Government Relations Specialist I (DWC Government Relations Director) This position performs complex (journey-level) legislative and consultative work, serving as a liaison between the Texas Department of Insurance, Division of Workers’ Compensation (DWC), and governmental and legislative entities. Work also involves governmental communications, legislative analysis, and related administrative work for the general counsel. Works under general supervision with moderate latitude for the use of initiative and independent judgment . This position: Represents DWC in communications with elected officials and external stakeholders, including facilitating policy briefings or discussions with DWC subject-matter experts. Participates in agency activities related to the legislative session; attends legislative hearings and meetings with legislators, legislative staff, and other legislative liaisons. Coordinates agency interaction and testimony before legislative committees. Coordinates responses to legislative inquiries; reviews and edits legislative correspondence. Monitors standing and interim committee schedules and agendas; communicates relevant information to DWC’s executive management. Analyzes legislation for impacts on the workers’ compensation system. Supports the general counsel and other DWC executives in the coordination and preparation for agency activities and events, including the insurance carrier and health care provider quarterly meetings. Supports government relations activities, including monitoring legislation implementation, coordinating legislative staff briefings and hearings, and drafting agency biennial legislative recommendations. Supports and coordinates the planning, development, implementation, and documentation of external communications activities and key processes. Prepares and coordinates meeting agendas, meeting notes, and agency activity reports on state and federal activities for the commissioner and Legislature. Travel is required up to 5% of the time.
