and lead coach , including setting the vision for and building the capacity of school leaders to effectively coach anti-ableist programming and inclusionary practices.
A minimum of three (3) years of successful classroom teaching experience with students with disabilities in culturally, demographically, and socially diverse educational settings.
Advanced skills in data-driven instruction, standards-based curriculum, and assessment, with demonstrated ability to leverage these tools to inform best-in-class, Least Restrictive Environment (LRE) instructional models.
Proficiency in managing complex special education data systems (e.g., Special Programs, DCCATS) for compliance reporting, service delivery monitoring, and program evaluation.
Exceptional collaboration and communication skills , including successful experience managing relationships with external agencies, parents, and internal staff (Instructional/Compliance Specialists and related service providers).
Experience, comfort, and success in building a positive and supportive classroom culture; and
You Might Also Have:
A Washington, D.C. teaching certification;
A strong background in differentiated and individualized instruction;
Experience in hands-on learning, such as experiential learning or project-based learning;
Proficiency in another language; and

We also believe that all students benefit from the inclusion of students with disabilities in the general education classroom. Both research and our own experience demonstrate that students with disabilities perform better with greater access to the general education curriculum and non-disabled peers. Based on this belief, we only remove students from the general education classroom when absolutely necessary for the student to learn. Our special education program provides access to our students with disabilities through Individualized Education Programs (IEPs) and 504 plans.\\n\\nAbout the Position:\\n\\nThe Director of Special Education is responsible for implementing and maintaining all Special Education and 504 programs for students in grades Pre-K through 12 and ensuring that services comply with the LEA, state, and federal objectives and laws.\\n\\nThe Director of Special Education provides oversight of the Student Support Services team at the three E.L. Haynes campuses, including planning, designing, and implementing all phases of instructional service delivery across the continuum provided by the Special Education staff, and serving as a resource to school personnel and families.
